Box 37 Ephrata, WA 98837 Subject: November 2024 Advisory Committee — Project Review/Recommendations Dear Commissioners: The SIP Committee met Friday, February 21st and reviewed 2 project applications. Committee members present for the meeting were Corinne Isaak, Chuck Allan, Scott Hunter and Brant Mayo. Absent was Curt Morris, he did call and give me his thoughts prior to meeting. SIP #2025-01: Grant County Port District #8 (requested $100,000 grant) Port of Warden Truck Access and Bypass Road Project (Phase 1 & 2) Applicant: Port of Warden Recommendation: The committee voted to not recommend a $100,000 grant for The Port of Warden regarding their need for truck access and bypass road in Warden. While building this infrastructure is critical to help attract processors and manufacturing companies and increase the safety for the community neighborhoods in Warden, the Port has not used its previous allocated $200,000 in SIP funding. The SIP Committee believe they have time to apply again for future funding. Once again, the SIP Committee is not recommending the $100,000 SIP request this round. SIP #2025-2: City of Moses Lake (requested $750,000 grant) SR 17 Yonezawa Intersection Project Applicant: City of Moses Lake Recommendation: The committee voted to recommend a $375,000 grant for the City of Moses Lake to help fund their SR 17 Intersection Project. This project will allow access to for development of East of SR 17 as a Gateway Commercial Zone, principle uses will include retail, commercial, multifamily residents, offices, restaurants, and hotel/motels. This will greatly impact property/sales tax improvements and create 48-630 jobs in the next 3-5 years. This project will also increase the safety of the area for vehicles and pedestrians. This roundabout will be critical in connecting Moses Lake's streets, utilities and community to schools, new retail, housing, offices recreation, dining and employment opportunities. The committee is only recommending the $375,000 due to available funds in the SIP account. As of end of February 2025, we should have enough to cover this grant and have the recommended $100,000 balance still available. The recommendations were given a motion by Chuck Allen and seconded by Scott Hunter. The remaining committee voted in unanimous favor of the recommendation. Sincerely, Brant Mayo Administrator Grant County SIP Advisory Committee Grant County Strategic Infrastructure Program Application Eligibility Requirements The Strategic Infrastructure Program fund is available because of a state program authorized by the legislature in 1997 (RCW 82.14.370). The legislature has established eligibility requirements for using these funds: FIRST: Funds can only be used to finance "public facilities" such as "bridges, roads, domestic and industrial water facilities, sanitary sewer facilities, earth stabilization, storm sewer facilities, railroads, electrical facilities, natural gas facilities, research, testing, training, and incubation facilities in innovation partnership zones designated under RCW 43.330.270., buildings, structures, telecommunications infrastructure, transportation infrastructure., or commercial infrastructure, and port facilities in the state of Washington." RCW 82.14-370(3) (c)(i). SECOND: The public facility must also serve "economic development purposes," which is defined as "those purposes which facilitate the creation or retention of businesses and jobs in a county," RCW 82.14.370(3)(a), (c)(ii). THIRD: Finally, to be eligible for funding: "The public facility must be listed as an itern, in the officially adopted county overall economic development plan, or the economic development section of the county's comprehensive plan, or the comprehensive plan of a city or town located within the county for those counties planning under RCW 36.70A.040. For those counties that do not have an adopted overall economic development plan and do not plan under the growth management act, the public facility must be listed in the county's capital facilities plan or the capital facilities plan of a city or town located within the county." What economic goals and/or objectives (identified in the comprehensive plan) does this project help the community achieve? - The land use element of the 2021 Comprehensive Plan found in Chapter 3 identified goals of creating Gateway Commercial Zones near points of entry to enhance our growing community. Goal 3.4 Create an attractive and well -distributed system of commercial areas to serve community needs. Objectives are identified in Policy 3.4.2 Enhance the character, function., and economic vitality of Moses Lake's gateway corridors (routes into/out of Downtown from 1-90 and other high visibility commercial corridors)... 2. How will this project foster economic growth, development, and address future economic needs? Currently configured as a 3-leg T style intersection under state jurisdiction with limited access, economic growth, & development has been complicated historically. Breaking Access with construction of a multilane roundabout at Yonezawa & SR17 unlocks opportunities for development East of SR17 as a Gateway Commercial Zone. -Principal Uses & Density of Gateway Commercial: Promoted land uses include retail, recreation - oriented commercial uses, and multifamily residential. Small-scale offices, restaurants, and hotel/motels uses are also appropriate, though urban design and maintaining an appealing design character should be prioritized. Residential development in the Gateway Commercial designation should achieve a minimum density of at least 10 units per acre. 3. How will this project improve local infrastructure capacity.? Construction of this project will allow for the connection of streets and utilities to serve the existing and future built environments. Street & Utility networks that are looped and connected are more resilient and efficient when it comes to capacity to serve community needs. Not only will this project improve safety but it will increase capacity and performance of the intersection. 4. Will the project result in training or other opportunities for the local workforce? 2 Yes ❑ No RCW 39.04.350 requires that contractors submit an apprentice utilization plan under certain circumstances. The size of this public works project with multiple sources of funding will likely require this criteria and result in utilization of apprentices. 5. Identifying problems, solutions, goals, objectives, and funding sources has created opportunities to rethink how our efforts can be complimentary and effective to serve the greater needs of the community we are maintaining and building. 6. Desert Point TIA indicates on Pg 26 the anticipated employment potential if critical path of Roundabout is constructed. a) Retained? Moses Lake is a Micropolitan within our region. 42,,000 residents reside in the zipcode and up to 60,000 in surrounding area visit Moses Lake for goods and services. This project will allow opportunities for retail, dining, tourism, health care, housing etc. The 96 acre site has proposed the following. o 510 multi -family units o 60,000 square foot hotel o, 340,000 square feet of large format retail o 81,000 square feet of office and related uses o 39,900 square feet of general retail and food & beverage 8. What quantifiable outcomes are you going to track to measure the success of this project? At this time we are requesting a Grant to compliment our efforts to assist connectivity & investment in our City & County. We have found collective interests in working with multiple agencies and stake holders on this project. We believe this aligns with the SIP purposes which facilitate the creation or retention of businesses and jobs in a county. 10. In the context of the local government's overall annual budget, explain the need for SIP assistance. It the applicant has reserve funds or budget reserves, please explain why these funds are not available for the project. a. Moses Lake is having a little bit of a moment. New opportunities have brought both large & small investments into our region. With this growth, it's helped us identify major concerns about network resiliency, sustainability of resources, utility distribution networks and our ability to accommodate current & future demand. Annual budget, reserve funds etc. are being allocated to address utilities. This project was originally anticipated to be a 0 signal arm. Due to unforeseen requirements, studies and evaluations we're now working diligently to find funds. Construction of this Multilane Roundabout is a critical path to connect our streets, utilities and community to Schools, new retail, housing, offices, recreation, dining & employment opportunities.
