AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on a
Listing, and made available to the Board. (In the amount of
$8639300.13)
2. Approve Authorization of Canvassing Board Representatives -
Auditor's Staff (KayLyn Orozco, Aleanah Lopez and Bejamin Rodwell),
Temporary Help (Joshua Keyser, Sally Goodwin and Laura Gonzalez),
and Delegation of County Legislative Authority to Serve on
Canvassing Board.
CENTRAL SERVICES
3. Approve Authorization to Utilize Convergint (Current Vendor for
Access Control) to install access control at the new Central
Services/Human Resources (CS/HR) Building. Value of work is
$21,415.00.
COMMISSIONER'S OFFICE
4. Approve Commissioner's Minutes for the week of June 23, 2025.
5. Approve Invoices from Coulee Creative in the amount of
$20,100.00.
6. Approve reimbursement request from Port District No. 8 Warden, on
the Strategic Infrastructure Program (SIP) No. 2021-04, Phase 2
Rail/Road Expansion Project Road Design and Engineering Plan in the
amount of $18,265.00.
7. Approve reimbursement request from Community Services of
Moses Lake (Moses Lake Food Bank) on the United States Department
of Agriculture (USDA) Grant No. K5556 in the amount of $17,789.22 for
June 2025.
8. Approve reimbursement request from Housing Authority of Grant
County on the Consolidated Homeless Grant (CHG) 24-46108-10 in
the amount of $85,617.33 for services in May 2025.
9. Approve reimbursement request from New Hope on the American
Rescue Plan Act (ARPA) in the amount of $27,317.94 for June 2025
services.
JUVENILE COURT & YOUTH SERVICES
10. Approve Resolution No. 25-056-CC and Request for Suhail
Palacios, Director, to DocuSign Interagency Agreement No.
IAA26791 between Washington State Administrative Office of the
Courts and Grant County Juvenile Court for the support of Family and
Juvenile Court Improvement Plan (FJCIP). Term of the contract is July 1,
2025 through June 30, 2026.

11. Held from 6124125 Consent -Approve Commercial Lease between
Moberg Investment Properties, LLC and Grant County dba Renew for
property at 1441 East Yonezawa, Moses Lake. Term is December 1,
2025 through December 31, 2035. (Held to 7/15/25 Consent)
SHERIFF'S OFFICE
12. Approve Out of State Travel Request for Deputy Ben Smithson to
travel to Helena, Montana to attend the Montana Violent Crime
Investigators Conference. Travel dates are October 6, 2025 through
October 10, 2025. Estimated cost is $912.00 with a special invitation
that included a waiver of registration fees.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER JONES, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 12, HOLDING ITEM 11 FOR 1
WEEK UNTIL 7/15/25, AS PRESENTED. MOTION PASSED UNANIMOUSLY.

Ordinance relating to Dangerous Dogs
Staff Present: Barbara Duerbeck, Prosecuting Attorney's Office

Approved via This being the date set, and proper notices having been posted
Ordinance No. 25-059- and published in accordance with local and state laws,
CC Commissioner Jones opened the public hearing on July 7,
2025, at3:00 a.m. to consider the adoption of an Ordinance
relating to the amendment of Chapter 9.07 of the Grant
County Code regarding potentially dangerous dogs and
dangerous dogs.
Barbara Duerbeck gave an overview of the ordinance and of
the request.
No Public Comment was given.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER JON ES, TO
CLOSE THE PUBLIC COMMENT PORTION OF THE HEARING. MOTION PASSED WITH
