Beverly Water District's current distribution system does not physically reach the entire District service area, where the District has a duty to serve. Property owners within the District's service area boundary have requested to be hooked up to the system, but the District's infrastructure cannot support additional connections. Because the District cannot accommodate additional connections, it misses the income from the connection charges and rates from those potential customers. The District's expenses are thus spread among a small, and fixed number of connections. To accommodate new connections, the District needed a new well, reservoir, and to expand its distribution system to reach all parcels located in the service area. In 2023 The District was awarded two loans from the Department of Health's Drinking Water State Revolving Fund (DWSRF) to drill a new well and construct a new reservoir. The District self -funded the planning and design for both projects. In 2024, the District applied to DWSRF for construction funds for the third and final improvement project, the distribution system. The project cost is $4,391,300. The application was bypassed, or denied. The District and it's engineer and TA provider quickly pivoted and applied to the Public Works Board (PWB). The PWB awarded the District a $2,500,000 loan with 50% principal forgiveness. Roughly $2,000,000 is needed to complete the project. The District met with the state CDBG program to discuss a potential grant application to complete the funding package. The District, and the project, are eligible for the grant source, and the CDBG program supports the project. The District cannot apply for the funds, but would be a subrecipient to the County for the funds. We are requesting the County Commissioners support a Grant County application, for which Beverly Water District would be a subrecipient, to the CDBG program for $2,000,000 to complete the funding package for the distribution system project. The District's TA provider, Claire Miller of Department ofCommerce's Small Communities Initiative (SCI) has offered to write the application and assist with the application process. Attached to this letter are maps that show the current distribution system, the proposed improvements, and the parcels that will eventually be served by this important project. Thank you for your consideration, Suzan Lowell, Beverly Water District Board President Beverly Water District Distribution System Needs The Issue Beverly Water District's current distribution system does not serve the entire District service area, where the District has a duty to serve. Property owners within the District's service area boundary have requested to be hooked up to the system, but the District's infrastructure cannot support additional connections. The District's wells could not produce enough water, the reservoirs were not sized to serve the entire area, and the distribution system does not physically reach all parcels located in the service area. Because the District cannot accommodate additional connections, it misses the income from the connection charges and rates from those potential customers. The District's expenses are thus spread among a small, and fixed number of connections. Additionally, the local property owners who cannot be served by the District can drill their own wells, adding the "straws" to the declining aquifer. The Solution In 2022 the District met with the Department of Health to plan the improvements needed to be able to serve all parcels within the current service area. The improvements needed were a new well, a new reservoir, and a distribution system expansion project that would extend lines to unserved parcels and loop the lines to improve redundancy and protect water quality. In 2023 The District was awarded two loans from the Department of Health's Drinking Water State Revolving Fund (DWSRF) to drill a new well and construct a new reservoir. The District self -funded the planning and design for the project, and received the following loans for construction: Well Loan award: $988,000, 85% principal forgiveness Reservoir Loan award: $1,121,100, 85% principal forgiveness In 2024, the District applied to DWSRF for construction funds for the third and final improvement project, the distribution system. The project cost is $4,391,300. The application was bypassed, or denied. The District and it's engineer and TA provider quickly pivoted and applied to the Public Works Board (PWB). The PWB awarded the District a $2,500,000 loan with 50% principal forgiveness. The District is currently working with the District to reduce the scope to only the elements necessary to serve all parcels in the service area and loop the lines. The District and its engineer anticipate the project cost will still greatly exceed the PWB award. An addition funding source is necessary to complete the project and accept the PWB funds. The District, it's engineer, and TA provider met with the state CDBG program to discuss a potential grant application to complete the funding package. The District, and the project, are eligible for the grant source, and the CDBG program supports the project. The District cannot apply for the funds, but would be a subrecipient to the County for the funds. The District's TA provider, Claire Miller of Department of Commerce's Small Communities Initiative (SCI) has offered to write the application and assist with the application process. As the applicant jurisdiction, Grant County will serve as the fiscal agent for this project and ensure compliance with all CDBG program requirements. Beverly Water Districts current distribution system does not physically reach the entire district service area, creating a significant hardship for residents who are within the boundary but cannot access water service due to infrastructure limitations. This project is essential to ensure all parcels within the service area have equitable access to safe, reliable water. Beverly Water District is requesting $2,000,000 in CDBG funds to complete the funding package for this critical distribution system expansion. The District has already demonstrated strong commitment by securing DWSRF funds totaling $2,000,000 for planning, design, and construction of a new well and reservoir in 2023, with an additional $2,500,000 in construction funds approved in 2025 for the third and final improvement project phase. This distribution system project will directly benefit low -to -moderate income residents in Grant County and addresses a fundamental community need.
