HomeMy WebLinkAboutResolution 24-133-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION FOR ANNUAL RESOLUTION No. 24- � � 3 -CC UPDATE OF THE PUBLIC WORKS ENGINEERING SERVICES FEES POLICY WHEREAS, Grant County Department of Public Works has a Services Fees Policy via Resolution 24-018-CC; AND WHEREAS, Public Works desires to provide annual updates to their fees; AND WHEREAS, Public Works has requested the Board of Commissioners consider updating the fees collected by their office and adopting an updated Fee Policy. NOW, THEREFORE, BE IT HERESY RESOLVED THAT the Grant County Board of Commissioners approves the attached update of the Grant County Public Works Engineering Services Fees Policy (PW #25-01). BE IT FURTHER RESOLVED that this resolution shall be effective upon adoption. DATED this day of December, 2024. The following policy ensures that the costs for review, approval, and inspection of private projects be borne by the private developer. In addition, this policy provides for revenue and cost tracking of public works services and an annual fee update. 1, 'PURPOSE AND SCOPE: The purpose of the fees is to recover the costs of permit processing, petition processing, engineering plans review,, and construction inspection. 2, ROADWAY PERMIT FEES: Roadway permits provide permission for the use of the public rights -of -way. Road permits can be processed administratively by Engineering Staff under the supervision of the County Engineer. Approach Permit $100 Right -of -Way Permit $200 Trail Permit $200 Dust Control Permit $0 Oversize/Overweight Permit $0 Vegetation Maintenance Permit $ 0 Initial, $50 Reinstatement Memorial Sign Permit $750, Includes Sign and Installation • ONLINE APPLICATIONS: Roadway permit fees are paid by credit card in the SmartGov permitting portal at time of online application. Please see the Road Permits page on the Public Works website for more information. • PAPER APPLICATIONS: Paper applications can still be received at the Public Works front counter but require a check payment with the application. It should be noted that a paper application will take longer to process, as the permit technician will need to hand enter the application into the SmartGov permitting portal. ROADWAY PETITION FEES: Roadway petitions require approval of the Board of County Commissioners, with an open hearing � -process. Many simple Board petitions have no charge, however petitions that provide permission for utilities installation or permanent legal alterations to the public rights -of -way have fees as follows: Franchise Agreement $800 SmartGov Fee to Public Works $400 SmartGov Fee to Board of County Commissioners Right -of -Way Vacation Fees A $1,500 SmartGov deposit is required (Consultant Appraisal Costs) to initiate appraisal consultant services. Additional deposit may be required for appraisal consultant fees above the initial deposit. Unused deposit amounts shall be refunded. ONLINE APPLICATIONS ONLY: Franchise Agreements and Right -of -Way Vacations must be petitioned for online using the SmartGov permitting portal. These petitions require credit card payment to initiate the process. Please see the Road Petitions page on the Public Works website for more information. ENGINEERING SERVICES FEES POLICY #25-01 EFFECTIVE 01-01-2025 PAGER 4. IBUILDING PERMITS - GRADING & STORMWATER REVIEW FEES: Larger buildings typically have 500CY or more of cut/fill site grading and 5,000SF or more of hard surface areas. These sites have engineered stormwater plans and grading permit requirements as follows: Site Grading Permit: (Volumes outside building envelope only) Stormwater Site Plan Review: A $250 SmartGov review deposit for the first (5) hours of staff review is required to initiate stormwater review. Stormwater review rates are $50/hour after the initial deposit is utilized. Unused deposit amounts shall be refunded. ONLINE APPLICATIONS ONLY: Building permit applications are processed online using the SmartGov permitting portal. These applications require credit card payment to initiate the -process. Please see the Building Services page on the Grant County website for more information. ENGINEERING SERVICES FEES POLICY #25-01 EFFECTIVE 01-01-2025 PAGE:5 5. LAND DEVELOPMENT - ENGINEERING & SURVEYING REVIEW FEES: Major development activities typically require both engineering and surveying review, so there will be a deposit amount total for both. Major development includes major plats, planned unit developments, and binding site plats. Small divisions of land, like short plats, may only require surveying review, so there would be a deposit amount for one item. TECHNICAL COMPLETENESS & REVIEW DEPOSIT: The engineering reviewer will review incoming land development applications for technical completeness weekly, to determine if engineered plans and review fees are required for application completeness. The civil engineering design reviewer will setup a SmartGov payment window and note the required engineered plans and deposit for technical completeness of the application. Short Plat Survey Map Review: A $250 SmartGov review deposit for Staff Review & Road Engineer Approval the first (5) hours of staff review is required to start. Survey map review rates are $50/hour after the initial deposit is utilized. Unused deposit amounts shall be refunded. Major Development Survey Mgp Review: A $500 SmartGov review deposit for the first (10) hours of staff review is Staff Review & Road Engineer Approval (Major Plats, PUDs, and Binding Site Plans) required to start. Survey map review rates are $50/hour after the initial deposit is utilized. Unused deposit amounts shall be refunded. PAYMENTS: Engineering services fees must be paid prior to staff work being conducted. If the fees are not paid, the application shall be considered incomplete and rejected without processing. All fee payments can be made online by credit card through the SmartGov portal. 7. REVIEW DEPOSIT REFUNDS: Used review funds are non-refundable, as staff has already conducted the work. Unused review deposit funds will be refunded when the authorized applicant cancels the project or automatically after the review process completion. ANNUAL FEES UPDATE: Permit and review fees will be updated annually, typically in January of each year. Fees are set by the County Road Engineer and subject to Board Approval annually.
