ENGINEERING SERVICES
MEMORANDUM OF UNDERSTANDING
TEMPORARY SHARING OF ENGINEERING STAFF TO
PROVIDE INTERIM COUNTY ENGINEER DUTIES
The City of Ephrata and Grant County signed an Interlocal Agreement on 1-28-2025, which
provides for the sharing of staff between agencies. The Grant County Board of
Commissioners is requesting temporarystaffsharing to provide a qualified Licensed Civil
Engineer for Interim County Engineer duties. Said staff sharing is subject to the following
terms and conditions:
TERMS AND CONDITIONS
1. BUDGET: Grant County shall reimburse the City of Ephrata at a rate of $90.02 per hour
for interim County Engineer services. The City shall bill directly to the Grant County
Public Works monthly, on or before the 1011 of each month following.
2. SCHEDULE: The typical work schedule is (2) afternoons per week, on consistent days
(T/Th), with no more than (10) hours worked per week. Schedule changes must be
prearranged with the City Administrator.
3. WORK SCOPE: The work shall focus on engineering certification related duties only.
Typical engineering services being provided would be as follows:
a) Road Design Plans Certifications
b) Various Road Grant Certifications
c) County Road Engineer Plat Certifications
d) State Board Certifications (CRAB)
e) Maintaining Full CA Agreement Requirements (WSDOT/FHWA)
f) Engineering Design Staff Questions
4. TERMINATION: This understanding can be terminated by either party by providing
written notice of the intent to terminate. Termination will occur (l)-day after receipt of
the written notice.
