The original resolution stated that no new assessment will be prepared unless there is an increase or decrease in the annual anticipated lighting costs submitted by the Grant County PUD. The assessment rate was changed in 2020 to ($16.00) per parcel. The ending balance going into 2025 is quite inadequate due to the PUD raising their rates multiple times since 2020 and will not be adequate to cover for payments in January and February. With the expectation of more increases to the monthly PUD bill for 2026, we should increase the assessment from ($16.00) in 2020 up to ($24.00) in 2026 which includes the county's administration fee. The administration fee will change to the original resolution of 100 on the total assessment roll for 2026. Please start the process to increase the assessment rate to $24.00 per parcel for 2026. October 20, 2025 TO: GRANT COUNTY COMMISSIONERS FROM: DARRYL PHEASANT GRANT COUNTY TREASURER RE: 2026 ASSESSMENTS FOR TURNKEY LIGHTING DISTRICT In reviewing the cash balances for the Turnkey Lighting District, I project their cash balance at yearend to be less than adequate. The original resolution stated that no new assessment will be prepared unless there is an increase or decrease in the annual anticipated lighting costs submitted by the Grant County PUD. The past years assessment rate was changed to $24.00 per parcel. With the anticipated smaller carryover going into 2026 to be less than adequate, I need to increase the rate to get back to an adequate carryover reserve going into 2027. With this change to the monthly bill for 2026, we need to increase the assessment from ($24.00) in 2020 to ($28.00) in 2026 which includes the county's administration fee. The administration fee will change to the original resolution of 100 on the total assessment roll for 2026. Please start the process to increase the assessment rate to $28.00 per parcel for 2026.
