RE: Letter of Support for M. Mercer —Rural Energy Academy Peer Exchange
To Whom It May Concern,
We are pleased to recommend Michelle Mercer, the newly appointed Planning Manager for
Grant County, as our county's nominee to participate in the National Association of Counties Rural
Energy Academy Peer Exchange, scheduled for December 1 through 3, 2025, in Gilliam, Sherman,
and Wasco Counties, Oregon.
As a new member of Grant County's leadership team, Michelle is eager to deepen her understanding
of renewable energy siting and related issues. This peer exchange is an excellent opportunity for her
to learn from experienced rural county leaders and national experts about successes and challenges in
renewable energy siting, community engagement, permitting processes, and the economics of energy
generation. The event's focus on practical solutions and peer learning will greatly benefit Michelle as
she works to advance Grant County's renewable energy goals.
By participating in this peer exchange, Michelle will gain valuable knowledge and insights that will
help her more effectively support Grant County's efforts to responsibly site renewable energy
projects and foster strong community involvement. We fully support her application and believe this
experience will strengthen her ability to lead in this critical area.
