AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board.
COMMISSIONER'S OFFICE
2. Reimbursement request from Hopesource on the Consolidated Homeless Grant/Emergency
Housing Fund (CHG/EHF) Grant No. 24-46108-10 in the amount of $24,166.83 for October
expenses.
3. Reimbursement request from Big Bend Community College on the American Rescue Plan Act
(ARPA) Grant in the amount of $7,.506.34.
4. Reimbursement request from Grant County Fire District 8 on the American Rescue Plan Act
(ARPA) Grant in the amount of $40.,111.66. All funds have been expended.
5. Held from November 19, 2024 Consent: Application for Funding from Crossroads Resource
Center on the American Rescue Plan Act (ARPA) in the amount of $75,000.00. Remaining
funding amount in the Non -County Allotment is $426,.770.44.
6. Recommendations of reappointment for the Grant County Mosquito Control District #2.
7. Recommendations of appointment from the Grant County Health District For Seats No. 4, 6 and
the Alternate for Seat No. 6.
8. Recommendation from the Tourism Advisory Committee to renew the Marketing Manager
Contract with Coulee Creative. The Committee recommends increasing the Marketing Retainer
to $42,,768.00 for the cost of Cola, plus estimated loss of marketing commission.

DEVELOPMENT SERVICES
11. Washington State Liquor and Cannabis Board change of location license application for Green
Island Organics, LLC Tier 3 Cannabis Producer to be located at 13055 Road 2 NE Unit 3 Moses
Lake, WA 98837. Recommend DENIED under Moratorium (Ordinance No. 24-066-CC) Section 1—
Relocation — Licensure.
EMERGENCY MANAGEMENT
12. Request to surplus equipment purchased with State Homeland Security Grant Funds to the
Moses Lake Regional Tactical Response Team. The equipment was purchased for the team and
is still in working condition. The grants that funded the equipment have now closed.
13. Request to approve State Homeland Security Program Grant Agreement number E25-205. Grant
period is from September 2024 through February 2027 in the amount of $112,078.00. This is a
reoccurring grant.

14. Request to surplus Case 1190 Tractor, Equipment No. 101442 and cancel the request to surplus
MF383 Tractor, Equipment No. 101453. Equipment No. 101442 will be added to the surplus
hearing scheduled for December 10, 2024 at 3:50 p.m., and the MF383 Tractor will be removed
from this list.
JUVENILE
15. Interlocal Agreement between Grant County and Chelan County for Juvenile Detention Services.
This agreement supersedes and completely replaces the agreement previously entered into by
the parties dated January 9, 2023. Term of Contract is upon signature to December 31, 2030.

16. Recommendation to award the 2025 Crushing and Stockpiling Contract to DeAtley Crushing
Company for $1,404,550.00.
RENEW
17. Staffing Agreement with Express Employment Professionals to hire two temporary employees
for Office Services —Light Administrative. The duration is three to six months at $27.50 per hour.
SHERIFF'S OFFICE
18. Out of State Travel Request for Sheena Ohl and Tonya Steele to attend 2025 Laserfiche
Empower Conference in Las Vegas, Nevada. Travel Dates are April 13, 2025 through April 17,
2025 Spokane to Las Vegas direct flight. Estimated cost is $3,400.00.
19. Request to pay Chase Bank for the payoff of a 2024 Subaru Impreza that was seized by Grant
County Sheriff's Office. The amount is $20,745.28 to be paid out of the 109 State Drug Seizure
fund.
