Any inconsistency in the parts of the contract including these contract plans shall be brought to the attention of Western Pacific Engineering & Survey. Inc.. prior to construction. During the performance of the work, if the contractor, discovers any. confl-ct, error, ambiguity, or discrepancy within the contract �lans, contractor ;hall report it immediately, in writing, to Western Pacific Engineering & Survey, Inc.. and to the responsible agency's designated engineer. Spent County Public Works: Roadway surface and all other aspects of construct -ion. Columbia Basin Conservation District will financially obtain all permits in the name of the contractor. Prior to the start of construction, a pre -construct -ion conference shall be scheduled with the contractor, the developer's design engineer, city personnel and any affected utilities and agencies. Prior to the start of construction, the contractor will need to obtain a "Work in Rignt of Way Permit" with Grant County Public Works. (To be verified at time of pre-ronstruction conference) Special.Provisians* The following special provisions and the responsible agency standards amend the Standard Specifications. The contractor shall do ail work in accordance with the contract plans, thess special provisions, responsible agency standards, and the Standard Specifications. 1-05.4 Conformity with and DeviaLAO,-15 from Plans; As -Constructed Drawings shall be prepared and submitted to the City of Moses Lake's Development Engineer by the contractor upon completion of the construction. 1-06.1 Approval of Materials: Delete the first paragraph and replace with the following: The Contractor Shall submit a written list of all materials to the City Engineer prior to construction; Submittals for all non-standard materials used in the project shall be reviewed and approved by the governing agency prior to use. The contractor snail provide materials submitted for all non-standard materials to the respective agencies. All materials shall be approved by the design engineer and the agency prior to the start of construction. 1 1-06.2.(i) Samples and Tests for, Acceptance., Pacify the section as follows: The word Engineer or Pro)ect, engineer 'shall refer to the owner and their designated inspector. .Special inspection shall be as follows, unless modified by the design engineer due to field conditions. A. Embankment and trench backfill shall be randomly tested for i. compaction on every four feet of l;t. Contact Western Pacific Engineering and Survey for all special inspections. 1-07.1 Laws to be Observed., ,his Section is supplemented by adding the follswing: Contractor shall take all necessary precautions fop the safety of, and shall provide the necessary protection to prevent damage, injury. or loss to: 1. All persons an the site or who may be affected by the work; 2, All the work and materials and equipment to be Incorporated therein, whether in storage an or, off the site; and 3. Other property at site or adjacent thereto. Contractor shall comply with all applicable laws and regulations related to the safety of persons an property including WIShA and OSHA regulations. It is the responsibility of the Contractar% to obtain all necessary permits and pay all associated fees to verfspm the work required by these plans. Before commencing construction, the contractor must nave a City of ".see Lake Street and Utility Construction Bond In the amount of 150 percent of work that will be done in the right-of-way. Upon completion of construction and prior to acceptance of the street and utility improvements by the City Council, the contractor must provide the City a two year maintenance bond In the amount of 50X of the construction cost per the current Community Street and Utility Standard. Street and utility construction permit: pplor to construction the contractor shall obtain the permit and pay to the City of Moses Lake a fee in the amount of 22.5 X of the construction cost, (2.5% to be applied to the construction cost of the utilities shown hereon. Other fees and charges - the Columbia basin Conservation District shall pay the fees and charges for: taps, .Connections, filling/flushing, purity samples prior to neginning construction. 1-07.16 Protection and Restoration of Property: Tnis Section is supplemented oy adding the following., If any unknown subsurface structures are encountered during construction, they shall Immediately be brought to the attention of the owner and prior to proceeding further with the work, protective measures sna31 be taken by the contractor to protect adjacent properties, public and private, at all times during construction. The contractor snail take all necessany precautions to control dust to meet the reouinamsnts of the responsible agency. Hydrant meter, irrigation equipment and any fees are th e responsibility of the contractor. 1-07-17 Utilities and Similar Facilities! This Section is supplemented by adding the following; The contractor shall be responsible for verifying the location, dimension and depth of all existing utilities prior to construction, whether shown On the contract plans or flat. Locations of said utilities as shown on the Ccnt�act pl n! are based upon the best-known records available and are subject to a degree of unknown variation. If conflict should occur, the contractor shall immediately advise the design engineer to prepare a assign revision. Approval of the design revision from the engineer and assign engineer shall be obtained prior to proceeding with construction, it is the contractor's responsibility to notify the appropriate utilities involved prior to the start of any excavation. Call all for utility locates two working days prior to excavation. The contractor shall make all. secessaryarrangements, for construction of utilities shown on the contract plans and/or indicated in the contract document, with the serving utility. T7le contractor snall perform all work and snail furnish and Install all materials as required by the utility.
