Grant application possibilities include: (1) a General Purpose Grant (for planning or construction of public infrastructure, community facilities, affordable housing, and economic development projects); and/or (2) a Housing Element Grant (for off -site infrastructure or the community facility component of a state Housing Trust Fund project); and/or (3) a Public Services Grant (for counties and community action agencies to fund new or expanded services for lower income persons. The County is committed to provide for and encourage citizen participation throughout the entire process (see 24 CFR Part 570.486, attached hereto as Appendix A). All CDBG grant project activities must meet one of three HUD National Objectives: • Principally benefits low- and moderate -income (LMI) persons; • Aid in the prevention or elimination of slums or blight; and/or • Address any imminent threat to public health or safety. CDBG EliLlibility Guidelines • Eligible applicants are Washington State cities and towns with less than 50,000 in population and not participating in a CDBG entitlement urban county consortium; and counties with less than 200,000 in population. (Grant County is an eligible jurisdiction); • Special purpose districts, public housing authorities, community action agencies, economic development councils, other non-profit organizations, and Indian tribes are not eligible to apply directly to the state CDBG Program for funding but may be a partner in projects and subrecipient of funding with an eligible city/town or county applicant. • Application materials and due dates, LMI income limits, and grant management handbooks are on the CDBG website at www.commerce.wa.iaov/CDBG: • Grant County may submit one request per fund each program year. Specifics 1. Grant County will utilize this Citizen Participation Plan (Plan) prior to and during the application and/or closeout process for CDBG grant funds and designates its Administrative Services Coordinator as its Citizen Participation Coordinator (CPC). The duties and responsibilities of the CPC will be to oversee the implementation of the Plan. 2. Prior to project selection, the Grant County Board of County Commissioners (BOCC) will provide notice to the public of the likelihood of it applying for CDBG grant funds and conduct a public hearing regarding same. At a minimum, the notice will include: • The date, time, location, and contact person for the upcoming public hearing; • Communication that the purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of CDBG funds, and receive comments on proposed activities, particularly from lower income persons residing in the Grant and Adams County areas; • Communication regarding the County's intention to apply for CDBG funding and closeout of any CDBG funded projects, as applicable; • An invitation for the public to attend the public hearing and provide input prior to and/or during the public hearing regarding any proposed or active CDBG funded project(s). • A statement that accommodations for disabled or non-English speaking residents will be made available at the public hearing; and • Solicitation of written comments regarding the County's performance on CDBG funded projects with contact information and time requirement(s) for submitting same. A copy of the publisher's affidavit of printing will be kept in the County's files, as well as a copy of the advertisement(s). 3. Notices will be designed to ensure that citizens (particularly low- and moderate -income persons who reside in slum or blighted areas and areas in which CDBG funds are proposed to be used) will be given reasonable and timely access to local meetings, information, and records relating to the County's proposed and actual use of CDBG funds, as follows: • Notices will be published in the County's official newspaper for County Legal Notices; • Notices will provide a minimum of 2 weeks' notice to the public prior to hearings; • A separate, physical posting will be placed in a minimum of four (4) prominent or frequently visited locations within potential subrecipient location(s) that the BOCC has received previous contact from in a timely • manner. The postings will be put in place a minimum of 2 weeks prior to the public hearing; and • The physical postings (only) will appear on brightly colored paper, with both English and Spanish versions. 4. Public Hearings will be: • For the purpose of obtalning citizens' views and responding to proposals and questions, providing them an opportunity to participate in an advisory role in the planning, implementation, and assessment of the programs and projects; • Conducted at the Grant County Commissioners' Hearing Room located in Room 101 on the 1 st floor of the Grant County Annex Building (adjoining the Courthouse) in Ephrata, Washington (the County seat); • Held at convenient times, i.e., within BOGG session days and timeframes that are • open and available to the public; • Documented by the taking of minutes; • Documented by sign -in sheet(s) of attendees; • Attended by an interpreter; and • Accompanied by sign -in sheet(s) for public hearing(s) with columns for attendees to check should they desire to speak either for or against any proposals, how active grants have been administered, etc. 5. Public Hearings will include the following: • Informational handouts in both English and Spanish; • Goals and objectives of the CDBG program; • The total amount of CDB G funds expected to be made • available for the current fiscal year (including the grant and anticipated program income) • The range of activities that may be undertaken with the CDB G funds; • The estimated amount of the CDBG funds proposed is to be used for activities that will meet the national objective • of benefit to low and moderate income persons; • Any proposed CDBG activities likely to result in displacement and the unit of general local government's anti -displacement and relocation plans required under Sec. 570.488 (if applicable); • Communication that technical assistance can be made available to groups representative of persons of low and moderate income that request assistance in developing proposals. in accordance with the procedures developed by the state. (Such assistance need not include providing funds to such groups); • Communication t h at the County will make available programmatic information to citizens during all phases of the CDBG project as well as records on pastuse of CDBG funds; • The address, phone number, and time requirements for submitting complaints and grievances; and • The contact information of the CPC. 6. Grievances Arising from Public Hearing(s): • At all public hearing(s), communication will be made regarding the procedure for filing a grievance for action taken at public hearing(s) by the BOCC; • The County will make available at all public hearing(s) a Grievance Procedure Form, attached hereto as Appendix B; • The BOCC will name at the public hearing(s) its "designated official" for receipt and processing of completed Grievance Forms; • The County will provide timely written answers to any completed Grievance Forms it receives (within 15 working days); and • Grievances w i 11 be contained within the County's file(s), and answers/actions thereto. 7. Policies for Citizen Participation: a. Policv for Providing Technical Assistance. By and through this Citizen Participation Plan, Grant County is renewing its policy of its willingness to provide technical assistance to the community so that members will become knowledgeable with the CDBG program and are able to contribute ideas to solving some of the community's needs. This will be accomplished through: • Communication of technical assistance availability at public hearing(s); both verbally and in the written handout/materials distributed at the hearing(s). • The provision of contact information of the CPC; and • Commitment of the BOCC to ensure that its Administrative Services Coordinator is provided with the means necessary to: (a) directly provide the technical assistance needed; and/or (b) network with appropriate agencies/groups to provide the technical assistance needed. b. Policy for Availability of Programmatic Information. By and through this Citizen Participation Plan, Grant County is continuing its commitment to make available to the public programmatic information during all phases of the CDBG project, as well as records on past County use of CDBG funds. This will be accomplished through: • Communication of availability of programmatic information to citizens during all phases of the CDBG project as well as records on past use of CDBG funds, both verbally and in the written handout/materials distributed at the hearing(s); and • The provision of contact information of the CPC. c. Policy for Citizens Providing Comments on the Plan/Amendments. The Board of County Commissioners' adoption of this Citizen Participation Plan comes after notice and distribution on Friday, January 26,2018, of the Administrative Services Coordinator's Action Items (agenda) by the Clerk of the Board for BOCC action on January 29, 2018. By and through the adoption of the updated Plan, Grant County continues its previously adopted policy for citizens, providing comments on the Plan and amendments thereto, as follows: • Having available for the public copies of the Plan at public hearing(s); and solicitation, by way of a cover letter affixed to the copies of the Plan for public comment and/or recommendations for amendments with instructions for the process included therein. d. Policy for Citizen Input on Performance Reports for Project Activities. By and through this updated Citizen Participation Plan, Grant County continues its previously adopted policy to provide the public with an opportunity to comment on performance reports for project activities. This will be accomplished through: • Inclusion within the informational handout(s) at public meetings the citizens' freedom to access and comment on performance reports for any and all project activities; • The County, if funded, will conduct a second public hearing, for the purpose of reviewing program performance (through CDBG approved closeout methods); and • The provision of contact information of the CPC. e. Policy for Encouragement of Citizen Participation in Advisory Role for Planning, Implementation, and Assessment of the Project. By and through this updated Citizen Participation Plan, Grant County is continuing its previously adopted policy to encourage citizens to participate in an advisory role in the planning, implementation, and assessment of the project. This will be accomplished through: • The inclusion within informational handout(s) at all public meetings the County's encouragement of citizens to participate in an advisory role in the planning, implementation, and assessment of the project; and • The provision of contact information of the CPC. 8. Procedures for comments to be submitted prior to public hearing(s) before and during the grant application process: • Advertising of public hearing(s) will include solicitation of written comments in addition to contact information and time requirement(s) for submitting same; • All written input timely received will be included in the informational handout at the appropriate public hearing(s). NOTE: Written input received from citizens will not be translated in writing but will be read by a translator out loud with their best translation effort, if required, at the hearing(s). • Sign -in sheet(s) for public hearing(s) will have columns for attendees to check should they desire to speak either for or against any proposals or current CDBG-funded projects, etc. • Informational hand-out at public hearing(s) will include contact information and "open door" policy of the CPC for comment, objections, and/or complaints; • The BOCC will determine the best methodology for follow-up to any comments, objections, and/or complaints -whether verbal or written - as it deems appropriate; and • Copies of any written comments, objections, and/or complaints submitted to the County will be maintained in the appropriate file(s) by the County. Each unit of general local -government shall meet the following requirements as required by the state at Sec. 91.115(e) of this title. % I (1) Provide for and encourage citizen participation, particularly by low and moderate income .persons who reside in slum or blighted areas and areas in which CDBG funds are proposed to be used; (2) Ensure that citizens. will begiven reasonable and timely access to loca] meetings., information, and records relating. to the unit of local government's proposed and actual use of CDBG funds; (3) Furnish citizens information, *including but not limited to: -(I) The amount of CDBG funds expected to be made available for the current fiscal year (including the grant and anticipated program Income); (ii) The range of activities that may be undertaken with the CDBG funds; (ili) The estimated amount of the CDBG funds proposed to be used for activities that will meet the national objective of benefit to low and moderate income persons; and (iv) The proposed CDBG activities likely to result in displacement and the. unit of general local government's anti -displacement and relocation plans required under Sec.. 570.488. (4) Provide technical assistance to groups representative of .persons of low and moderate income that request assistance in develop-Ing proposals in accordance with the procedures developed by the state. Such assistance need not include providing funds to such- groups; (.5), Provide for a minimum of two public hearings, each -at a different stage. of the program, for the purpose of obtaining -citizens' views, and responding to proposals and questions. Together the hearings must cover community development and housing needs, development of proposed activities and a review of program performance. The public hearings to cover community development and housing needs, must be- held before submission of an application to the state,. There must be reasonable notice of the hearings and they must be held at times and locations convenient to potential or actual beneficiaries, with accommodations for the. handicapped. Pu'blic hearings shall be conducted in a manner to meet. the needs of non-English speaking residents where a significant number of non-English speaking residents can reasonably be expected to participate; (6) Provide citizens. With reasonable advance notice of, and opportunity to comment on., proposed activities in an application to the state and, for grants already made, activities which are proposed to be added, deleted or substantially changed from the unit of general local government's application to the -state. Substantially changed means- changes made in terms of purpose, scope, location -or beneficiaries as -defined by -criteria established by the state. (7) Provide citizens the address, -phone number, and times for submitting complaints and grievances, and provide timely written answers -to written complaints and grievances, within 15 working days where practicable.
