It includes the P1 MPE restart, 2025 operations, and completion of the plans, specifications, and estimates for expanding the MPE system. Subtasks have also been added for project management and technical services that may not be eligible for grant reimbursement. The Amendment Nine completion date was previously extended through February 28, 2025, through Change No. 1 and minor changes. The Amendment Nine budget was increased to $554,178 and subtask budgets were reallocated in January 2025 with no net budget addition. Change No. 2 is effective March 1, 2025, through December 31, 2025. It includes scope and budget additions for new and continuing tasks and an updated Rate Schedule. Change No. 2 adds $789,739, including reserve amounts, bringing the total Amendment Nine budget to $1,343,916. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2 1 March 2025 Ephrata Landfill Rl/FS Engineering Services ZW& varametrik Proposal Task 01PM == Task Management and Administrat ion (JO02) Extension, budget addition This subtask is expanded to prepare for system startup in March 2025 and operate the MPE system from April 1 through October 30, 2025. The MPE system operation will be performed in accordance with the P1 MPE System Restart and Seasonal Operation Workplan (P1 MPE Workplan) (Parametrix 2024). Ely Budget addition for 2025 operations This subtask was initiated and partially budgeted at $5,000 to cover travel and direct costs for system inspection and minor repairs through February 2025. Budget is added for expenses incurred by Parametrix personnel overseeing repairs and maintenance in March and implementing the P1 MPE Workplan in 2025. Extension This subtask was initiated and budgeted at $15,000 to cover the retention of KRCI (local contractor) to provide minor repair and maintenance services. The remaining budget may be sufficient for planned activities, so no budget addition is requested. The subtask schedule is extended through December 31, 2025. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2 2 March 2025 Ephrata Landfill RI/FS Engineering Services Parametrik Proposal Subtask 02SUB2 - Friedman and Bruya New subcontractor This subtask is for Friedman and Bruya, Inc. (analytical laboratory) to provide groundwater and vapor sample analysis in accordance with the P1 MPE Workplan for the 2025 season. Subtask 02 Assumptions The Subtask 02 budget is based on the following assumptions: • Parametrix's labor and expense budgets are based on providing the following field effort: Anticipated Number of Estimated Number of Days Site Activity Parametrix Personnel (including travel) System Startup Maintenance 2 1 System Start-up & Groundwater Sampling 5 3 Vapor Extraction Startup & Sampling 2 2 Annual Shutdown & Sampling 2 2 • The Subtask 02 budget excludes onsite work not listed above. • The Management Reserve Fund (Task 20) will be used when authorized by the County for unplanned services, such as: • Unscheduled responses to the site (e.g., analyze reasons for shutdowns, restart the system). • County and Ecology review periods or other changes extending the schedule past December 31, 2025. • Laboratory analyses not listed in the P1 MPE Workplan. • System maintenance or repairs exceeding the Subtask 02SUB1-KRCI budget. The following deliverables are planned for the PS&E: 9 30% completion level, including draft technical specifications for the main equipment and components, draft plans including the main design elements and some details, and a draft estimate based on the anticipated bid items. 0 60% completion level, including complete draft technical specifications, draft general specifications, complete draft plan set, and an updated draft estimate on the bid form. I Estimate - Engineer's opinion of probable construction cost. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2 3 March 2025 Ephrata Landfill Rl/FS Engineering Services Parametrik Proposal • 90% completion level, draft bid package for confirmation by the County and Ecology. • Sealed final bid documents. Technical specifications will follow the Construction Specifications Institute (CSI) system. Drawings will follow Parametrix's standards. The Task 03 deliverables will comprise County draft and Ecology draft PS&E at the 30%, 60%, and 90% completion level. The engineering scope and design criteria are described in the IAWP (Parametrix 2025). Plan and specification lists in the IAWP are subject to revision by Parametrix as the design is developed. Subtask 0:1 - Develop 30% PS&E Scope and budget addition Parametrix will complete the 30% PS&E by advancing the preliminary engineering in the IAWP. Subtask 02 - Develop 60% PS&E New subtask Parametrix will incorporate County and Ecology comments on the 30% PS&E and develop the 60% PS&E. Subtask 03 - Develop 90% PS&E New subtask Parametrix will incorporate County and Ecology comments on the 60% PS&E and develop the 90% PS&E. Subtask 04 - Develop Bid Documents New subtask Parametrix will incorporate County and Ecology comments on the 90% PS&E and finalize the bid documents. Subtask 05 - State and Local Permitting New subtask Parametrix will verify state and local permitting requirements for the expanded MPE system construction and develop the applications. The following permits are planned: • State Environmental Policy Act checklist. • Notice of Intent under the Construction Stormwater General Permit. Assumptions for Subtask 01 through 05 The Subtask 01 through 05 budgets are based on the following assumptions: • The engineering design and permitting budgets are based on general adherence to the MPE system expansion preliminarily defined in the IAWP. • An electrical plan review by the Department of Labor and Industries (L&I) will not be needed. • The project will fall below thresholds requiring a County Grading Permit. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2 4 March 2025 Ephrata Landfill RI/FS Engineering Services Parametrik Proposal The Management Reserve Fund (Task 20) will be used when authorized by the County for the following unplanned services: o Incorporation of design changes initiated by the County or Ecology. o Electrical plan review by L&I. o State or local permits not listed under Subtask 05. Deliverables will be electronic only via email or posting on Share Point or Parametrix's FTP site. Subtask 06 - Site Survey New subtask Objective Parametrix will provide topographic mapping for the approximately 14.5 acre site, as delineated in Figure 1. The topographic map will be completed using a combination of an Unmanned Aircraft System (UAS), terrestrial LiDAR and RTK GPS. No parcel boundaries will be determined in this task. In addition, Parametrix will use the terrestrial LiDAR and RTK GPS to survey location and elevation of the above ground piping and approximately 80 wellheads. The interior and exterior of VTT/LTT trailers and the office/storage building will also be included in the LiDAR scans for detailed location and elevation of the structures, piping, valving, and equipment. Topographic Survey Limits Assumptions Assumptions for these tasks based on the following assumptions: • Parametrix will be provided with reasonable access to all areas requiring surveys. • All electronic mapping standards will be based on Parametrix drafting standards. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2 5 March 2025 Ephrata Landfill RI/FS Engineering Services Parametrik Proposal • Unless otherwise specified by the client, horizontal datum shall be North American Datum (NAD) 83/11 Washington Coordinate System, North Zone, and vertical datum shall be North American Vertical Datum of 1988 (NAVD 88). • For safety reasons, our survey crews are not allowed to enter subsurface vaults. Our work will be conducted from the surface, using measure -down techniques. Crews will also not open any structure covers weighing more than 80 pounds. Deliverables Parametrix will provide the following deliverables for each task: • An electronic drawing file of the topographic survey in AutoCAD Civil 3D 2024. • Point cloud data files can be provided in a variety of formats to suit design team needs.
