RE: Strategic Infrastructure Program (SIP) Funding Request —Infrastructure for the Rural
Health Workforce Project —Coulee Medical Center
Dear Mr. Mayo,
We, the Grant County Board of Commissioners, are pleased to support the Strategic
Infrastructure Program (SIP) funding request submitted by Coulee Medical Center to address
unique challenges facing the hospital's workforce.
Coulee Medical Center (CMC) is a Critical Access Hospital serving Douglas, Grant, Lincoln,
and Okanogan Counties. Across this sprawling rural area, which includes portions of the
Confederated Tribes of the Colville Reservation, CMC is the primary access point to healthcare
services and the only Trauma Level IV hospital. In fact, for many families in the region, CMC is
often the only hospital within an hour drive of their home.
CMC's healthcare workforce faces unique challenges in serving a large, rural region, with many
providers commuting several hours each way. To attract and retain qualified staff, CMC must
provide safe and convenient on -site housing. However, the hospital's existing dormitory facilities
are outdated and in urgent need of renovation. Updating this housing will improve workforce
stability, enhance healthcare access, and strengthen Grant County's economy by making the area
more attractive to skilled professionals and supporting long-term community growth.
The proposed Infrastructure for the Rural Health Workforce Project represents a strategic
investment not only in healthcare infrastructure but also in the economic future of Grant County.
By improving and expanding workforce housing through the procurement of modular dormitory
units, this project will enhance CMC's ability to recruit and retain qualified healthcare
professionals an essential factor for sustaining and growing the local economy.

Stable and accessible healthcare services make Grant County a more attractive place to live and
work, directly supporting economic development priorities such as workforce retention,
business attraction, and community resilience. The project will create immediate construction -
related jobs and long-term benefits through the continued availability of healthcare professionals
who contribute to the local economy as residents, consumers, and community members.
In short, investing in the CMC workforce housing project is an investment in the economic vitality
and quality of life of Grant County. We respectfully urge your support for this important project
and the positive economic impact it will bring to our community.
