A parcel owner within our district has demonstrated a sincere interest in serving on
the Moses Lake Irrigation and Rehabilitation Board of Directors. Mr. Dart has
approached me on a few occasions regarding the district's business and
responsibilities as a rate payer. Mr. Dart has lived within the district for many
years. I encourage you to consider Sam Darts application for the position. As the
Executive General Manager, I recommend Mr. Dart for the vacant MLIRD position 4

Re: Vacancy on the MLIRD Board of Directors
Dear Commissioners,
Moses Lake Irrigation &Rehabilitation District (MLIRD) hereby notifies the Grant County Board of
Commissioners that MLIRD's Director Position #4 is vacant. This position has one year remaining of a
three-year term.
The unexpired term for Position #4 ends on the first Monday of January 2026 (2020-002). However,
the term of the successor is governed by RCW 87.03.081, which provides in relevant part:
A vacancy in the office of director shall be filled by appointment by the board of county
commissioners of the county in which the proceedings for the organization of the district were
had. At the next annual election occurring thirty days or more after the date of the
appointment, a successor shall be elected who shall take office on the first Tuesday in January
following and shall serve for the remainder of the unexpired term...

MLIRD asks that the Grant County Commissioners to appoint a Director for Position #4.
