All public meetings were held in person with public access allowed at Commission Chambers, 35 C Street
NW, Ephrata, WA 98823 as well as via Zoom. Zoom recordings will be posted to the YouTube page Grant

CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:30 a.m. with
Commissioners Carter and Burgess in attendance. Commissioner Jones attended in
person at 9:00 a.m.

AUDITOR'S OFFICE
1 Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on
a Listing, and made available to the Board. (in the amount of
$676, 572.75 and $1, 025, 990.32)
COMMISSIONER'S OFFICE
2. Approve/Sign Washington State Department of Commerce
Community Development Block Grant Public Services (CDBG-PS)
application for Contract No. 25-62210-005. Amount is $132,000
with a term of July 1, 2025 -June 30, 2027.
3. Approve Subrecipient Agreement with the Washington State
Department of Commerce, Grant County, and the Housing Authority
of Grant County on the Consolidated Homeless Grant,(CHG) No. 26-
46108-10 in the amount of $3,029,033.00. Term is July 1, 2025 - June
30, 2027.
4. Approve Subrecipient Agreement with the Washington State
Department of Commerce, Grant County, and Hopesource on the
Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount
of $1,177, 446.00. Term is July 1, 2025 -June 30, 2027.
5. Approve Resolution No. 25-094-CC and request to Docusign
Interagency Agreement between Washington State Administrative
Office of the Courts (AOC) and Grant County for Blake
reimbursement of extraordinary costs of re -sentencing and vacating
sentences as required by State v. Blake. Amount is $10,782.00 with
a term of July 1, 2025 -June 30, 2026.
6. Approval of the Commissioners Minutes for the week of
September 29, 2025.
7. Approval of the Commissioners Minutes for the week of October 6,
2025.
DEVELOPMENT SERVICES
8. Approval of Resolution No. 25-095-CC and Intergovernmental
Cooperation Agreement between Grant County and Grant County

Conservation dba Columbia Basin Conservation District for the
Volunteer Stewardship Program (VSP). Term is July 1, 2025 - June 30,
2027 in the amount, not to exceed $290,000.00.
PROSECUTING ATTORNEY'S OFFICE
9. Approval of a Settlement Agreement between Jackson Jet Center,
LLC and Grant County, Pierce County Superior Court Cause No. 25-
2-07986-0 for the Aircraft Flight and Ground House tax refund
Lawsuit. Payment will be made by Grant Count in the amount of
$938.09 for dismissal of Litigation.
PUBLIC WORKS
10. Approval of Resolution No. 25-096-CC Governing Emergency Load
Limitations on County Roads, the Issuance of Special Motor Vehicle
Permits to use on Weight Restricted County Roads, and Fixing
Penalties for Violations thereof. Specifically for Roads 2-NE between
N-NE and O-NE as well as 2-SE between Rd N-SE and Road R-SE.
11. Approval of a request to order the equipment and vehicles Listed on
the 2026 Equipment and Expense Program, including Public Works,
Motor Pool and Sheriff's Office.
RENEW
12. Approval of a Prevention and Promotion Client Services contract
between Washington State Healthcare Authority and Grant County
dba Renew. Contract No. K6946-01 in the amount of $2,350,000.00
with a term of July 1, 2025 -June 30, 2030.
13. Request for the Executive Director to Docusign and Approval of a
Grant Distribution Agreement between CareLon Behavioral Health
and Grant County dba Renew for Moses Lake Community Coalition
(MLCC). These funds were awarded to MLCC from the Opioid
Settlement funds. Term is July 1, 2025-June 30, 2026 in the amount
of $26,869.00.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER BURGESS, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 13 AS PRESENTED. MOTION
PASSED UNANIMOUSLY.
G. Board Discussion/Decision Items
• Walk -On Item:
o County Administrator, Merchant McIntyre &
Associates, LLC to pursue Federal Grant Funding for
Grant County. Total amount is $96,000 to be paid from
Facilities & Maintenance Funds
