Both plans are required by the State of Washington and are due by December 2025. Final proposals were due March 12, 2025, at 3:00 p.m. Grant County received seven (7) total proposals, five (5) of which were viable. A scoring team compiled of Homeless Housing Task Force members, Service Providers, a Grant County Commissioner and Grant County Staff reviewed each proposal and selected Ardurra and LDC, Inc. as the top two — budgets were requested from these two proposers. Upon receipt of the budget, the scoring team selected LDC, Inc. to recommend for the awarding of the Strategic Planning Consultant. Both plans are required by the State of Washington. The Homeless Housing Five-year Strategic Plan will outline the priorities set by the Grant County Homeless Housing Task Force for the next five years. The priorities will come from the Task Force members, Grant County Board of Commissioners, and community strategic planning meetings. The Grant County Board of Commissioners and the Grant County Homeless Housing Task Force will update the Comprehensive Plan. The timeline for this Project is March 2025. It is preferred that it be completed no later than December 2025, with a draft completed no later than October 2025. Consultants must demonstrate professional capability to perform the tasks assigned. They must, at a minimum, have the professional and business licenses required by the State of Washington and demonstrate expertise in the disciplines necessary to accomplish the services. 1.2 SCOPE OF THE PROJECT 1.2.1 PROJECT DESCRIPTION The Consultant contracted to work with Grant County on strategic consultation for the plans will need to assist the Homeless Housing Task Force and Grant County in compiling data, structuring the language of the Homeless Housing Plan, attending the Task Force and any other necessary meetings, and creating the draft and finalized versions of the proposals. The Grant County Board of Commissioners will have sole decision -making authority over the finalized plans and their approval. Compiling Data and Language in Plans: Hired Consultant will assist in sorting through data and drafting language by: o Organizing data acquired at the Task Force meetings, o Reviewing existing plan, o Working with Task Force members and County Commissioners to learn of updates that can be made to the existing plan, o Assisting in looking through housing/homeless data to make informed metrics in the Strategic Plan, o Collaborate with Grant County to draft the language for both plans. Bidders may contact OMWBE to obtain information on certified MBE/WBE firms. 2.3 EXAMINATION OF RFP Each Proposer shall be solely responsible for reviewing and examining the RFP, with appropriate care, including any supplements, addenda, and clarification notices issued by Grant County, and investigating and informing itself of all Proj ect conditions and circumstances that may in any way affect the contents of the Proposal. All interested in this Project are responsible for ensuring they receive this log. 2.5 GRANT COUNTY'S RIGHTS Grant County reserves the right, at its sole discretion, to: • Appoint evaluation committees to review Proposals; • Investigate the qualifications of any Proposer; . • Seek or obtain data from any source related to the Proposals; • Require confirmation of information furnished by a Proposer; • Hold meetings and conduct discussions and correspondence with the Proposers to seek an improved understanding and evaluation of the responses to this RFP; • Require additional information from a Proposer concerning its Proposal; • Seek and receive clarifications to a Proposal; • Require additional evidence of qualifications to perform the Work; • Modify the RFP process; • Waive minor deficiencies and irregularities in a Proposal; • Rej ect any or all of the Proposals; • Cancel, modify, or withdraw the RFP; • Issue a new RFP; • Conduct negotiations with the Apparent Best Proposer before the award of the Contract and • Cancel a Contract signed by the Apparent Best Proposer but not yet executed by Grant County. No unsuccessful Proposer shall be entitled to reimbursement of its costs in connection with the RFP. The Proposer bears all costs to prepare their response. 3.0 PROPOSAL DELIVERY, CONTENT, AND FORMAT 3.1 SUBMITTAL REQUIREMENTS 3.1.1 DUE DATE, TIME, AND LOCATION Proposals must be submitted via email to the following location before 3:00 p.m. Pacific Time, on March 12th, 2025. Respondents will send one (1) digital copy of their Statement of Proposals to: Caitlin E. Manell, cemanellg grantcogqa.gov Any Proposal that fails to meet the deadline or delivery requirement will be rejected without consideration or evaluation. For this RFP, the official time will be stamped by the County email server. If a Firm's Proposal is too large to send via email, contact the RFP official for instructions on uploading it. The county reserves the right to amend this time due to network or technical issues outside of our organization's control. 3. REQUEST FOR PROPOSAL February 2025 4 Grant County Commissioners 3.1.3 FORMAT All information in the Proposal shall be submitted on the equivalent of 8.5 -inch by 11- inch paper, except charts, exhibits, and other illustrative and graphical information, which may be submitted on 11-inch by 17-inch paper. Each 11-inch by 17-inch page will count as one page in the narrative Proposal unless otherwise noted in this RFP. 3.1.4 CONTENT This section outlines the general requirements of each section of the RFP. For specific requirements and how each section will be scored, refer to Section 4.0. The RFP shall meet the following requirements or will be deemed non -responsive and will not be eligible for consideration of this Work: • Title of the RFP on the cover of the submittal; • Completed Submittal Information Form (under Appendix A); • Responsiveness to all evaluation criteria; • Meeting page limitations and font size requirements and • Meeting the submittal deadline. 4.0 EVALUATION PROCESS 4.1 STATEMENT OF PROPOSALS EVALUATION This section outlines the specific requirements of each section of the Proposal and how each section will be scored. If the information provided for an evaluation factor is incomplete, the Proposer may be eliminated from further consideration. Scoring will be based on how well the Proposal responds to the requirements described in Section 3, the Project goals, and information collected from references. Past performance track records will be weighted in the scoring. Grant County reserves the right to contact references on individuals and projects other than those identified by the Proposers to evaluate past performance. If a Proposer receives a passing score on all pass/fail evaluation factors, its Proposal will be further evaluated using the scoring criteria. Suppose a Proposer fails on any single pass/fail requirement. In that case, the Proposal may be rated unacceptable, so the evaluation factors will not be scored. 4.3 EVALUATION CRITERIA 4.3.1 KEY PERSONNEL This section will be evaluated based on the following: • Key Personnel should have a track record of demonstrating good leadership skills; • The ability to work well with all levels on a project; • The successful completion of projects as complex as or more complex than the Project (Key Personnel with experience on more complex projects is preferred. Past performance records of Key Personnel will be checked by contacting references); • Key Personnel who can bring forth the best Project team; • Demonstrate the Key Personnel's ability to meet the Project goals and • Required licensure as required for the applicable position. REQUEST FOR PROPOSAL February 2025 Grant County Commissioners 4.3.2 PROJECT EXPERIENCE The other sections will be evaluated based on the Proposer's experience with the following: • Projects at similar levels of complexity within the past seven years; ® Experience with projects funded through state or federal grants; • Minimizing impacts on the public through effective staging and phasing of the Work and • Integrating multi -disciplinary teams. 4.3.3 PROJECT GOALS The Proposer must have staff with professional expertise in strategic planning for local government and able to provide diverse professional expertise in, but not limited to, the following areas: Qualifications and relevant experience in response to the tasks to be performed; • Project delivery (on time, on budget, quality products and services); • Reputation among previous clients. 4.3.4 COLLECTIVE TEAM AS A WHOLE The Proposer shall show they can work with an integrated, multi -disciplinary, diverse professional team with the required expertise. The Proposer will collaborate with the Grant County Homeless Housing Task Force, Grant County Board of Commissioners, and homeless coalition partners. 5.0 PUBLIC RECORDS Any information in the response that is proprietary or confidential must be clearly designated. Marking the entire submission as proprietary or confidential may result in rejection as non -responsive. Materials submitted in response to this competitive procurement shall become the property of Grant County and will not be returned. To the extent consistent with Chapter 42.56 RCW, the Public Disclosure Act, Grant County shall maintain the confidentiality of the Consultant's information marked confidential or proprietary. Suppose a request is made to view the Consultant's proprietary information. In that case, Grant County will notify the Consultant of the request and the date that the records will be released to the requestor unless the Consultant obtains a court order enjoining that disclosure. If the Consultant fails to obtain the court order enjoining disclosure, Grant County will release the requested information on the date specified. Our team played a key role in crafting a public engagement strategy, facilitating meaningful participation through in -person open houses, online and paper surveys, and direct outreach to community -based organizations. Through this collaborative process, we gathered critical insights on housing needs, barriers, and opportunities, ensuring diverse voices were reflected in the final recommendations. Our work resulted in a racial equity and displacement risk report, a housing policy analysis, and strategic policy recommendations designed to mitigate displacement and foster inclusive housing solutions. Additionally, we conducted an updated buildable lands and land capacity analysis, providingthe City with data -driven insights to guide future development. By integrating community input, data analysis, and equitable policy frameworks, LDC helped the City of Snoqualmie lay the foundation for sustainable, diverse, and accessible housing options that support long-term community stability. PROJECT GOALS & ANALYSIS Washington State Department of Commerce (Commerce) requires local jurisdictions to submit a local homeless housing plan every five years. The local plans come together at Commerce in the State Strategic Plan and Annual Report to the Legislature on Washington's efforts to address homelessness. The Grant County plan will be update to serve as a five-year roadmap for 2025 to 2030 and will identify state and county activities and goals and expected outcomes.
