The Grant County Commissioner's Session was called to order at 8:46 a.m. with Commissioner Stone in
attendance. Commissioner Carter attended via Zoom, and joined in person at 8:53 a.m.
8:45 a.m. — 9:00 a.m. Development Services Weekly Update
In attendance: Jim Anderson -Cook, Nathan Poplawski — Fire Marshal
• Bureau of Reclamation Grant received
o Potential budget extension needed.
o C Carter and D Stone agree that the County should be available for accepting this grant.
• Fire Marshal Poplawski spoke about issues in ,the county.

• Commissioner District Updates
o D1: Ribbon Cutting at the Coulee City Library. Swearing in for a new Superior Court
Judge. SkillSource Forum for County Commissioners. Going Away Party on Wednesday
last week — D Stone said thank you. Clean Energy Property Tax Initiative — recommended
to WSAC the second choice: Name Plate Excise Tax. D Stone gave a description of the
Name Plate Excise Tax.
o D3: GTA Meeting. Property assessments sent out.
Error on the paperwork — 45-day window, due to the error on the date on the
assessment value notices.

11:00 a.m. —12:00 p.m. Commissioners, American Rescue Plan Act (ARPA) Discussion
In attendance: Tom Gaines, Admin Director of Central Services, Karrie Stockton, Grants Administration
Specialist and Sheriff Kriete.
• Review of draft letter for Consent — ARPA allocations.
• Review of ARPA requests potential allocations.
• Tom Gaines discussed an email from the Treasurer about the bond for the morgue.
o Does the BOCC want to use ARPA funds to reduce the bond amount?
• Totals Discussed: $91.,000.00 to Central Services, $52.,770.44 to Coulee City Volunteer Fire Dept.,
$20,000.00 to Coulee City Senior Citizens, $56,000.00 to Boys & Girls Clubs of the Columbia
Basin and $100,000.00 to Grant County Sheriff's Office.
• A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve
$100,,000 for Grant County Animal Outreach and $150,,000.00 for Drumheller Road, with the
rest of the funds to be applied towards the Coroner's Office. The motion passed unanimously.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
a. Jerome Wawers — Spoke about items on consent, and read Shel Silverstein poems to the
Commissioners.
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Jones to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
a. Request Random Acts of Kindness Day/Week Proclamation.
• Commissioners Roundtable — Miscellaneous Discussion
a. ARPA Final Plans—Jacob's Well Beneficiary Agreement has not been updated. Walk-on
item with a statement about the funding.
b. Walk -On Items: Title VI Plan for LPAs with Populations over 75,000 from Public Works,
Out of State Travel Request from New Hope, Letter of ARPA distributions and Jacob's
Well Beneficiary Agreement statement.
c. Discussion was held about the board recommendations on consent.
d. C Carter discussed virtual exchanges with Reina —potentially going to use Zoom or
Teams to host student exchange with Sister City.
e. D Stone suggested holding No. 23 to discuss at the Work Session.
• Consent Agenda — (Items 1 through 30) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.

• A motion was made by Commissioner Stone to approve Consent Items 1 through 30,
withdrawing item 7 and holding item 23 for one week. Commissioner Jones seconded. The
motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $9,522,188.80)
CENTRAL SERVICES
2. Central Services is requesting ARPA funds in the amount of $91,000.00. These funds are for
AVIDEX equipment and installation for the large Public Works meeting room.
COMMISSIONER'S OFFICE
3. Commissioner's December 2, 2024 Minutes for approval.
4. Resolution 24-135-CC in the matter of establishing the effective date of salaries and benefits for
non -union and non -association personnel.
5. 2025 Animal Shelter Contract with Grant County Animal Outreach to provide shelter services for
animals for which impounding or quarantine is authorized by Grant County. Amount is for
$100,000 per year with a term of January 1, 2025 through December 31, 2025.
6. Special Occasion Liquor License Application for Big Bend Community College Foundation for an
event taking place on March 15, 2025 in the ATEC Building located at 7611 Bolling St., Moses
Lake, WA from 5:00 p.m. to 10:00 p.m.
7. Recommendations of appointment to the Grant County Board of Equalization, and
recommendation of promotion for an Alternate Member to Member. (Withdrawn)
8. Recommendation for reappointment from the Housing Authority of Grant County. (The BOCC
re -appointed Bob Bernd to another five-year term beginning December 2, 2024 — December 1,
2029)
9. LTAC Grant Agreements as follows:
a. LTAC Grant Agreement 2025-36 to Ridge Riders Saddle Club for Colorama Pro Rodeo in
the amount of $20,000.00.,
b. LTAC Grant Agreement 2025-37 to Ridge Riders Saddle Club for Ridge Riders Jr. Rodeo in
the amount of $5,000.00,, and
c. LTAC Grant Agreement 2025-35 to Ridge Rider Saddle Club for The Cleatis Lacy Memorial
Bull Event in the amount of $5,,000.00.
10. 2025 Grant County Travel Planner Contract with Grant County by and through Grant County
Tourism Advisory Committee and Columbia Basin Publishing for 40,000Grant County Travel
Planners in the amount of $40,000.00. Contract term is January 1, 2025 through December 31,
2025 to be paid out of fund 114.156.
11. Subrecipient Agreement between Community Services of Moses Lake and Grant County.
Alternative USDA Farmers to Food Box Program, WSDA Contract No. K5556 in the amount of
$75,054.29. Term is December 17, 2024 through June 30, 2025.

14. Reimbursement request from New Hope on the Consolidated Homeless Grant (CHG) No. 24-
46108-10 in the amount on $32,976.06 for November 2024 services.

DEVELOPMENT SERVICES
22. SaaS Subscription and Service Agreement between Granicus and Development Services for the
continued use of their permitting platform known as SmartGov. Contract amended to add a
Transient Residence Module to manage this program.
PUBLIC DEFENSE
23. Renewal Contract for 2025 to 2026 Juvenile with Peter Hibbard — Professional Service
Agreement (PSA). (Held to December 31, 2024 Consent)

24. Amended Interlocal Agreement between Grant County and the Regional Board of Mayors
(RBOM)., Award Sub -Grant for the reimbursement of costs incurred from oil and organic waste
recycling. (Resolution 24-136-CC)
25. Requesting permission for Andy Booth to sign Grant Agreement No. SWMLSWFA-2325-GrCoPW-
0013 Amendment No. 1 with Washington State Department of Ecology, Local Solid Waste
Financial Assistance. Purpose of the agreement is to amend the task budgets and slightly
decrease total grant funds by $1,336.00. Term is July 1, 2023 to June 30, 2025.

26. Request for Board Chair to sign additional RAP Grant Match of $185,000.00 for Road H-SE
Bridge. Signature will be online via Adobe DocuSign.
TECHNOLOGY SERVICES
27. Purchase Order No. 1010 to L-Corn Connectivity for miscellaneous equipment related to the
Fairgrounds Camera/Safety project in the amount of $16,899.04. To be paid out of GCTS 2025
budgeted fund 501.179.
28. Purchase Order No. 1009 to Ubiquiti for miscellaneous equipment related to the Fairgrounds
Camera/Safety project in the amount of $12,394.46. To be paid out of GCTS 2025 budgeted fund
501.179.
29. Purchase Order No. 1008 to Motorola Solutions for annual software maintenance in the amount
of $42,793.34. This software is used by the Sheriff's Office. Term is January 1, 2025 through
December 31, 2025. To be paid out of GCTS 2025 budgeted fund 501.179.
30. Purchase Order No. 1012 to Guardian RFID for annual software renewal in the amount of
$16,944.00. This software is used by the Sheriff s Office. Term is January 12, 2025 through
January 11, 2025. To be paid out of GCTS 2025 budgeted fund 501.179.
Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon together) A motion was made by Commissioner Jones
to approve the four (4) walk on items as presented. Commissioner Stone seconded. The
motion passed unanimously.
1. Title VI Plan for LPAs with Populations over 75,000 from Grant County Public Works
2. Out of State Travel request for Trisha Glenn and Elisa Adolphsen to attend the
Courthouse Facility Dog Training Camp in Maui, Hawaii. Travel dates are January 19,
2025 through January 25, 2025. (This item was withdrawn via email from the
Director on 12127124)
3. ARPA allocation of funds in the amount of $319,770.44 to Central Services, Coulee
City Volunteer Fire Department, Coulee City Senior Citizens, Boys and Girls Clubs of
the Columbia Basin and the Grant County Sheriff's Office.
4. ARPA allocation adjustment for Jacob's Well from $72,000 to $44,000.

• Tom Gaines sent a PowerPoint to the Commissioners about the Port property.
Pursuant to RCW 42.30.110(1)(g), Commissioner Carter called an Executive Session beginning at
3:04 p.m. to go until 3:15 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones and Decorah Anderson -Cook, Director of Human Resources.
Commissioner Carter closed the session at 3:15 p.m.
