CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:30 a.m. with
Commissioners Jones, Carter and Burgess in attendance.

Litigation beginning at 8:37 a.m. to go until 8:44 a.m. In attendance were
Commissioners Jones, Carter and Burgess, Brandon Guernsey
and Tom Gaines. Commissioner Jones closed the session at
8:44 a.m.

AUDITOR'S OFFICE
1 Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on
a Listing, and made available to the Board. (In the amount of
$193389734.00)
COMMISSIONER'S OFFICE
2. Approve Invoices from Coulee Creative, Co. in the amount of
$12,631.50.
3. Approve Extension Request from McKay Healthcare and
Rehabilitation Center on their Strategic Infrastructure Program (SIP)
No. 2024-07, Phase 1 Master Planning Continued project. Current
due date is 12/10/25, requested date is 2/10/26.
4. Approve Resolution No. 25-101-CC Federal Interagency
Agreement between WA State Department of Commerce and Grant

County for a Community Development Block Grant (CDBG), Public
Services Grant No. 25-64210-002 in the amount of $132,000. Public
Services are through OIC of Washington with a term of 7/1/25-
6/30/26.
5. Approval of Commissioners Minutes for the week of October 27,
2025.
DEVELOPMENT SERVICES
6. Approval of Resolution No. 25-100-CC and Interagency
Agreement with Washington State Department of Commerce and
Grant County through Growth Management Services (Contract No.
26-63114-017 for GMA Periodic Update Grant FY2026 in the amount
of $350,000.00. Term is date of execution through June 30, 2026.
FAIRGROUNDS
7. Approval of Resolution No. 25-102-CC and Request to Surplus
and Dispose of a Massey 383 Tractor (Asset# 101453) as it is no
longer needed. Also, surplus of all milking parlor equipment as it is
outdated and no Longer needed. ALL equipment will be placed on
www.goW.eaLs.co.m. for sale.
8. Approval of an Appointment and Oath of Office of Special Deputy
Prosecuting Attorney Leslie NeLlermoe of Nossaman LLP for
remedial actions relative to environmental, Superfund Site and
Landfill matters. Term is from appointment through December 31,
20286.
PUBLIC WORKS
9. Request to rescind a Resolution to Correct Resolution No. 25-047-
CC transferring jurisdiction of excess 10 feet in rights, east side of
Stratford Roadlog 94.025 in S 26 & 35, T 22 N, R 28 E, WM and S 02 &
111 T 21 N, R 28 E) WM, to the Grant County Public Utility District.
This was previously completed on 5/27/25 via Resolution No. 25-
050-CC and was a duplicate.
VETERAN SERVICES
10. Approval of a Prevention and Promotion Client Services contract
between Washington State Healthcare Authority and Grant County
dba Renew. Contract No. K6946-01 in the amount of $2,350,000.00
with a term of July 1, 2025 — June 30, 2030. Advertised Incorrectly —
Withdrawn.
