Events scheduled for our summer programs include crafting days, plant clinics, story times, book clubs, music labs and lessons, and more. FUNDING FACTS— NCW Libraries is funded primarily (95%)through county property taxes. Our seven -member Board of Trustees sets and annual tax levy rate and approves our oper- ating budget. W D 5 a I LTMIMUTZAM 0 Emergency Reserve: A $750,000 "rainy day" reserve is an amount held in the General Fund, which the Board can authorize for use to prevent disruption to library services. Revenue and Operational Stability: The policy accounts for the timing of property tax revenue, which is set over a year in advance and received in the 2nd and 3rd quarter of the year. It reserves funds to cover expenses (bills salaries, etc.) eliminating the need for short-term borrowing. 0 ;TMO L MAM Purpose: Part of the Reserve Policy, established to fund the replacement of equipment and major components for owned buildings. Objective: Ensures the General Fund doesn't need to absorb large capital expenditures Sustainability: Each year, the General, Fund allocates a transfer to this reserve fund to plan and save for future replacements. 0 Aft1l A ATr 11 Covers the fleet and major components of the owned buildings, such as, HVAC, roofs, and other infrastructure. In 2025, $1.1 million will be used for the replacement of the HVAC units at the DC. elmagining Spaces Fund In 2021, the Board approved a budget and plan to refresh the interior library spaces across 29 locations. This fund was established using cost savings accumulated over several years. The Board reviews and adopts this budget annually to ensure responsible management and alignment with library foals. Property taxes: Account for 95% of revenue (incl. residential and commercial) Other Revenue: 5% from services (printing, city contracts) with the remainder from donations, e-rate, and mist. sources. Govt Funding: No ongoing federal or State funding - Grants are one- time and not used for operations. Levy Rate: The statutory limit for NCW Libraries is $0.50 per $11000 assessed value - NCW Libraries current rate is estimated at $0.25 per $1,000 (half of our allowable collection rate) 1 % levy increase limiter: By law, the Board can only increase and collect 1 % more in property taxes from the previous year (aka: highest lawful levy) Which means - as assessed values rise, our levy rate falls.
