Box 37 Ephrata, WA 98837 Subject: November 2025 Advisory Committee — Project Review/Recommendations Dear Commissioners: The SIP Committee met Friday, November 14th and reviewed 3 project applications. Committee members present for the meeting were Corinne Isaak, Chuck Allan, Scott Hunter, Curt Morris and Brant Mayo. SIP #2025-03: McKay Healthcare (requested $201,546 grant) Kitchen Expansion for planned Phase 1 Applicant: McKay Healthcare Hospital District #4 Recommendation: The committee voted to recommend a $201,546 grant for McKay Healthcare. The expansion and significant modernization of the kitchen facility for McKay Healthcare is critical for their future expansion. This new kitchen facility will not only serve their current operations but will also accommodate their future expansion of 16 assisted living units and 16 memory care unites. Once again, the SIP Committee is recommending the $201,546 SIP request this round. SIP #2025-4: Beverly Water District (requested $450,000 grant) New Reservoir Applicant: Beverly Water District Recommendation: The committee voted to recommend a $450,000 grant for the Beverly Water District, pending a finding that the Water District is eligible for these funds. Brant Mayo (Grant EDC) has researched and believes the water district qualifies for SIP but would like the Commissioners/County Staff to weigh in. If deemed eligible, the committee believe the reservoir is vital to any sustainable growth for Beverly. These funds along with monies from Department of Health and ARPA will allow them to finish design, permitting, and construction of the project. The committee is recommending the $450,000. SIP #2025-5: Coulee Medical Center Public Hospital #6 (requested $1.,250,000 grant) Infrastructure for the Rural Health Workforce Project Applicant: Coulee Medical Center Recommendation: The committee voted to recommend a $1,250,000 grant for the Coulee Medical Center for this much needed workforce housing project. This project is aligned with Goal ED-6 of the County's Comprehensive Plan. Coulee Medical center has been working with Grand Coulee to get this project specifically called out in the update for their comprehensive plan currently underway. We encourage the Commissioners to accept this recommendation as is or pending inclusion into Grand Coulee's comp plan amendment or the County"s next amendment at the latest. This project will be instrumental for Coulee Medical center to retain workforce and continue to provide important services for an already underserved portion of our county. The committee is recommending the $1,250,000. Chuck Allen motioned for the above recommendations, the second was made by Scott Hunter. The remaining committee voted in unanimous favor of the recommendations. Please contact me if you have any questions regarding the recommendations of the committee. Sincerely, Brant Mayo Administrator Grant County SIP Advisory Committee BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION FOR: STRATEGIC RESOLUTION No. 25- "�� -CC INFRASTRUCTURE PROGRAM ADVISORY COMMITTEE RECOMMENDATIONS FOR FUNDING WHEREAS, The Grant County (County) Board of County Commissioners (BOCC) approved a Strategic Infrastructure Program Prioritization Process; and WHEREAS, the BOCC found it in the best interest of the County to set up a committee to facilitate local coordination and communication; and WHEREAS, the Strategic Infrastructure Program (SIP) Committee (Committee) has submitted recommendations for funding; and WHEREAS, the BOCC has reviewed recommendation(s) submitted by the Committee; NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of Commissioners, APPROVE/ADOPT/ THE SIP ADVISORY COMMITTEE FUNDING RECOMMENDATIONS ON December 30, 2025 AS FOLLOWS: McKay Healthcare and Rehab Center 2025-03 Kitchen Expansion $201,546, Grant Beverly Water District 2025-04 New Reservoir $450,000, Grant Coulee Medical Center 2025-05 Infrastructure for the Rural Health Workforce Project $1,250,000 Grant These funds shall be utilized within one year of this resolution or returned to the fund for use by other recipients.
