RE: Recommendation of Patrick Boss for Governor's Data Center Workgroup__zzz
To Whom it May Concern,
We are writing to recommend that Mr. Patrick Boss be selected/included on the Governor's
Data Center Workgroup.
As Director of Public Affairs & Business Development for the Port of Quincy, Patrick Boss brings a
wealth of experience and expertise in data center selection, infrastructure, economic value and tax
benefits, making him an outstanding candidate for this workgroup.
Since 2006, Patrick has played a key role for the Port of Quincy in the growth of Quincy, WA, and
North Central Washington as a premier rural location for data centers and cloud computing in the
United States. Currently, the Quincy/North Central Washington market ranks eighth in North
America for data center leasing. The region offers abundant and cost-effective renewable
hydroelectric power, robust fiber optic infrastructure, favorable climate conditions, supportive local
policies and tax incentives which have helped to attract data centers and cloud computing companies
to the area.
In his role with the Port of Quincy, Patrick Boss has developed an extensive background in the site
selection of data centers projects in North Central Washington, encompassing key areas such as fiber
optics, electrical power, water treatment, and water supply.
Furthermore, Patrick has collaborated with various agencies, including the Washington State
Department of Ecology, Department of Revenue, and Department of Commerce, to advance and
facilitate numerous data center projects in the greater Quincy, WA area.
His efforts have been pivotal in securing permits, fiber optics easements, and tax incentives, thereby
enhancing the region's tax base. Over the past two decades, his involvement in recruiting, permitting,
and site selection has been instrumental in attracting and siting data centers projects in the Port of
Quincy and North Central Washington.
Moreover, Patrick has played a pivotal role in helping to advance rural data center tax incentive
legislation in Washington State over the past 15 years. His leadership and dedication have been

crucial in advocating for these important legislative efforts on multiple occasions, demonstrating his
commitment to the growth and development of data centers and cloud computing in rural areas.
Patrick holds a Bachelor of Science in Economics from Central Washington University and a
Master's Degree in Business Administration (MBA) from Washington State University. His
educational background, combined with his above -mentioned experience, makes him well -suited for
the Data Center Workgroup.
We have no doubt that Patrick Boss will bring valuable insights and a strong commitment to the
objectives of the Data Center Workgroup. His proven track -record and experience make him a
standout candidate who will significantly contribute to the workgroup's success.
