The Grant County Commissioner's Session was called to order at 8:30 a.m. with Commissioners Carter
and Stone in attendance. Commissioner Jones joined via Zoom at 8:40 a.m. and joined in person at
11:09 a.m.
8:30 a.m. — 8:45 a.m. T Gaines, Admin Director of Central Services Update
• Review of Consent Items.
o Discussion was held about the use of ARPA funds in Consent Item 3.
o D Stone asked about tying this project to Covid
o Consent Item 24 — annual software renewal.
• Port property Appraisal discussed.
o Discussion was held about the property.
• Moses Lake School District did not receive any bids on the property and has not reached out to
the County regarding the sale.
• Jim Nelson is asking for a schedule of events for the bond for the Jail and Morgue. Tom to reach
out this morning.
• Year-end cleanup with GCTS and Fairgrounds.
o Notice of Completions fulfilled — projects are fully completed.

• State Auditor Exit Meeting next week. Mandy reviewed the findings.
• November's Commissioner Report
o Budget Extension scheduled for the end of the year.
• 2025 Budget Adoption
0 2.8% Cola is what is in the approved budget, but the actual Cola is 2.59%.
o Discussion was held about approval of the change in Cola and the purchase of two new
vehicles for the Assessor's Office.
o R Jones asks if Capital is rolled from year-to-year. Mandy explained the process.
o Mandy Kim presented to the BOCC revised budget spreadsheets. The budget they
adopted on 12/3/24 had old COLA percentage and did not include 2 Jeep Wranglers that
Mandy/Assessor had forgotten to roll into the 2025 budget. Mandy explained the
sheets with the new 2.59% COLA. The Clerk of the Board will add these sheets to the
hearing folder for future reference.
• Small and Attractive Items Policy — Mandy is almost completed with it.
• Museum budget 2024 —The last meeting was supposed to be discussing his outstanding
overages for this year ... Commissioners did not tell him that he would not be reimbursed.
o The bills have been submitted to the Commissioners for reimbursement, but he does
not understand that they are not going to be.
o Discussion was held about his LTAC Grant.
o Oct/Nov payroll, taxes and most likely December expenses will not be reimbursed.

o Discussion was held about 2025 insurance costs for the Museum.
o Board to request a new 2025 budget for the museum.
• Komaki City Exchange budgeted for 2025.

needs a formal letter that they are reimbursing the county. DS will write a letter to the City.

o DS asked if the Public Works items were reviewed by PAO. Rebecca and Staff stated
yes. DS also asked about Renew and Sheriff's Office agreements, they were also
reviewed by PAO.

o DS District 1—Health District; City of George Wastewater Facility Plan/Meeting
o RJ District 2 — NACO Leadership group meeting; City of Moses Lake City Manager
Interviews.
o CC District 3 — No funding for Japanese exchange; Museum budget; Public Works roads
anti -icing processes.
• 2024 Museum Invoices to be Paid (EE) —will not be reimbursing the museum for their overage in
the 2024 budget.
• Regional Diversion Workgroup Interlocal Agreement and Contract for Services (CC) —Rebekah
Kaylor recommended edits and changes.

• WSDOT Property — Good shrubsteppe mitigation parcel. The cost.is approx $17,600. PW will do
a preliminary investigation and notify them that Grant County Solid Waste is interested in the
parcel.

The Chair of the Board was authorized to sign the G&K Ventures Properties (G&K Ventures Properties

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their
December 13, 2024 payroll.

The Grant County Commissioner's Session was continued at 8:30 a.m. with Commissioner Carter in
attendance. Commissioner Stone attended via Zoom. Commissioner Jones was excused for the morning,
and joined via Zoom at 10:01 a.m.

1:02 p.m. to go until 1:12 p.m. regarding Negotiations. In attendance were Commissioners Carter,

• Tony asked if the Board directed him to proceed with the original package and guidelines. The
board says that is correct.

• Position reclassification discussion on December 31, 2024.
• Discussion was held about the process for policy updates.

The Commissioners reviewed and approved Grant County Personnel Policy 1700- Records Retention.

o Jerome Wawers discussed Item 7 on the agenda. He feels that Sam Dart will bean
excellent candidate
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.

made by Commissioner Stone to approve items 1-24, removing item 2 and holding item 3, and
acknowledging CC abstaining to item 9. The motion was seconded by Commissioner Jones
and the motion passed unanimously. Commissioner Stone moved to rescind his first motion.
Commissioner Jones seconded and the motion passed unanimously. Commissioner Stone
moved to approve items 1-24, withdrawing item 2, holding item 3 for 1 week, acknowledging
that Commissioner Carter will abstain from item 9, deny item 13. Commissioner Jones
seconded and the motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amounts of $152,691.00 and
$682,990.04)
2. Letter requesting approval for Felycite Guerra to be hired at a Band 13, Step 4. (Withdrawn)
CENTRAL SERVICES
3. ARPA Request: Central Services is requesting ARPA funds in the amount of $91,000.00. These
funds are for AVIDEX equipment and installation for the large Public Works meeting room.

COMMISSIONER'S OFFICE
4. Commissioners November 18, 2024 and November 25, 2024 Minutes for approval.
5. Request from the Mosquito Control District No. 1 for permission to operate within the borders
of Grant County for the purpose of mosquito abatement for 2025.
6. Held from December 10, 2024 Consent: Amended recommendation from the Tourism Advisory
Committee to renew the Marketing Manager Contract with Coulee Creative.

The Committee recommends increasing the Marketing Retainer to $87,000.00 for the cost of
Cola, plus loss of marketing commission. Term of the contract is January 1, 2025 through
December 31, 2025.
7. Recommendation of appointment from the Executive General Manager of the Moses Lake
Irrigation and Rehabilitation District (MLIRD) Board of Directors for the unexpired term for
Position #4. (The BOCC appointed Sam Dart to the position which expires the first Monday of
January 2026)
8. Recommendation from the Veterans Advisory Board for appointment to the vacant At -Large
position. (The BOCC appointed Ricardo Garces to a term of January 1, 2024 —December 31,
2028)
9. LTAC Grant Agreement 2025-38 to Royal City Summerfest Committee in the amount of
$6.,000.00 for the Royal City Summerfest. (Commissioner Carter abstained from the vote)

SHERIFF'S OFFICE
20. Out of State Travel Request Amendment for Tucker, Millard and Jay to attend annual Shot Show
Expo in Las Vegas, Nevada. Departure modification — now leaving January 19, 2025 to attend
Range Event.
21. Out of State Travel Request for Interagency Narcotics Enforcement Team (INET), partners and
Crime Reduction Team to travel to Coeur d'Alene, Idaho to attend the annual Washington Stae
Narcotics Investigators Conference. Attendees are: Mansford, Wentworth, Smith, Judkins,
Kottong, Talbot, Guernsey, Paul, Ball and Davis. Dates of travel are April 6, 2025, returning April
10, 2025. Estimated cost is $14,000.00.
22. Out of State Travel Request for Sergeant Seth Henkel to travel to Modesto, California to attend
Advanced Arrest and Control Instructor Training. This training is required to maintain his
instructor certification. Departure date is February 16, 2025 to return February 22, 2025.
Estimated costs is $3,250.00.
23. Requesting permission for Phillip Coats to sign the STOP Grant for 2025. This grant provides
reimbursement for overtime funds used during the DV Dockets on Tuesdays. This is a
reoccurring grant.
TECHNOLOGY SERVICES
24. Purchase Order No. 1011 to RockDove solutions for the annual software maintenance renewal
of In Case of Crisis Prepare Enterprise, $15,180.00. Term is January 1, 2025 through December
311 2025. This is a 2025 budgeted software expense to be paid out of fund 501.179.

• Walk-on item: A motion was made by Commissioner Jones, seconded by Commissioner Stone,
to approve the walk-on item as presented. The motion passed unanimously.
o Washington State Department of Transportation Local Agency Agreement Supplement 1
to Agreement No. LA10057 in the amount of $108,125.00 for the Grape and Maple road
project.
