Box 338 Fax (509) 787-?212 Quincy, Washington 98848 VIA E-Mail - December 11, 2025 Ms. Karrie Stockton Grant Administrative Specialist Grant County Board of County Commissioners PO Box 37 Ephrata, WA 98823 Subject: Strategic Infrastructure Project —SIP No. 2023-04 Water Management & Recycling Feasibility Study Dear Ms. Stockton, As we discussed recently by phone, the City of Quincy delayed work on this feasibility study until more was known about the availability of Municipal & Industrial water from the USBR and the QCBID. We received a letter from the QCBID on October 16, 2025, that indicated that the QCBID is capable of conveying up to 4200 Ac-Ft of water during the shoulder portions of the summer growing season. This opens up a number of viable alternatives that were not available to the city until this determination was made. I have included a listing of the alternatives that can now be evaluated as a part of this feasibility study. Therefore, we again respectfully request an extension of the SIP grant funding. HDR will begin this work shortly to provide the city with the most feasible and cost-effective alternatives to solving the city's water deficit so that city growth can continue. The feasibility study will be consistent with USBR Directives to pursue further project funding with SmartWater grants.
