Funding Source
Public Works has made an offer to a candidate for the Development Review Engineer. The

candidate Is extremely knowledgeable and experienced. Several Engineering staff members
have expressed a desire for the candidate to serve as a mentor to them due to the
candidate's knowledge and experience. An offer was made to the applicant at Band 14 step
3. The candidate has countered to a step 5. Public Works are seeking approval to start the
candidate at step 5.
Include Power Point for you or a representative of your department to presentation to the PMRT and BOCC. Include the
following:
1. Title slide: title of request, name, role, and date.
2. Introduction/Overview: Briefly explain the business need, why is this request necessary for the department?
3. Current challenges/problems: describe the issue or challenge that the request addresses, provide data or specific
examples that show the importance of addressing this need.
4. Request details: Clearly outline what you are requesting (job description, wage comparison, policy/process
alignment, and budget status).
5. Benefits/impact: explain how fulfilling the request will benefit the department/office (cost savings, productivity
improvements, risk mitigation).
6. Cost resource requirements if applicable : outline any costs, resources, or investments required for the request.

Busingss Need Summary
On .July 1, 2025, the Board approved the creation of the Planning Manager position. The
position has since been posted and recruitment efforts have been completed.
The department respectfully requests Board approval to extend an offer to the selected
candidate at Step 7 within Band 18. In addition, they are requesting authorization to
frontload 80 hours of annual leave to be taken during the probationary period and to allow
the candidate to accrue annual leave at a rate equivalent to 22 days per year.(currently
recieves 25 days).
The candidate brings exceptional qualifications to the role. She holds a degree in
Geography and Sustainable Community Development, as well as a Certificate in Climate
Action Planning from Gonzaga University. She has served as a Planning Manager with her
current employer since 2015.
In addition to her professional experience, she is currently the President of the Washington
State Association of County and Regional Planning Directors (WASC) and is an active
member of the Northwest Regional Floodplain Management Association. She has also
served as a Board member on Planning Association of Washington.
Given her extensive background, leadership roles, and alignment with the Cou nty's
strategic planning and sustainability goals, we believe the requested compensation and
leave package is both appropriate and necessary to secure her acceptance of the
position.
