Commissioners,
I have reviewed this Notice of Cannabis License Application dated 10/2/25 from TTL HOLDINGS LLC. In
accordance with Grant County Unified Development Code Chapter 23.04 Table 4, Cannabis Production and
Processing is a prohibited use in the Agricultural (AG) zoning designation of Unincorporated Grant County. I have
made the determination that this situs address is located within the AG zoning designation and therefore is a
PROHIBITED use. Approval of an application for a change of location is a violation of GCC 23.04.100(a)(1).
