The Grant County Commissioner's Session was called to order at 8:30 a.m. with Commissioners Carter
and Stone in attendance via Zoom. Commissioner Carter joined in person at 8:45 a.m. Commissioner
Jones attended in person at 8:47 a.m.

• Dentist's Office — Complete set of plans. Tom is working on the bid documents — should be out

beginning at 10:31 a.m. to go until 10:41 a.m. regarding Real Estate Acquisition and Sale. In attendance

• Discussion about the Eastern Washington Council of Governments Clerk.

o Item No. 9 — Potential conflict of interest. Commissioners feel confident in the legal
review despite the potential conflict.
o Item No. 11— D Stone asked what fund this would be paid from. Desiree explained that
it would still come from the ARPA funds for AV.

• Commissioner District Updates
o District 1: Center Senior Living; Senior Center to go in Center Grade School building in
Grand Coulee —they will be moving forward on getting funding. Pumped Storage
Hydropower Meeting, Greater Team Monthly Check -in, Ephrata Forward, Cave B
Community Connect Event.
o District 2: R Jones spoke with Jim McKiernan for future Point of Sale options. Toured
Chelan County Juvenile Center — discussed the plans for the future, and costs. Homeless
Housing Task Force Meeting; Plan to have Work Session among Task Force members,
and a meeting with service providers/grant recipients for how to spend funds.
o District 3: Moving forward with Tyler Tech. George Wastewater meeting; Department of
Ecology is not permitting solid waste lagoons. Live Nation; happy with the road
widening. Complaints about the cell service in the Gorge area when there are a lot of
people there. New complaints about campgrounds around the Gorge.

• Moses Lake Irrigation and Rehabilitation District Board of Directors Applications
o Application and appointment letter to be on consent next week. Sam Castro spoke
about the applicant and his recommendation.
• Washington State Department of Transportation (WSDOT) Surplus Property
o Dave Bren discussed the parcels. Could be used for Shrubsteppe mitigation bank.
o D Stone asked if Public Works had spoken with Development Services about this?
Development Services is aware of this area.
o Staff to reach out to WSDOT to ask about the cost of the property —Grant County might
be interested.
2:00 p.m. — 2:55 p.m. Public Works Update (Commissioner Jones attended at 2:03 p.m.)
In attendance: Andy Booth, Interim Director, Dave Bren, County Engineer and John Brissey, Road
Supervisor.
• Tech Equipment for PW Meeting Room Funding
o Tom and Keith to contact Avidex about the cost of the upgrades and to get back to
Public Works soon.
o Discussion was held about using ARPA funds for the cost.

In attendance: Kevin McCrae, Chief Civil Deputy Prosecuting Attorney and Rebekah Kaylor, Chief Civil

Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
8:30 a.m. to go until 8:40 a.m. regarding Litigation. In attendance were Commissioners Carter
and Jones, Commissioner Stone (via Zoom), Karl Waring, Kevin McCrae and Rebekah Kaylor,
Prosecuting Attorneys Office. Commissioner Carter closed the session at 8:40 a.m.

• Discussion was held about the adopted COLA for 2025 at 2.88%. It is now being discussed that
the amount should be lower, 2.59%. Should there be another public hearing?
9:00 a.m. — 9:25 a.m. Museum 2024 Budget Discussion
In attendance: John Carranco, Museum, Mandy Kim, Chief Financial Officer
• Discussion was held about their 2024 budget to make payroll for the end of the year.
• They could use assistance with payroll functions and processing taxes.
• He would like to purchase a reader board. Potentially use LTAC funds?
• Church request to purchase a portion of the museum parking lot. They informed John that this
idea is being discussed.

In attendance: Suhail Palacios, Juvenile Court and Youth Services Administrator.

• Discussion was held about the homeless issues currently at the sand dunes. Photos have been
received.
• Dave Bren suggested creating a recreation district.
• WA State Department of Transportation has offered property to the County for the amount of
$17, 600.00.

• Discussion was held about the Risk Manager Position — also discussed during Kirk's update.
o C Carter asked Kirk if he'd be willing to have the Risk Manager position under him.
o Commissioners agreed to have the position under Kirk.

• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
o Jamie Eddie discussed the soon to be old Samaritan Hospital and wondered if the county
could use it for the future Coroner's Office. CC stated she has talked to state legislators
who would like to potentially use it for behavioral health. He suggested putting an
article in the newspaper. He also discussed traffic on Northlake Road and placing a
bridge over Rocky Ford to get to Hiawatha Road. CC explained that the cost was very
high and the State would need to make it a State Highway. Dave Bren, County Engineer,
discussed what Public Works is working on now.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
o WSDOT parcel is available in the amount of $17,600. Public Works is interested. Dave
Bren will look into this and will discuss at their next Public Works meeting and he will
respond to the .email.
o CC Royal Knights sports team went to state — discussion was held about teams that went
to state.
o Christmas cards
• Commissioners Roundtable — Miscellaneous Discussion
o DS remove items 4 and 5 from agenda, and put them into the discussion at the end of
the meeting.
o BV — BOCC can fully attend remote
o Year End Budget Extension proposed by Accounting is $4,282,000.00. Mandy Kim
explained.
o DS discussed items 4 and 5. He is concerned for the increase being requested by
Tourism for their Marketing Manager. RJ agrees with DS. CC reached out to Tourism

Committee and they are in support of Coulee Creative and increasing the wage. The
BOCC voted to hold items 4 and 5 for
• Consent Agenda — (Items 1 through 29) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Jones, to approve the consent
agenda as presented but pulling item 2, deny item 4, hold item 5 for 1 week until 12/27/24,
and not pay item 8 until 1/1/25. Discussion — Caitlin will give the BOCC the phone numbers to
the Tourism Advisory Committee members in their districts. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $1,377,169.89)
CENTRAL SERVICES
2. Held from December 3, 2024 Consent: Request to proceed with planning and design of the new
Coroner's Office on aCounty-owned parcel on Randolph Road in Moses Lake. Grant County
owns this property and can begin right away. This site has already been studied, is zoned
correctly and the entire team is on board. (Withdrawn)
COMMISSIONER'S OFFICE
3. Resolution No. 24-132-CC for Strategic Infrastructure Program (SIP) Advisory Committee
Recommendations for funding. Recommendations are for SIP 2024-06 Port District No. 8
(Warden) in the amount of $100,.000 and SIP 2024-07 Grant County Hospital District No. 1
(McKay Healthcare) in the amount of $373,.470.
4. Held from November 26, 2024 Consent: Recommendation from the Tourism Advisory Committee
to renew the Marketing Manager Contract with Coulee Creative. The Committee recommends
increasing the Marketing Retainer to $42,768.00 for the cost of Cola, plus estimated loss of
marketing commission. (Denied)
5. Amended recommendation from the Tourism Advisory Committee to renew the Marketing
Manager Contract with Coulee Creative. The Committee recommends increasing the Marketing
Retainer to $87,000.00 for the cost of Cola, plus loss of marketing commission. Term of the
contract is January 1, 2025 through December 31, 2025. (Held until the 12/17/24 Consent
Agenda)
6. Approval of Invoice from Economic Development Council (EDC) in the amount of $37,500.00 for
Membership Dues.
7. Approval of invoices from Coulee Creative for reimbursement up to $44,.823.21, which is the
remainder of funds allocated for Tourism Advisory Committee's Professional Services and
Tourist Advertising.
8. Held from December 3, 2024 Consent: Contract with Potts &Associates for legislative
representation in Olympia during the legislative sessions. The amount is $5,280.00 with a term
of January 1, 2025 through December 31, 2026. No change in the dollar amount from 2024.

9. American Rescue Plan Act (ARPA) Beneficiary Agreement between Crossroads Resource Center
and Grant County in the amount of $75.,000. Term is March 3, 2021 through September 30,
2026.
10. American Rescue Plan Act (ARPA) Beneficiary Agreement between Moses Lake School
District/Early Learning Preschool and Grant County in the amount of $60,000. Term is March 3,
2021 through September 30, 2026.
11. Destination Marketing Organization Marketing and Promotion Contract for Hotel/Motel Lodging
Tax Revenues with Beckwith Consulting for the development of a county -wide, 10-Plus-Year
Sustainable Tourism Master Plan. Term of the contract is January 1, 2025 through December 31,
2026 in the amount of $100,.000 for Calendar Year 2025 to be paid from allocated LTAC funds.
12. LTAC Grant Agreements as follows:
a. LTAC Grant Agreement 2025-25 to Masquers Theater of Grant County for Clue: On Stage
in the amount of $3,000.00,
b. LTAC Grant Agreement 2025-26 to Masquers Theater of Grant County for Firebringer in
the amount of $3,000.00,
c. LTAC Grant Agreement 2025-27 to Masquers Theater of Grant County for The Fall Musical
in the amount of $7,000.00,
d. LTAC Grant Agreement 2025-28 to Masquers Theater of Grant County for The Holiday
Show in the amount of $4,000.00, and
e. LTAC Grant Agreement 2025-29 to Masquers Theater of Grant County for The Revlon Girl
in the amount of $3,000.00.
13. Reimbursement request from Housing Authority of Grant County on the Consolidated Homeless
Grant (CHG) No. 24-46108-10 in the amount of $124,774.08 for October expenses.
14. Reimbursement request from McKay Healthcare & Rehabilitation Center on the Strategic
Infrastructure Program (SIP) No. 2023-01 in the amount of $48,974.16.
15. Reimbursement request from Renew on the Community Development Block Grant (CDBG) CV2
No. 20-6221C-111 in the amount of $20,,234.16 for September and October expenses.
16. Reimbursement request from Renew on the American Rescue Plan Act (ARPA) in the amount of
$49,330.51 for Uninsured Services provided.

17. Request to pay the overage to Avidex for the AV Upgrades to the Moses Lake Courtroom in the
amount of $176-06.
PUBLIC DEFENSE
18. Request for signature of a Professional Services Agreement with Licensed Investigator Robert
Gaines. The agreement will start upon signature and end December 31, 2025. Cost is part of the
normal department budget.

21. Authorization to call for bids for the Ephrata Landfill Phase 4 Construction Project. Bid opening
scheduled for January 9, 2025 at 1:00 p.m.

26. Purchase Order No. 1006 to Harris Govern for annual renewal of the PACE Collections MA and E-
Reet Web Portal used by the Treasurer's Office, $39,495.54. Term is January 2025 through
December 2025. 2025 budgeted software maintenance of $29,495.54 to be paid from Fund
501.179, and $10,000.00 to be billed to the Treasurer's Office.
27. Purchase Order No. 1007 to Harris Govern for annual renewal of PACE AppraisalMA, Matrix MA,
Internet Property Search Hosting & Administration, and Marshal & Swift API and MA used in
Assessor's and Treasurer's Offices in the amount of $72,634.27. Term date is January 2025
through December 2025. 2025 budget software main expense to be paid from Fund 501.179.
28. Purchase Order No. 1004 to TeamViewer for annual software renewal, $15,492.50. 2024 budget
software renewal to be paid from Fund 501.179.
29. Purchase Order No. 1003 to Granicus for annual renewal of software in the amount of
$17,895.00 for Redaction Licenses, PST Email Extractor, FOIA Module Non -Enterprise and WA
State JLARC Reporting. This is used by Public Records/BOCC. 2025 Budgeted Expense to be paid
out of Fund 501.179.

Pursuant to RCW 42.30.110(1)(g), Commissioner Carter called an Executive Session beginning at 3:02
p.m. to go until 3:20 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter
and Jones, Commissioner Stone via Zoom and Dell Anderson, Renew. Commissioner Carter closed the
session at 3:20 p.m.

Policy
The Commissioners held an Open Record Public Hearing for the adoption of the Public Works
Engineering Services Fees Policy #25-01.
Dave Bren, County Engineer gave an overview of their request.
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the policy as presented. Commissioner Carter seconded and
the motion passed unanimously. The hearing adjourned. (Resolution No. 24-133-CC)
