APPROVE: DENIED ABSTAIN D 1: D�: D3: y WITHDRAWN: RECEIVED 4/2 3/24 GRANT COUNTY COMMISSIONERS BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION TO DELEGATE ROAD ENGINEER AUTHORITY FOR PRIVATE DEVELOPMENT ENGINEERING ACTIVITIES RESOLUTION No. 25- -CC WHEREAS, RCW 36.80.010 requires the Grant County Board of Commissioners to employ a County Road Engineer on either a part-time or full-time basis; AND WHEREAS, RCW 18.43 requires a Licensed Professional Civil Engineer to perform all professional civil engineering functions requiring a licensed engineer; AND WHEREAS, The County Road Engineer wishes to delegate a portion of the Road Engineer's authority, through a limited appointment, by the Grant County Board of Commissioners; AND WHEREAS, The delegated authority shall be limited to private development activities, which require Public Works permits, reviews, approvals, or inspection; AND WHEREAS, The current County Development Review Engineer, Juliana Fries, PE has been conducting all private development activities including grading, stormwater, traffic studies, developer constructed public roads, private roads, plats, road petitions, and road improvement districts under the direction of the County Road Engineer already; AND WHEREAS, Juliana Fries, PE is a Washington State licensed engineer and has experience with private development permitting, reviews, approvals, and inspection; AND WHEREAS, The County Road Engineer recommends delegation of limited Road Engineer Authority for all private development permitting, reviews, approvals, and inspection to Juliana Fries, PE; AND WHEREAS, This Limited Appointment would allow Juliana Fries to sign as the County Road Engineer on all Plats and Permits as required. NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of Commissioners, confirms the limited appointment of Juliana Fries, PE to act as the County Road Engineer, for private development permitting, reviews, approvals, and inspection activities, effective January 1, 2026.
