COMMISSIONER'S OFFICE 2. Approve Commissioner's Minutes for the week of August 25, 2025. 3. Approve Commissioner's Minutes for the week of September 1, 2025. 4. Approve request to purchase Grant County, Excess Liability Insurance through Acrisure in the amount of $493,,332.00 plus taxes and fees to be paid from Fund 503.182 (Insurance Premium). Approve Real Estate Tax Affidavit, Disclosure to Purchaser and Quit Claim Deed Acceptance Letter to the Washington State Department of Natural Resources for the Moses Lake Sand Dunes Trust Land Transfer (TLT). 7. Approve Resolution and request for Karrie Stockton, Grants Admin Specialist, to DocuSign Interagency Agreement AOC2527 between Washington State Administrative Office of the Courts (AOC) and Grant County for Blake reimbursement of extraordinary costs of re -sentencing and vacating sentences as required by State v. Blake in the amount of $10,782. Term is from July 1, 2025 to June 30, 2026. 8. Approve request to pay $998,000.00 to Grant County Animal Outreach on the American Rescue Plan Act (ARPA) that was obligated for the new facility project in June 2024, and listed as an obligation under Revenue Loss on the final 2024 State Treasury Report. 9. Approve Professional Services Agreement with JayRay Ads & PR, Inc. for the development and design of the Grant County Tourism Travel Planner. Term is upon signature through December 31, 2025, not to exceed $7,000.00 to be paid from Fund 114.156 (Prof Serv). 10. Approve Special Occasion Liquor License Application for Columbia Basin Allied Arts for an event taking place at the Wallenstein Theater, 6989 College Pkwy NE, Moses Lake, WA 98837. Event date is October 18, 2025 from 6:00 p.m. to 9:30 p.m. 11. DENY Assumption of a License Cannabis License Application for OG Farms Inc. located at 7182 Road 16 NE, Ste D-1, Moses Lake WA 98837. This has been reviewed by Development Services. 12. DENY Change of Location Cannabis License Application for TTL Holdings LLC, to be located at 22745 Road 4 SE, Ste E, Warden WA 98857. This has been reviewed by Development Services. 13. Approve reimbursement request from New Hope on the American Rescue Plan Act (ARPA) in the amount of $27,822.91 for July 2025. 14. Approve reimbursement request from Renew on the American Rescue Plan Act (ARPA) in the amount of $2,537.85, the month of July for the Boys & Girls Club. DEVELOPMENT SERVICES 15. Approve Adoption of Extension of Ordinance No. 25-032-CC relating to a Moratorium on Any and All New Commercial and Industrial Wind Projects Regardless of Permit Type for a Period of Six (6) Additional Months, and Providing that the Moratorium, Unless Extended, Shall Sunset within Six (6) Months of the Effective Date of Adoption. DISTRICT COURT 16. Approve Resolution and request for Desiree Ochocinski, Court Administrator, to DocuSign Interagency Reimbursement Agreement AOC2756 between the Washington State Administrative Office of the Courts (AOC) and Grant County for Language Access and Interpreter Reimbursement Program (LAIRP). Reimbursement not to exceed $8,721.00 during the period from July 1, 2025 to June 30, 2026. Page 5of7 Grant County Commissioners Agenda Week of September 22, 2025 FACILITIES & MAINTENANCE 17. Approve request for Kevin Schmidt, Maintenance Manager, to sign agreement with Convergint to install access control for four (4) doors at the Grant County Public Works Administrative Facility in Ephrata. This is a 2025 capital outlay project. Cost is $23.,132.56 with tax. The budget for this project is $25,000.00. 18. Approve request for Kevin Schmidt, Maintenance Manager, to sign agreement with Convergint to install access control for four (4) doors at the Grant County Health District Facility located at 1038 Ivy St., Moses Lake WA. This is a 2025 capital outlay project. Cost is $22,961.86 with tax. The budget for this project is $17.,500.00. Grant County Health District will pay the remaining $5.,461.86 with their funds. 19. Approve request for Kevin Schmidt, Maintenance Manager, to sign agreement with Convergint to install access control for improved security on five (5) doors for the Grant County District Court Judge's Chambers. Cost is $19,334.00 to be paid by a grant from the Washington State Administrative Office of the Courts (AOC) and trial court improvement funds. A request for approval had been previously submitted by the District Court Administrator. JUVENILE COURT & YOUTH SERVICES 20. Approve Resolution and request for Suhail Palacios, Court Administrator, to DocuSign Interagency Agreement AOC2838 between Washington State Administrative Office of the Courts (AOC) and Grant County Juvenile Court for Language Access and Interpreter Reimbursement Program (LAIRP). Total compensation not to exceed $22.,118.00. Term of Agreement is July 1, 2025 to June 30, 2026. NEW HOPE/KIDS HOPE 21. Approve request for Suzi Fode, Director, to DocuSign Amendment A on Contract #22-31219- 450 with Department of Commerce for Children's Advocacy Center Child Centered Services to add funds for SFY26 in the amount of $103,388.64 for Kids Hope. 22. Approve Resolution and request for Suzi Fode, Director, to DocuSign Federal Interagency Agreement Contract #26-31310-165 with the Department of Commerce for Core and Specialized Sexual Assault Services in SFY2026. Approve Award Recommendation and Award letter to New Waste Concepts, Inc. for the purchase of Alternate Daily Cover 2025 in the amount of $131,,754.81 before tax. 24. Approve Letter of Support to the City of Moses Lake regarding the Wheeler Road and Road N- NE intersection improvements. Approve Agreement between Grant County dba Renew and Base Crew LLC for project Grant County RM-2507 Grand Coulee Asphalt Maintenance. Total cost is $31,436.00 and is within the budgeted amount for this 2025 capital project. 26. Approve Agreement between Grant County dba Renew and Capital Industrial for project Grant County RM-2510 Quincy Remodel. Total cost is $213,914.72 and is within the budgeted amount for this 2025 capital project. 27. Approve Agreement between Grant County dba Renew and Guardian Roofing & Exteriors, LLC for project Grant County RM-2508 Moses Lake Roof Replacement. Total cost is $243,148.50 and is over the budgeted amount for this 2025 capital project. The additional funds will be pulled from the Moses Lake Remodel line item. SHERIFF'S OFFICE 28. Approve Out of State Travel Request for Sheriff Joe Kriete and Undersheriff Gary Mansford to travel to Reno, NV to attend the Annual Western States Sheriffs' Association Meeting. Dates of travel are February 27, 2026 through March 5, 2025. Estimated cost is $3,510.00 to be paid from Fund 001.114. 29. Approve Out of State Travel Request for Kyle Tucker and Chase Millard to travel to Las Vegas, NV to attend the 2026 Shot Show to evaluate options for Sheriff's Office equipment. Dates of travel are January 19, 2026 through January 24, 2026. Estimated combined cost is $3,510.00 to be paid from Fund 001.114. 30. Approve Out of State Travel Request for Jeff Wentworth and Brad Poldervart to travel to Redmond, OR to attend NW Polygraph Association Seminar, required to maintain Polygraph Certification. These items will be acted upon together) • Adjournment 2:30 p.m. — 3:30 p.m. Open Record Public Hearing, Ordinance Amending Grant County Code (GCC) 11.04, Speed Limits (Continued from 8/26/2025) An Open Record Public Hearing will be held to consider an Ordinance amending Chapter 11.04 of the Grant County Code (GCC) titled "Maximum Speed Limits". The amendment is to rescind/replace the entire previous Ordinance. A copy of the Ordinance being considered may be requested by emailing the Commissioner's Office at commissioners@grantcountywa.gov.
