These investments have historically helped regions like ours connect residents to employment, skill -building, and career pathways. In the North Central Region (Chelan, Douglas, Grant, Adams and Okanogan counties), we have typically received approximately $230,000 annually, which has supported our ability to help individuals secure work and move toward economic independence. Right now, the need is urgent. Recent changes to federal SNAP work requirements mean thousands more Washingtonians will need access to approved workforce programs to maintain food benefits. Many are ready and willing to work — but capacity constraints across WIOA, BFET, EcSA, and partner programs mean they may face delays or waitlists, not because they refuse to participate, but because there is not enough program capacity. The WIOA 10% funds offer one of the fastest and most flexible mechanisms to increase capacity across the workforce network. Releasing the WIOA 10% funds now would allow local workforce systems to: • Expand access to employment and training programs • Reduce wait times and serve individuals impacted by SNAP work requirements • Help more Washingtonians transition from public assistance to stable employment and long-term self- sufficiency Our region — and the statewide workforce system — is committed to helping Washington residents build skills, secure employment, and thrive. Timely release of these funds will help ensure we can meet immediate demand while continuing to support pathways that reduce reliance on public benefits over time.
