Parametrix, Inc. (Parametrix), is currently providing engineering and environmental services for Grant
County Public Works Department (County) at the Ephrata Landfill (Active Landfill) and Closed Landfill
(Old Landfill).
Parametrix is responsible for completion of the tasks below and will utilize Grant County (County)
staff to perform specific services as needed. This scope and budget amendment is based on
conversations with County staff, Parametrix experience at the site, and continued development of
the Active Landfill. The County has requested Parametrix conduct additional tasks for the Active
Landfill and Old Landfill through fiscal year (FY) 2025 as listed below. The budget is attached as
Exhibit B.
For tasks where effort is split between the two landfills, invoicing will be separated using alphabetical
suffixes for the Old (A) and New (B) Landfills.
Lodging and subsistence expenses will be billed at per diem rates per the Washington State Office of
Financial Management for Grant County

Task 1 - Project Management

Approach
Throughout the course of the Contract, Parametrix will provide effective project management and
coordination to execute the scope of work within the budget and schedule, meeting the County's
expectations for content and quality.
Project management activities will include:

Task 2 ~~ Groundwater Compliance Monitoring
Task Leader - Alla Skaskevych (Mott MacDonald)
Background
The County is required under Washington Administrative Code (WAC) 173-351 to collect
groundwater samples quarterly from groundwater monitoring wells surrounding the Old Landfill and
Active Landfill as outlined in the 2020 environmental monitoring plan. The County is also required to
submit quarterly and annual groundwater monitoring reports toWashington State Department of
Ecology (Eoo|ogy)and Grant County Health Dietriot(GCHD).
Mott MacDonald (formerly Pacific Groundwater Group [PGG]), as a subcontractor to Parametrix, will
assist the County in collection of samples through fourth quarter 2025 and produce four quarterly
reports and the 2D24annual report. Mott MacDonald and the County will each provide one person
for each sampling round. Mott MacDonald will continue tomanage the water quality database and
generate reports. Mott MacDonald will also submit quarterly groundwater data results toEcology's
Environmental Information Management (EIM) database as required by WAC 173-351.
Solid waste landfill groundwater sampling work for the Old and Active Landfills occurs at the same
time and the reports are combined. However, the level of effort for the Old and Active Landfills is
estimated based ona standardized percentage of effort. Parametrix effort will be billed under the
O2subtask'while Mott MacDonald work will be invoiced under its own distinct subtask (02MM).
Mott MacDonald will work directly with Analytical Resources Inc. of Seattle (AR|)toreceive
groundwater monitoring data in standardized electronic digital format. Data will be reviewed for
quality and entered into the project' s groundwater monitoring database for the Ephrata Landfill. This
task also includes troubleshooting the database for any technical issues and errors.
Upon receipt of data, Mott yWeoOona\d will also submit monitoring data into Ecology's BM database.
Data will be entered for all wells sampled in each sampling event through 2025. The County will be
provided with a complete copy of the data upon request.
Subtask 02711111%471111,11M.2 —Collect Groundwater San ples during Four Sampling Rounds
Mott MacDonald will work with the County to collect groundwater samples during four sampling
rounds (through fourth quarter 2025). Mott MacDonald will coordinate the laboratory bottle order,
and help county personnel operate the pumps, collect samples, measure field parameters, measure
water levels, and transfer samples tothe laboratory during each sampling event. Mott MacDonald
anticipates that each sampling round will take 3field days plus travel time; however, the estimated
schedule issubject tochange due toweather conditions, equipment malfunction, etc.
This task also includes other direct costs such as travel expenses, analytical costs, field supplies,
and nante\ equipment. The County will maintain pumps and otherCounty+zwned field gear.AR| will
invoice Mott MacDonald for analytical costs and these invoices will be included in project billings.
Direct and subcontractor costs include 10% markup, except per them and privately -owned vehicle
mileage reimbursement costs.

Mott MacDonald will generate four quarterly reports combined for both the Old and Active Landfills,
beginning in first quarter 2025 and ending fourth quarter of 2025. The quarterly reports will conform
to the requirements of WAC 173-351-415(2).

Mott MacDonald will generate the annual 2024 report combined for both the Old and Active
Landfills. The report will conform to requirements of WAC 173-351-415(1). The 2024 annual report
is due by April 1, 2025.
The project management subtask includes effort associated with Mott MacDonald's project controls,
coordination, and communication. Mott MacDonald will coordinate with the laboratory and include
subcontractor invoices in project billings.

Mott MacDonald will assist in replacing or coordinating maintenance on groundwater sampling
pumps and appurtenances. This subtask will be specified upon request and may include elements of
pump removal, sourcing replacement equipment from vendors, and equipment troubleshooting.
Deliverables
Mott MacDonald, under contract to Parametrix, will prepare and submit four quarterly reports and
one annual groundwater monitoring report, which will be forwarded to GCHD and to Ecology.
Task 3 - Landfill Gas Operations, Monitoring, and Reporting

Background
The County is also actively pursuing a Title V Air Operating Permit (AOP) through Ecology. The Title V
permit application for the Ephrata Landfill is currently in the draft phase. Until issuance, the County is
required to operate the landfill gas collection system in accordance with Notice of Construction (NOC)
Approval Order 19AQ-EO51 and the new Landfill Gas Emission Rule (WAC 173-408). This task
includes monthly monitoring, annual reporting, and greenhouse gas (GHG) emissions calculations.
Subtask 3.1 - Landfill Gas Monitoring and System Operational
Support
Approach
Parametrix will monitor the landfill gas collection system monthly, including flare facility, and the gas
probes quarterly in 2025. Parametrix will generate one annual letter report for 2024 combined for
both the Old and Active landfill gas collection systems and gas probes, in accordance with the NOC
Approval Order No. 19AQ-EO51 and WAC 173-408, as well as summarize past landfill gas probe
monitoring conducted by Parametrix. The 2025 findings will be summarized in the 2025 annual
letter report which will be executed under the FY 2026 contract.

Paramstrix will assist County staff |noperating and maintaining the active landfill gas system,
following the guidance provided in the Active Landfill Gas Operations and Maintenance Manual
(Parametrix 2022). Parametrix will provide guidance to safely and effectively operate the Ephrata
Landfill gas collection system that will help control landfill gas from migrating around the Old Landfill
and emitting from the Active Landfill.
The system operations monitoring will include and be based on the following:
• Changes inlandfill gas constituent concentrations and flow rates over monthly time intervals.
• Operations and maintenance of the landfill gas system, with the exception of County -
performed greasing and blower switches ona 3-week schedule.
• Performing routine inspections and maintenance ofthe gas system.
• Monitoring individual trench/well wellheads for pressure, methane, oxygen, carbon dioxide,
temperature, and flow.
• Adjusting individual wellhead flows to reach stable operation and/or generation flows.
• Quarterly surface emission monitoring.
• Calibrating monitoring equipment.
The Active Landfill Gas Operations and Maintenance Manual will be used as a reference and training
guide tooperate and maintain the gas collection system. Panametrixwill assist the County inthe
proper operation and data collection required to satisfy greenhouse gas regulations.
|t1aanticipated that each landfill gas monitoring event will take 1field day plus travel time and
reporting. The County will supply the landfill gas meter (Landtech GEM5000) to monitor for methane,
oxygen, carbon dioxide, and pressure. Surface emission monitoring will occur a minimum of quarterly
with monthly follow up monitoring in the event of exceedances during the quarterly event. The
surface emission monitor (Landtech SEM5000) will be rented by Parametrix and expensed to the
County.
It is anticipated that the landfill gas system will be in stable operation. Landfill gas system stability
will beevaluated based onthe following:
• Changes in landfill gas constituent concentrations and flow rates over monthly time intervals.
• Changes in landfill gas temperature otindividual collection points (e.g., wellheads).
• Changes in overall volumetric flow and flows from individual collection points.'
Landfill gas system operational stability will be characterized by little change in the above
parameters over significant time intervals (e.g., monthly) or steady, predictable data trends.
Subtask 3.2 ~. Title V Air
Quality Operating Permit Annual
Reporting
The Title V permit application for the Ephrata Landfill is currently in draft phase with Ecology. Once
issued, the permit will require annual reporting of landfill operations. Parametrix will provide the
following toassist the County in complying with the new requirements outlined inthe draft permit:
• Assist with any deviations throughout the year.
• Prepare permit condition forms using Ecology Air Quality templates that communicate
activities during the year.

Train County staff on proper permit condition reporting and compliance (assumes one site
visit).
Update the landfill gas system overall site plan in accordance with Title V Operating Permit.
■ Prepare annual report in accordance with the Operating Permit conditions. Submit electronic
copies to the County for review and submit final electronic files to the County for delivery to
Ecology Air Quality Program via email at Emissions.inventory@ecv.wa.gov by January 31. Each
report will communicate year-to-date permit condition activities during the year.
The 2025 Annual Report is due on January 31, 2026. The 2025 Annual Report will be prepared
under the FY 2026 engineering services scope of work.
In addition to the Annual Report, Parametrix will prepare the Annual GHG Reporting documents
submitted through the Electronic Greenhouse Gas Reporting Tool (e-GGRT). This work will also
include third -party verification per the Ecology Cap -and -Invest third party emissions verification for
the calendar year 2024 emissions calculations (reported in 2025). SCS Engineers, as a
subconsultant to Parametrix, will perform the third -party verification as per the attached scope
provided by SCS. Parametrix effort will be billed under the 03 subtask while SCS Engineers work will
be invoiced under its own distinct subtask (03SCS).
Deliverables
Deliverables for this subtask include:
■ A summary of landfill gas collection system and probe monitoring data, which will be
forwarded to GCHD and Ecology.
One annual report for communicating Title V Operating Permit activities, deviations, and
compliance reporting. The report is due to the County for review by January 20, 2026, and to
Ecology via the County by January 31, 2026.
■ Annual GHG reporting documents submitted through the e-GGRT. A third -party verification
statement, provided by SCS Engineers, will accompany the reporting documents. The GHG
reporting documents are due by March 31, 2025, and the third -party verifications statement
is due August 10, 2025.
Task 4 - On -Call Engineering and Environmental Consulting
Services

Approach
Parametrix will assist county staff, if requested by the County, in responding to operations, design,
and regulatory issues that arise during the contract period.
Parametrix will assist the County in continuing landfill operations and future development of the
Active Landfill in accordance with current and approved Ephrata Active Landfill Permit Application
Phases 1 through 4 (prepared by Parametrix in 2020). This work is assumed to consist of
communications (both written and oral) with county staff concerning site operations and
development. This work is anticipated to require about 8 hours per month, with time and travel
expenses included for four field visits or meetings between a Parametrix project manager or
engineer, agencies, and county staff in Ephrata.

Additional on -call services may include the development of a landfill gas to energy feasibility study.
Asdirected bythe County, Paremethxwill prepare adetailed scope ofwork and budget once the
landfill gas generation for the Active Landfill has stabilized. A general allowance of 120 engineering
hours has been preliminarily allocated for this subtask.
Parametrix support will remain within the available subtask budget unless additional subtask funds
are authorized.
Deliverables
Deliverables for this task include:
• Meeting notes and other correspondence insupport ofthe landfill operation.
• Reports and study in support of landfill operations or landfill gas feasibility as specified in
written authorization.
Task 5 ~~ Financial
Assurance Reporting Assistance

Background
WAC 173-351 requires the preparation of detailed closure capital and post -closure operations and
maintenance (O&M) opinions of probable costs in order to calculate an annual financial assurance
payment schedule that will pay for closure and post -closure activities. Additionally, these landfill
capital and O&M cost spreadsheets can assist County landfill managers with a quick and reliable
retrieval system for budgeting and operations information.

Task 6 ~~ Long -Term Disposal Planning

Background
Parametrix previously provided support to revise the solid waste management plan (SWMP) narrative
and recommendations to better define the scope of the disposal options study and eliminate the
need for a SWMP amendment to implement the disposal options study recommendations.
Parametrix also supported the SWMP cost assessment based on revised recommendations.

The County has identified the need to develop a new solid waste disposal option by 2032 to replace
the existing operating landfill (Active Landfill). Parametrix initiated the long-term disposal options
study effort under the FY 2022 amendment and continued effort under the FY 2023 and FY 2024
amendments. This included documenting options for (1) siting and developing a new in -county
landfill, and (2) contracting for long -haul and disposal at an out -of -county landfill. The documented
findings were presented to the Board of County Commissioners (BOCC) and Solid Waste Advisory
Committee (SWAG) in 2024. The BOCC decided to move forward with the first option and for staff to
proceed with siting a future landfill.
Subtask 6.1 - New Landfill Site Assessment
Parametrix will prepare a permitting and construction roadmap as well as a site assessment work
plan which prescribes steps for the assessment of two prospective sites located due south of the
existing Ephrata Landfill. The schedule will provide major milestones, and their estimated completion
date based on an expected occupancy of the New Landfill in 2032. The workplan will provide steps
required for the assessment of the two prospective sites and a decision matrix to evaluate and
compare these sites. The workplan will be used for planning and coordination for the assessment
work with the County. The execution of this workplan will occur in the calendar year 2026 and
beyond.
Work to prepare the site assessment workplan includes the following
■ Identification of stakeholders and outreach.
■ Desktop literature and agency resource material review.
■ Site reconnaissance for red flag review.
Regular progress meetings throughout the year will be held between Parametrix and the County to
review findings and receive input from the County on the draft documents.
Assumptions
The above scope of services and associated budgets are based upon the following assumptions:
■ One draft and final workplan document covering the following topics:
—; Cultural resources.
--� Hyd rogeology.
—� Wetlands streams, and fish and wildlife habitat.
—� Permitting and environmental approvals schedule.
■ A total of six progress meetings (bimonthly) will be held with the County.
Schedule
This work will occur throughout the 2025 calendar year with the site visit anticipated in the summer
months (second or third quarter). The final work plan will be prepared prior to the end of the calendar
year 2025 to allow for the execution of work to begin in calendar year 2026.

Subtask 6.2 - Rate Study
Subconsultant FCSGroup (FCS)'under contract to Parametrix,will develop outility rate study to
forecast annual operating and capital financial obligations over a multiyear period and make
recommendations for tipping fee adjustments to fully fund these obligations.
FCSwill develop orate and financial too\kit.The rate and financial too|kitprovides the analytical
framework for the rate study. The toolkit is a fully integrated financial management model that
establishes a ca use -a nd -effect relationship between solid waste activities (e.g., tons, transactions,
loads) and County revenues, costs, and rates.
FCS will perform solid waste data validation and forecasting. Once the conceptual design of the toolkit
is finalized, PanemetrixwiU review and validate solid waste operational data for use in the rate study.
These data are the basis for developing key components for the revenue requirement and cost-of-
serviceanalyses.Dateve|idaUonmaheasunsthat tonnage, transaction, and load data are reconciled
for accuracy and consistency within the rate study.
FCS will determine revenue requirements. Arevenue requirement analysis determines the total
amount of money that the County must collect from tipping fees topay for all operating and capital
expenditures aewell as the financial requirements tocomply with the County's fiscal policies. The
revenue requirement is net of other miscellaneous charges from grants and interfund transfers.
FCS will perform a cost -of -service analysis. The cost -of -service analysis provides a defensible basis
for allocating the revenue requirement to each customer class of service based on their unique
service characteristics and requirements. In some cases, County expenses can be directly assigned
to a particular customer class. In other cases, costs may not directly relate to a single customer class
and, aearesult, are treated as ashared cost. Landfill disposal costs would likely beallocated
proportionally to all customer classes that deliver solid waste to County facilities.
RS will develop a rate design for changes to the system of charges for customers of the solid waste
system. At a basic level, the rate design process establishes cost -based, equitable rates for each
customer class, which generate the overall revenue needs tofully support the operations.
FC3will prepare and submit edraft report tothe County for review and comment. The report will
document the assumptions, methodologies, findings, results, and recommendations of the solid
waste rate study. Detailed technical analyses supporting the study will be included as appendices
(e.g., financial schedules of forecasted revenues, fixed and variable expenditures, financial policy
achievement, and rates). A final report will be prepared based on feedback on the draft report by
county staff.
The subtask includes up to five virtual meetings with the County as well as two on -site meetings with
the SVVAC and/or BDCC. Presentation materials will be provided to the County for review prior to the
virtual and on -site meetings.

Subtash 6.2 may take approximately 4 months depending on the County review process. (Complete
in May.) With a 90-day notification period required for rate increases, an initial increase would occur
sometime after October 2O25.

Approach
Parametrix prepared the Phase 4Development Bid Documents in2024. These documents were
advertised inlate 2O24.Paremetrixwill provide construction management and engineering oversight
ofthe Phase 4Development construction.
This scope ofservices assumes that Paremethxwill beassigning afull-time construction manager to
oversee the construction and provide the WAC 173-351 independent third -party review. Parametrix
will/may provide additional staff on -site during periods of critical work, namely final bedding layer
approval, geosynthetic clay liner (GCL), geomembrane, geotextile, observation of the leachate
collection and oides|ope layers placement, and landfill gas piping. Ponsmetr\xwi|| perform the
following work:
� Construction Management and Engineering. Parametrix will provide full-time construction
management to the County during the construction of Phase 4 Development. This task
consists of the management and engineering during construction and includes providing the
following services to the County:
-+ Assist the County inconducting apreoonstnuoUonmeeting and preparing meeting
agenda, submittal requirements list, and meeting summery.
-* Review and approve submittals to ensure conformance to project requirements and the
intent ofthe plans and specifications.
-+ Interpret and clarify design information as presented in the plans and specifications.
-+ Conduct weekly project progress meetings (virtual with an at -site, in -person option).
-+ Coordinate all communications with the contractor.
-+ Evaluate proposed changes tothe design. Prepare field -engineered design modifications.
-+ Prepare, review, and document field orders and change orders (as required).
-* Prepare supplemental drawings as necessary for clarification and documentation of
design modifications, field orders' and change orders.
-* Track work produots, oonstruotion, mi|estones, and progress ofcontractor activities.
Maintain project files, documenting construction activities. Project files will beupdated
daily.

Review and approve the monthly pay request submitted by the contractor for payment.
Verify all items that have unit quantities and verify the percentage complete for lump
sum portions of the pay request. The monthly pay request will follow the procedures
developed by the County.
-� Review contractor -prepared as -built drawings based on plans, modifications to the
design, and construction records.
■ Construction Observation. Parametrix will provide day-to-day construction observation and
field engineering during the construction to ensure contractor compliance with plans and
specifications during the construction of Phase 4 Development. This task consists of day-to-
day on -site construction observation, field engineering, and documentation, and includes the
following:
--� Perform field observations to monitor contractor's work activities and progress to verify

--� Material Testing Services: Material testing services during construction to include review
of County -conducted field nuclear density testing, field sampling, and laboratory testing

Assumptions
The above scope of services and associated budgets during the construction projects are based
upon the following assumptions:
■ The Phase 4 Development will occur over a 12-week period, with full-time construction
management on -site for the stated construction period. Delays in the construction contract,
outside the control of Parametrix that require additional services, shall be provided for under
a negotiated amendment to the contract.
■ Parametrix CQA observers may be provided to oversee, confirming that those items listed
above are constructed to meet the specifications and regulations. The CQA engineer or their
representative will attend weekly progress meetings during the above construction activities,
as needed.
■ There are 6 hours budgeted for project orientation.
■ Verification testing will consist of review of contractor field-testing and limited (three to five
samples) third -party verification testing (paid directly by County).

® The County will provide an office engineer to represent Grant County Public Works. The office
engineer will be the primary contact for the Parametrix construction manager. The office
engineer will be responsible for the internal administration of the construction contract. The
County responsibilities include, but are not limited to:
--� Coordinate all communications with the construction manager.
—� Handle all Parametrix-approved pay requests by the contractor.
--� Attend weekly progress meetings, if required.
—� Pay monthly progress payments to contractor.
--� Pay directly for third -party verification testing.
--� Assist and help with resolution of construction problems.
--� Review contractor -prepared as -built drawings at the end of the project.
Assist with the final inspection and project acceptance, final pay estimate, and other final
contract documentation.
--� Provide on -site nuclear density testing, field sampling, and laboratory testing, if required
to verify contractor test results.
—� Provide on -site construction surveying support to verify construction activities and pay
requests, if required.

Task 8 - Phase 4 Development CQA Report

Background
Parametrix will provide CQA review and documentation to ensure conformance to project
requirements of the contract plans and specifications and the general intent of the design for
Phase 4 Development. This work will consist of the following:
■ Conduct initial and scheduled CQA meetings.
■ Review pre -construction submittals for conformance to CQA requirements prior to
commencement of work.
® Perform CQA inspections of materials and methods for verification of quality and consistency.
■ Coordinate and collect on -site sampling and testing and perform timely review of CQA test
results and procedures as work progresses to ensure work meets CQA requirements prior to
acceptance and covering.
■ Document and report to contractor CQA deficiencies.
■ Correspond with Ecology -Eastern Regional Office (ERO) and GCHQ on appropriate CQA
elements if there are modifications in the design or departures from the approved CQA plan.
■ Maintain, track, and review CQA documentation during the project and prepare final CQA
report.

A CQA report will be prepared which generally describes the progress of the work, any major design
modifications and supporting regulatory approvals, and includes all inspection reports, tests, and
completed CQA forms. The intent of the CQA report is to provide documentation to regulatory
agencies that the project was completed in reasonable conformance with the approved contract
documents.
The CQA report will contain the following:
■ Construction summary report.
■ Material placement.
■ Daily field reports.
■ CQA inspection and installation forms.
s Contractor's CQC documentation.
■ Engineer's CQA declaration.
■ Manufacturer and installation warranties.
■ Photographic record.
■ Record drawings.
Deliverables
Parametrix will prepare the CQA Report for Phase 4 Development. Parametrix will provide electronic
copies of the CQA report for submittal to the GCHD and Ecology-ERO, and the County's record.
