Moses Lake, SIR 17 Yonezawa Intersection Project in the amount of $375,000.

RESOLUTION FOR: STRATEGIC RESOLUTION No. 25- O -CC
INFRASTRUCTURE PROGRAM
ADVISORY COMMITTEE
RECOMMENDATIONS FOR FUNDING
WHEREAS, The Grant County (County) Board of County Commissioners (BOCC)
approved a Strategic Infrastructure Program Prioritization Process; and
WHEREAS, the BOCC found it in the best interest of the County to set up a committee to
facilitate local coordination and communication; and
WHEREAS, the Strategic Infrastructure Program (SIP) Committee (Committee) has
submitted recommendations for funding; and
WHEREAS, the BOCC has reviewed recommendation(s) submitted by the Committee;
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County
Board of Commissioners, APPROVE/ADOPT/ THE SIP ADVISORY COMMITTEE
FUNDING RECOMMENDATIONS ON FEBRUARY 28, 2025 AS FOLLOWS:

SR 17 Yonezawa Intersection Project

These funds shall be utilized within one year of this resolution or returned to the fund for use by
other recipients.

Advisory Committee — Project Review/Recommendations
Dear Commissioners:
The SIP Committee met Friday, February 21st and reviewed 2 project applications. Committee members
present for the meeting were Corinne Isaak, Chuck Allan, Scott Hunter and Brant Mayo.
Absent was Curt Morris, he did call and give me his thoughts prior to meeting.
SIP #2025-01: Grant County Port District #8 (requested $100,000 grant)
Port of Warden Truck Access and Bypass Road Project (Phase 1 & 2)
Applicant: Port of Warden
Recommendation: The committee voted to not recommend a $100,000 grant for The Port of Warden
regarding their need for truck access and bypass road in Warden. While building this infrastructure is
critical to help attract processors and manufacturing companies and increase the safety for the
community neighborhoods in Warden, the Port has not used its previous allocated $2001000 in SIP
funding. The SIP Committee believe they have time to apply again for future funding. Once again, the SIP
Committee is not recommending the $100,000 SIP request this round.
SIP #2025-2: City of Moses Lake (requested $750,000 grant)
SR 17 Yonezawa Intersection Project
Applicant: City of Moses Lake
Recommendation: The committee voted to recommend a $375,000 grant for the City of Moses Lake to
help fund their SR 17 Intersection Project. This project will allow access to for development of East of SR
17 as a Gateway Commercial Zone, principle uses will include retail, commercial, multifamily residents,
offices, restaurants, and hotel/motels. This will greatly impact property/sales tax improvements and
create 48-630 jobs in the next 3-5 years. This project will also increase the safety of the area for vehicles
and pedestrians. This roundabout will be critical in connecting Moses Lake's streets, utilities and
community to schools, new retail, housing, offices recreation, dining and employment opportunities.
The committee is only recommending the $375,000 due to available funds in the SIP account. As of end
of February 2025, we should have enough to cover this grant and have the recommended $100,000
balance still available.
The recommendations were given a motion by Chuck Allen and seconded by Scott Hunter. The
remaining committee voted in unanimous favor of the recommendation.
