The Grant County Commissioner's Session was called to order at 8:31 a.m. with Commissioners Carter
and Stone in attendance. Commissioner Jones joined in person at 8:33 a.m.
8:30 a.m. — 8:45 a.m. T Gaines, Admin Director of Central Services Update
• Review of Central Services Consent Items.
o Tom will email Moses Lake School District to rescind purchase offer if Consent Item No.
2 is approved.
• 2025 NACo High Performance Leadership Course — Discussion of employees to attend.
• Staffing Update.
• Tom asked the Commissioners if they'd like him to attend the Ephrata Forward Meetings.
o Commissioners agreed that Tom would benefit from attending these meetings.
• Tom to work with staff to schedule another Executive Session Meeting.
• Commissioners gave Tom permission to contact the Port about the fact that they were
discussing using County property near the Port for the Coroner's Office

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously.
Commissioner Stone asked for the floor. He asked Barbara Vasquez, Clerk of the Board if one motion
would suffice, or if he should make one motion for each item. Barbara replied that one motion would be
fine.
A motion was made by Commissioner Stone to approve the Resolution for Levies on Current Expense,
approve the Resolution for Levies on County Roads, approve the Resolution for Noxious Weed
Assessments, and continue the Public Hearing to consider the 2025 Budget. Commissioner Jones
seconded. Discussion was held about the date that the Hearing will be continued to. Commissioner
Stone amended his motion to state that the Public Hearing will be continued to December 3, 2024 at
4:00 p.m. in the Commissioner's Hearing Room to discuss the 2025 Budget Adoption. Commissioner
Jones seconded the amended motion. The motion passed unanimously. (Noxious Weed Resolution No.

Pursuant to RCW 42.30.110 (1)(f), Commissioner Carter called an Executive Session beginning at
3:02 p.m. to go until 3:25 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter, Stone and Jones, and Brett Hill, Director of Public Defense. Commissioner
Carter closed the session at 3:25 p.m.
4:00 p.m. — 4:15 p.m. Certification of Levies to the County Assessor per RCW 84.52.070
Barbara Vasquez gave an overview of the process and shared the spreadsheet for the Commissioners to
review.
Pursuant to the provisions of RCW 84.52.070, Commissioner Stone made a motion that the
Commissioners acknowledge the receipt of the 2025 budgets and estimates submitted for Levy
Certifications. Commissioner Jones seconded the motion. The motion passed unanimously.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their
November 27, 2024 payroll.
The Chair of the Board was authorized to sign the Heath Gimmestad (Warden 123 Short Plat) File #P24-
0343 (preliminary P24-0028) Final Plat Submission and Review.

The Grant County Commissioner's session was continued at 8:30 a.m. with Commissioners Stone and
Jones in attendance. Commissioner Carter attended via Zoom.

In attendance: Kevin McCrae, Prosecuting Attorney, Rebekah Kaylor, Chief Deputy Prosecuting Attorney.
• D Stone asked if he could have a copy of his files.
o Kevin said that anything that was considered a Public Record would be fine for D Stone
to take, but anything considered confidential could cause problems.
• D Stone asked about the TIF — does this affect the County?
o Discussion was held about the potential effects.
• Supreme Court meets to discuss Public Defense standards.
• Discussion was held about staffing in the Prosecuting Attorney's Office.
9:00 a.m. — 9:55 a.m. Department Head Review with Human Resources (Commissioner Carter
did not attend)
Pursuant to RCW 42.30.110(1)(g), Commissioner Stone called an Executive Session beginning at
9:02 a.m. to go until 9:22 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Stone and Jones. The session was continued to 9:55 a.m. Commissioner Stone
closed the session at 9:55 a.m. No decisions were made.
10:00 a.m. —10:55 a.m. American Rescue Plan Act (ARPA) Funding Discussion Meeting
(Commissioner Carter attended via Zoom at 10:03 a.m.)
• County Lost Revenue to go towards the soft cost of the Morgue.
• Shifting of funding for New Hope — Karrie Stockton (Grants Administration Specialist)
recommends shifting all New Hope funds into County Lost Revenue Portion.
• Discussion was held about the use of remaining funds.
o D Stone read an update from Jacob's Well regarding the 501c(3)
o C Carter asked about allocating some funds for the Grant County Sheriff's Office.
• Review of ARPA budget.
• D Stone asked for approval to move forward with Crossroads Resource Center and Early
Learning Center.

6:00 p.m. not to go longer than 9:00 p.m.

• Discussion was held about the Vet Corps Navigator position in 2025.
• Commissioners requested that Gina re -work the requested salary increases for the Prosecuting

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
a. Jerome Wawers — asked about Consent Item 22: Tort Claim. Was asking for clarification
about the request. D Stone said that the Commissioners had the same questions.
Undersheriff McMillan spoke about this — he gave a description of the request and the
incident.
i. D Stone asked — did this go to insurance? John said he didn't think so, this was
hand -delivered to the office.
ii. Chief Deputy Mansford — after this came up, GCSO identified that a better
process needs to be put into place, so this kind of incident doesn't happen
again.
b. Pete Jacobsen — farm around Dune Lake and Moses Lake Sand Dunes. Expressed
concerns about homeless people in the Sand Dunes. Has had incidents of people causing
damage to property/stealing wire. Asked if the Commissioners are doing anything about
it.
i. C Carter responded that the Commissioners are discussing this already. BOCC to
have a meeting with GCSO and the Prosecuting Attorney's Office to discuss this.
ii. Discussion was held about trespassing people from private property.
• Approval of Agenda. A motion was made by Commissioner Jones to approve the agenda as
presented. Commissioner Stone seconded and the motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
a. American Land Council — Request to pay dues. No decision was made.
• Commissioners Roundtable — Miscellaneous Discussion
a. Museum Budget 2024 - $11,000.00 from LTAC Grant has not been reimbursed.
i. Discussion was held about the payroll overage for 2024.
ii. Financial Statement — review of museum CD's. Commissioners have asked them
to adjust and haven't seen it happen. D Stone suggested they cash out CD's. C
Carter agrees.
iii. 2025 - $165,000 requested. Staff to schedule a meeting with John for this.
b. LTAC Swag items to be purchased in 2024 budget. Review of items that could be
purchased in 2025.
c. BOE — Annual Meetings to be scheduled.
• Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone to approve Consent Items 1 through 22, holding items 2 and 7,
and denying items 12 and 13. Commissioner Jones seconded and the motion passed
unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (None)

CENTRAL SERVICES
2. Request to proceed with planning and design of the new Coroner's Office on a County -owned
parcel on Randolph Road in Moses Lake, Washington. Grant County owns this property and can
begin right away. This site has already been studied, is zoned correctly and the entire team is on
board. (Item held to December 10, 2024 Consent)
3. Out of State Travel request for Tom Gaines to attend the National Association of Counties
(NACo) Annual Conference in Washington D.C. Dates are February 27, 2025 through March 5,
2025. Total amount of trip is $2,750.00.
COMMISSIONER'S OFFICE
4. Commissioner's October 21, 2024, October 28, 2024, November 4, 2024, and November 11,
2024 Minutes for approval.
5. Out of State Travel request for Rob Jones to attend the National Association of Counties (NACo)
Annual Conference in Washington, D.C. Dates of travel are February 27 through March 5, 2025.
Estimated cost of trip is $2.,650.00. (Commissioner Jones abstained from the vote)
6. Out of State Travel request for Cindy Carter to travel to Toyoyama/Komaki, Japan for the Sister
City Celebration. Dates of travel are May 14 through May 21, 2025. Estimated cost of trip is
$1,300.00. (Commissioner Carter abstained from the vote)
7. Held from November 19, 2024 Consent: Contract with Potts & Associates for legislative
representation in Olympia during the legislative sessions. The amount is $5,280.00 with a term
of January 1, 2025 — December 31, 2026. No change in the dollar amount from 2024. (Item Held

8. Extension request from McKay Healthcare & Rehabilitation Center on the Strategic
Infrastructure Program (SIP) No. 2023-01 until August 1, 2025 to complete the remaining work.
9. Recommendation of appointment from the Noxious Weed Control Board of Grant County for
Directors of Sections 2 and 4. (The BOCC appointed Alexya Connors to Director of Section 4 for
a 4-year term beginning March 1, 2025 — April 30, 2029; and appointed Summer Sahli to

Assumption Tier 3 Cannabis Producer License No. 416421 to be located at 5735 Road L SE Ste B

JUVENILE COURT & YOUTH SERVICES
14. Permission for Suhail Palacios, Juvenile Court Administrator, to sign Memorandum of
Understanding (MOU) between Grant County Juvenile Court and Latino Civic Alliance. This MOU
will facilitate the sharing of client information to enable Latino Civic Alliance to provide essential
services to Latino families. The proposed term for this agreement is from November 1, 2024 to
November 1, 2025.

15. Resolution No. 24-129-CC in the matter of transferring jurisdiction of bridge 350 on R-NW
Roadlog 30330 in sections 36 on T21NR23EWM and 31 on T21NR24EWM to Grant County PUD.
16. Resolution No. 24-130-CC for adoption an Equipment Rental and Revolving Fund Policy No. 24-
02.
17. Request to transfer network switches to Technology Services to dispose. They are considered
obsolete and no longer used.
18. Request to purchase equipment not on the 2024 budget to replace a 2010 Ford Escape that was
in an accident and declared a total loss.
19. Request to purchase equipment not on the 2024 budget to replace a 2019 automated flagger
device that was damaged and declared a total loss.
20. Due to long delays, Public Works is seeking the approval to purchase equipment and vehicles for
2025 that are listed on the 510 budgets for the 2025 Equipment Expense Program.
21. Authorization to call for bids for a Tandem 10'-20' Chipspreader. Bid opening date will be
January 7, 2025, 9:00 a.m. in the Public Works Meeting Room.
SHERIFF'S OFFICE
22. Reimbursement for lost items for terminated employee — DeLaRosa. Total reimbursement is
$328.42.

The Commissioners held an Open Record Public Hearing, continued from 12/2/24, to adopt the 2025
Grant County Budget.
Discussion was held about the Budget Meetings to be held in November 2025.
Beginning Fund Balance from Reserve needed to balance budget: $4,456,936.00
Mandy Kim, Chief Financial Officer, presented the 2025 Draft Final Budget.
The budgets presented to departments had a 3% COLA increase, but the amount approved by the BOCC
is 2.8%.
D Stone feels if they pass the budget today, they need to make that part of the motion, or don't
adopt until this is fixed.
The Sheriff's Office wages and salary increases were discussed.
$2.3 million allowance is being budgeted for a new employee increase.
Discussion about the Tax Incremental Finance (TIF) in Moses Lake —the Treasurer had concerns.
Discussion was held about previous year's beginning fund reserve transfers.
New employees and salary budgets —they will be going into a different budget so if the BOCC approves,
then they will be moved into the Dept Heads/EO budget. Reduce from $1.3 million to $1.1 million out of
reserve.
Salaries at 2.8% COLA unless the unions have signed.
$3.9 million out of reserve to balance the budget.

A motion was made by Commissioner Stone to change the Cola percentage to 2.8%, referencing the
Grant County Sheriff's Office budget by transferring $2,000,000.00 out of Fund 117, and $3.9 million out
of reserve to balance the budget, employee increases to go into the Training budget, and total Current
Expense at $70,370,032.00 understanding that this will decrease because of the Cola reduction.
Commissioner Jones seconded and the motion passed unanimously.
Commissioner Jones moved to approve the total overall budget for 2025 in the amount of
$318,941,993.00 as presented. Commissioner Stone seconded. Discussion was held by Commissioner
Carter that the $3 million was reduced to $2 million as the transfer from the 117 account. Commissioner
Stone asks if is this accurate with the changes made to the Cola increase. Mandy Kim said yes.
Commissioner Stone asked to verify if the 2025 budget amount includes the 2.8% Cola.
Commissioner Carter stated that there is a friendly amendment to verify that the 2025 overall budget
does include the 2.8% Cola which will reduce the $318 million overall budget amount. Commissioner
Jones seconded the friendly amendment. The motion passed unanimously.
