AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board.
CENTRAL SERVICES
2. Held from December 3, 2024 Consent: Request to proceed with planning and design of the new
Coroner's Office on a County -owned parcel on Randolph Road in Moses Lake. Grant County
owns this property and can begin right away. This site has already been studied, is zoned
correctly and the entire team is on board.
COMMISSIONER'S OFFICE
3. Resolution for Strategic Infrastructure Program (SIP) Advisory Committee Recommendations for
funding. Recommendations are for SIP 2024-06 Port District No. 8 (Warden) in the amount of
$100,000 and SIP 2024-07 Grant County Hospital District No. 1 (McKay Healthcare) in the
amount of $373,470.
4. Held from November 26, 2024 Consent: Recommendation from the Tourism Advisory Committee
to renew the Marketing Manager Contract with Coulee Creative. The Committee recommends
increasing the Marketing Retainer to $42.,768.00 for the cost of Cola, plus estimated loss of
marketing commission.
5. Amended recommendation from the Tourism Advisory Committee to renew the Marketing
Manager Contract with Coulee Creative. The Committee recommends increasing the Marketing
Retainer to $87.,000.00 for the cost of Cola, plus loss of marketing commission. Term of the
contract is January 1, 2025 through December 31, 2025.
6. Approval of Invoice from Economic Development Council (EDC) in the amount of $37,,500.00 for
Membership Dues.

7. Approval of invoices from Coulee Creative for reimbursement up to $44.,823.21., which is the
remainder of funds allocated for Tourism Advisory Committee's Professional Services and
Tourist Advertising.
8. Held from December 3, 2024 Consent: Contract with Potts & Associates for legislative
representation in Olympia during the legislative sessions. The amount is $5,280.00 with a term
of January 1, 2025 through December 31, 2026. No change in the dollar amount from 2024.
9. American Rescue Plan Act (ARPA) Beneficiary Agreement between Crossroads Resource Center
and Grant County in the amount of $75.,000. Term is March 3, 2021 through September 30,
2026.
10. American Rescue Plan Act (ARPA) Beneficiary Agreement between Moses Lake School
District/Early Learning Preschool and Grant County in the amount of $60,000. Term is March 3,
2021 through September 30, 2026.
11. Destination Marketing Organization Marketing and Promotion Contract for Hotel/Motel Lodging
Tax Revenues with Beckwith Consulting for the development of a county -wide, 10-Plus-Year
Sustainable Tourism Master Plan. Term of the contract is January 1, 2025 through December 31,
2026 in the amount of $100,.000 for Calendar Year 2025 to be paid from allocated LTAC funds.
12. LTAC Grant Agreements as follows:
a. LTAC Grant Agreement 2025-25 to Masquers Theater of Grant County for Clue: On Stage
in the amount of $3,000.00,
b. LTAC Grant Agreement 2025-26 to Masquers Theater of Grant County for Firebringer in
the amount of $3.,000.00,.
c. LTAC Grant Agreement 2025-27 to Masquers Theater of Grant County forThe Fall Musical
in the amount of $7,000.00,
d. LTAC Grant Agreement 2025-28 to Masquers Theater of Grant County for The Holiday
Show in the amount of $4.,000.00, and
e. LTAC Grant Agreement 2025-29 to Masquers Theater of Grant County for The Revlon Girl
in the amount of $3,000.00.
13. Reimbursement request from Housing Authority of Grant County on the Consolidated Homeless
Grant (CHG) No. 24-46108-10 in the amount of $124,774.08 for October expenses.
14. Reimbursement request from McKay Healthcare &Rehabilitation Center on the Strategic
Infrastructure Program (SIP) No. 2023-01 in the amount of $48,974.16.
15. Reimbursement request from Renew on the Community Development Block Grant (CDBG) CV2
No. 20-6221C-111 in the amount of $20,234.16 for September and October expenses.
16. Reimbursement request from Renew on the American Rescue Plan Act (ARPA) in the amount of
$49,330.51 for Uninsured Services provided.
DISTRICT COURT
17. Request to pay the overage to Avidex for the AV Upgrades to the Moses Lake Courtroom in the
amount of $176.06.
PUBLIC DEFENSE
18. Request for signature of a Professional Services Agreement with Licensed Investigator Robert
Gaines. The agreement will start upon signature and end December 31, 2025. Cost is part of the
normal department budget.

19. Local Agency Agreement between Grant County Public Works and Washington State
Department of Transportation for the replacement of Bridge No. 247 W-SE for at total cost of
$4,860,000.
20. Request to purchase ten (10) Wanco Solar/Cellular Reader Board signs for CRP 23-07 Silica Road
Widening Project from Northwest Construction Supply for $173,,641.05.
21. Authorization to call for bids for the Ephrata Landfill Phase 4 Construction Project. Bid opening
scheduled for January 9, 2025 at 1:00 p.m.
RENEW
22. Amendment to Memorandum of Understanding (MOU) between North Central Accountable
Community of Health dba Thriving Together and Grant County dba Renew to extend the original
MOU from December 31, 2022 through December 31, 2024. Additional funds of $51.,262.35.
23. Statement of Work with Cities Digital, Inc. (CDI) and Grant County dba Renew to onboard Renew
to Grant County's Laserfiche System. Laserfiche will be used for a referral process and contract.
management.
24. Service Change Form for Qualifacts and Grant County dba Renew to add a client portal to the
electronic health record system. Effective January 1, 2025 through June 30, 2027.
TECHNOLOGY SERVICES
25. Purchase Order No. 1005 to Aumentum for TST2 Taxsifter System Support -Including REET used
by the Treasurer in the amount of $16,219.90. Term is January 2025 to December 2025. This is a
budgeted 2025 budgeted software expense to be paid from Fund 501.179.
26. Purchase Order No. 1006 to Harris Govern for annual renewal of the PACS Collections MA and E-
Reet Web Portal used by the Treasurer's Office, $39,495.54. Term is January 2025 through
December 2025. 2025 budgeted software maintenance of $29.,495.54 to be paid from Fund
501.179, and $10.,000.00 to be billed to the Treasurer's Office.
27. Purchase Order No. 1007 to Harris Govern for annual renewal of PACS AppraisalMA, Matrix MA,
Internet Property Search Hosting & Administration, and Marshal & Swift API and MA used in
Assessor's and Treasurer's Offices in the amount of $72.,634.27. Term date is January 2025
through December 2025. 2025 budget software main expense to be paid from Fund 501.179.
28. Purchase Order No. 1004 to TeamViewer for annual software renewal, $15.,492.50. 2024 budget
software renewal to be paid from Fund 501.179.
29. Purchase Order No. 1003 to Granicus for annual renewal of software in the amount of
$17.,895.00 for Redaction Licenses, PST Email Extractor, FOIA Module Non -Enterprise and WA
State JLARC Reporting. This is used by Public Records/BOCC. 2025 Budgeted Expense to be paid
out of Fund 501.179.
