CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:30 a.m. with
Commissioner Burgess in attendance. Commissioner Jones and Carter attended via Zoom.
Commissioner Carter joined in person at 8:35 a.m., and Commissioner Jones joined in

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified

COMMISSIONER'S OFFICE
2. Approve reimbursement request from New Hope on the American
Rescue Plan Act (ARPA) in the amount of $27,160.54 for August
2025.
3. Approve reimbursement request from New Hope on the American
Rescue Plan Act (ARPA in the amount of $28,160.43 for September
2025.
4. Approve reimbursement request from Opportunities
Industrialization Center (OIC) on the Community Development Block
Grant (CDBG) CV1, No. 20-6221C-111 with the Washington State
Department of Commerce in the amount of $18,622.23 for June
2025.
5. Approve Resolution No. 25-093-CC for Strategic Infrastructure
Program (SIP) Advisory Committee Recommendations for funding.
Recommendations are for 2025-02, City of Moses Lake, SR17
Yonezawa Intersection Project in the amount of $375,000.
6. Approve invoice from Beckwith Consulting Group in the amount of
$19,425.00 for the development of the Grant County Tourism Master
Plan, to be paid from Fund 134.185.
7. Approve invoice from the Grant County Economic Development
Council in the amount of $37,500.00 for Quarter 3 Membership to
Partnership in Prosperity, to be paid from Fund 133.184 (Economic
Rural Co).

8. DENY Change of Location Cannabis License Application from the
Washington State Liquor and Cannabis Board for TTL Holdings LLC
to be located at 22745 Road 4 SE, Ste E, Warden 98857. This has
been reviewed by Development Services.
9. Approval of the Commissioner Minutes for the week of September
22,2025.
10. Approval of a Letter of Support for McKay Healthcare's expansion
project.
CENTRAL SERVICES
11. Approval of Change Order #6 for the new jail project changing the
total contract amount from $136,614,512.00 to $136,664,782.00 for
a net increase of $50,270. This change includes both credits and
new charges due to owner requested changes.
SHERIFF'S OFFICE
12. Approve request for Chief Deputy Phil Coates to sign Washington
Healthcare Authority Amendment No. 2 to contract No. K7841. This
amendment moves the Jail from Cohort 1 to Cohort 2.
13. Approve request for Chief Deputy Phil Coates to digitally sign a
Grant Distribution Agreement with CareLon Behavioral Health. This
is for Moses Lake/Grant County Opioid settlement funds that were
awarded to the Sheriff's Office.
TECHNOLOGY SERVICES
14. Approval of Purchase Order No. 1045to Granicus for annual
renewal of the Host Compliance Module used by Development
Services in the amount of $10,961.99. Term is 12/23/25 - 12/22/26.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER BURGESS, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 14 AS PRESENTED. MOTION
PASSED UNANIMOUSLY.
