Thank you, Scott, for the introduction. Kevin, I manage several short term rentals in Grant County and
over the years built a successful business. Unfortunately, my business took a significant hit due to the
new Transient Residence CUP Application. For my business to stay compliant with Grant County, I
instructed each of my clients we would need to submit to the Transient Residence CUP Application and
that I would submit on their behalf to ensure the process went smoothly. More than half of my clients
declined to go through the process stating; "Grant County doesn't follow through with anything, so no.
If you require us to go through the application process - then we will cancel our contract with you. "
Kevin, I've taken my current clients through the process successfully. It was an informative process and I
recognize the value of going through the fire safety process. That being said, I feel myself and clients are
being penalized for going through the process. Using Sunland Estates as an example, two years ago
there were approximately 30+ Short Term Rentals, now there excess of 70 Short Term Rentals and
growing.
There are many examples of short term rentals being out of compliances, here are a few;
• converting single car garages and saying it is a short term rental Converted Garage
• rental property above restaurant Restaurant STR
• 6 bedroom rental, sleeps 16 on a 2 bedroom septic system Sleeps 16, 2 bedroom Septic
I've asked numerous times of Grant County officials, "how you are going to manage policing this new
process?" While Grant County officials want to follow through with doing the right by the people who
have taken the initiative of completing the Transient CUP Application, there seems to be an issue of
manpower.
Kevin, I've done research to see how Grant County can implement a process using the Online Travel
Agencies (OTA, aka AirBNB, VRBO, etc). Attached are 3 examples of other Washington State
communities and how they leverage the OTA sites to manage the Short Term Rentals in their
communities. The example which fits into the similar guidelines (Fire Life -Safety Inspection) you have
instituted is "Port Angeles, WA." Without getting too specific in the details, Port Angeles requires STR
Permit on all OTA listings. If the OTA doesn't have the STR Permit they are not accepted on the site until
the STR Permit number is submitted. This will solve the issue of Grant County manpower managing
Transient CUP Application process.
For your convenience, I've also attached an example how STR listings are managed through the OTA sites
who do not comply with local regulations. *Reference attachment; Registration Process on OTA Sites
This is a cumbersome issue to discuss via email but I think I have a viable solution which won't cost
Grant County financially nor incur additional employee hours. I'd like to discuss this further with the
stakeholders who are involved with Short Term Rentals in Grant County.

Per my voice message earlier today, I would like to introduce you to my property manager Cyndy Matthews who
manages multiple properties in Sunland that are part of the Short -Term Rental market in Sunland. There are a
number of issues with the new program, most notably the large number of owners that are flat out ignoring the
Ordinance and just continuing to rent their homes on a short-term basis confident that Grant County will never
enforce the Ordinance. She knows much more of the details on the number of homes for short-term rental on
any given date than I do and she has a proposed solution that will allow you to enforce the new ordinance with
very little manpower. Because, as it stands right now, all it appears to be doing is punishing the homeowners who
have applied for the CUP, paid the monies and have tried to do it the right way. Thank you in advance for any help
you can provide with respect to this situation.

The Port Angeles City Council passed the Short -Term Rental Ordinance in February
2,024 and was made effective July 1st 2024. It requires owners of short-term rentals to
obtain a permit, with annual renewal. STR Permits will be issued to eligible applicants.
Unregistered listings face high fines and may become ineligible to apply for a permit.

Overview o f short-term rentals
Short-term rentals (STR.$) in Renton, Washington involve renting a dwelling unit, or
portion thereof, for less than 30 consecutive days. STRs must comply with both
Renton City Ordinance 4-4-055 and state-wide rules under RCW Chapter.64.37.

Owner -occupancy requirement:
* If renting to multiple parties at the same time (example: renting out
individual rooms to different guests), the property must be owner -
occupied during the rental period, 'Meaning the owner must reside on the
property.
* The ordinance does not explicitly prohibit renting the entire property to a
single party while the owner is not present. However, operators should
confirm, this interpretation with the City of Renton to ensure compliance.
Occupancy limits:
o M imum occupancy is2 guests per bedroom.
o If the unit is owner -occupied daring rentals, this limit includes the owner
and related family members.

o A contact person (host or representative) must be available during guest
stays to respond to inquiries or emergencies.
