County Road Engineer on April 1, 2025. The new resolution will be effective January
17 2026, and will concurrently appoint Michael D. Uhlman, PE as Interim County
Road Engineer.

RESOLUTION TO RESCIND
RESOLUTION 25-026-CC AND
APPOINT MICHAEL UHLMAN AS
THE INTERIM COUNTY ROAD
ENGINEER
RESOLUTION No. 25- / � �CC
WHEREAS, RCW 36.80.010 requires the Grant County Board of Commissioners to employ a County
Road Engineer on either a part-time or full-time basis; AND
WHEREAS, RCW 18.43 requires a Licensed Professional Civil Engineer to perform all professional
civil engineering functions requiring a licensed engineer; AND
WHEREAS, Resolution No. 25-026-CC designated Dave Bren, PE as the Interim Grant County Road
Engineer, effective April 1, 2025; AND
WHEREAS, Dave Bren, PE has conducted Interim County Engineer Duties, in a part-time capacity, for
a period of (9) months, subject to the terms and conditions of an Interlocal Agreement between the City of
Ephrata and Grant County, which provides for the temporary sharing of staff between agencies; AND
WHEREAS, the Board of Grant County Commissioners has made substantial efforts to find a qualified
Licensed Professional Civil Engineer for full-time permanent appointment, during the preceding (8) month
interim appointment; AND
WHEREAS, the Board of Grant County Commissioners has contracted with a consulting engineering
firm to provide an Interim County Road Engineer, Michael D. Uhlman, PE, while continuing its search for a full-
time permanent County Road Engineer; AND
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of
Commissioners rescinds Resolution No. 25-026-CC as of January 1, 2026, and appoints Michael D. Uhlman, PE
as the Interim County Road Engineer.
BE IT FURTHER RESOLVED that this resolution shall be effective upon adoption.
