TUESDAY, NOVEMBER 26, 2024 The Grant County Commissioner's Session continued at 8:30 a.m. with Commissioners Stone and Jones in attendance. Commissioner Carter attended via Zoom, and joined in person at 10:00 a.m. 8:30 a.m. — 8:55 a.m. K McCrae, Prosecuting Attorney Update In attendance: Kevin McCrae, Prosecuting Attorney, Rebekah Kaylor, Chief Deputy Prosecuting Attorney • Rebekah reiterated the need for a sign for the table regarding the recording. Staff informed that the sign is ordered. • Homeless encampment at Sand Dunes. o Property owner has put "No Trespassing" signs. What does the County want to do? o Discussion was held about camping in Sand Dunes. o Kevin said they can help write an ordinance, just need direction from Commissioners. • Weapons not allowed in the Hearing Room/Courthouse. o Rebekah reviewed the statute and is concerned that there is no signage stating that no weapons are allowed in the courthouse. Language in the statute is that the County "must" have signage. o Signage at entrances: suggested wording found on MRSC. o Discussion was held about open/concealed carry of firearms in the courthouse. Pursuant to RCW 42.30.110(1)(i), Commissioner Stone called an Executive Session beginning at 8:48 a.m. to go until 8:53 a.m. regarding Litigation. In attendance were Commissioners Stone and Jones, Commissioner Carter via Zoom, Kevin McCrae, Prosecuting Attorney, and Rebekah Kaylor, Chief Deputy Prosecuting Attorney. Commissioner Stone closed the session at 8:53 a.m. No decision was made. • Recommendation from MLIRD Board Opening o Recommendation from the Executive Manager Page 5 of 10 Grant County Commissioners Minutes Week of November 25, 2024 o Rebekah looked into this — no official process. Cindy said advertising and interviewing applicants. o Commissioners decided to wait to appoint until they know how many applications they got. D Stone to reach out to Sam Castro about his recommendation. 9:00 a.m. — 9:55 a.m. D Anderson, Renew Update • Directions in Community Living (DCL) o State Audit was completed —Renew is the first agency in 2024 to have no corrective actions needed after the surprise State Audit. • Opioid Abatement Council (OAC) and Grant County Request for Proposal (RFP) o Review of the last OAC meeting. Fund distribution chosen, and contract updates made. o Carelon has offered to prepare the RFP for Grant County at no additional cost. Dell and C Carter to meet about this and send the RFP to Prosecuting Attorneys Office. o Committee is needed to review the proposals. • Office Space o Building does not have the capacity to expand. Kevin Schmidt is getting an engineer in to confirm if it is possible to expand the office. • On call o Dell gave a summary of this program. o Renew has money in the 2024 budget for the purchase of this program. 10:00 a.m. —11:00 a.m. C Carter, Canvassing Board 10:00 a.m. —10:25 a.m. B Hill, Public Defense Update (C Carter at Canvassing Board) • End of Year Budget update • Caseloads are decent — review o R Jones asked if Superior Court was backlogged. Brett said no. • Discussion about Controlled Substance Cases. • Trespass notices/enforcement. • Contract renewals • Interpreter renewals 11:00 a.m. —11:55 a.m. T Gaines, Jail and Morgue Monthly Update In attendance: Tom Gaines, Admin Director of Central Services, Shane Heston, WCRG Insurance, Darryl Pheasant, Treasurer, Chief Deputy Phil Coats, Grant County Sheriff's Office. • Future 311 Fund Stakeholder meeting to be merged with Jail and Morgue Update • Tom presented current pictures of the site. • Change orders discussed. • Discussion about the new location for the Morgue. o Commissioners agreed to move on from the purchase of property from the Moses Lake School District. o Review of parcel location and boundary. Page 6 of 10 Grant County Commissioners Minutes Week of November 25, 2024 • Discussion was held about the Grant County Animal Outreach building 12:00 p.m. —1:00 p.m. PUD Luncheon (Tequilas) 1:00 p.m. —1:25 p.m. 2025 Current Expense Levy Discussion (cont'd from 11/19/24) In attendance: Gina Saldana, Human Resources, Melissa McKnight, Assessor, Darryl Pheasant, Treasurer, Barbara J. Vasquez, Clerk of the Board, Mandy Kim, Chief Financial Officer. • Discussion about the Current Expense Levy rate. • Discussion was held about the motions needed to be made. • C Carter discussed budget cuts in 2025. A motion was made by Commissioner Stone to take Banked Capacity and New Construction for the 2025 year as presented in the worksheet submitted by the County Assessor. Also, to set the Mental Health levy at $460,000.00 and Veterans Relief at $210,000.00 and take all three refunds amounts as presented by the Treasurer. Seconded by Commissioner Jones. Discussion was held about the amounts. The motion passed unanimously. 2:00 p.m.-2:55 p.m. • Call to order Commissioner's Meeting • Open Forum for Citizen Input (3 minutes per person, 15-minute time limit) o Jerome Wawers discussed homelessness at the Sand Dunes. • Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc. None • Commissioners Roundtable — Miscellaneous Discussion o Caitlin Manell told the BOCC that she ordered a sign for the main table in the BOCC hearing room o Wenatchee World invoice for annual subscription — does the BOCC want to renew? BOCC stated cancel. o Caitlin asked what the BOCC would like to purchase as LTAC swag? o RJ has been discussing the ARPA funds with the City of Moses Lake received from Grant County. o Sand dunes / homeless issues were discussed. o Holding 5 and denying 11 in the motion for the consent agenda. Holding item 8 (approving increase and holding the contract for Tourism signature first) • Consent Agenda — (Items 1 through 19) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve item 1-4, 6 and 7, 9 and 10, 12-19, holding 5 and 8, denying item 11 on the agenda. The motion passed unanimously. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (In the amount of $7,253,606.39) COMMISSIONER'S OFFICE 2. Reimbursement request from Hopesource on the Consolidated Homeless Grant/Emergency Housing Fund (CHG/EHF) Grant No. 24-46108-10 in the amount of $24,166.83 for October expenses. 3. Reimbursement request from Big Bend Community College on the American Rescue Plan Act (ARPA) Grant in the amount of $7,506.34. 4. Reimbursement request from Grant County Fire District 8 on the American Rescue Plan Act (ARPA) Grant in the amount of $401111.66. All funds have been expended. 5. Held from November 19, 2024 Consent: Application for Funding from Crossroads Resource Center on the American Rescue Plan Act (ARPA) in the amount of $75,000.00. Remaining funding amount in the Non -County Allotment is $426,770.44. (Item held until the December 3, 2024 consent agenda) 6. Recommendations of reappointment for the Grant County Mosquito Control District #2. (The Commissioners re -appointed Dennis Carlson (term December 6 2024 — December 5, 2026) and Jerry Kennedy (term November 26, 2024 — November 26, 2026). 7. Recommendations of appointment from the Grant County Health District For Seats No. 4, 6 and the Alternate for Seat No. 6. (The Commissioners appointed Deanna Martinez representing Seat #4 — City/Town Elected Official; term January 1, 2025 — December 31, 2026; Jessica Poulos representing Seat #6 — Consumer of Public Health; term is January 1, 2025 — December 31, 2026; and Megan Diamond as alternate to Seat #6 — Consumer of Public Health; term is January 1, 2025 — December 31, 2026) 8. Recommendation from the Tourism Advisory Committee to renew the Marketing Manager Contract with Coulee Creative. The Committee recommends increasing the Marketing Retainer to $42,,768.00 for the cost of Cola, plus estimated loss of marketing commission. (The BOCC approved the increase in Marketing Retainer. The contract will be presented to the BOCC at a later date) 9. Request from Coulee Creative to sign on behalf of Grant County for the purchase of a Video Production Proposal by Voortex Productions in the amount of $33,500.00 to be paid out of Fund 114.156. 10. Recommend DENIAL under Moratorium (Ordinance No. 24-066-CC) Section 1— Relocation — Licensure. EMERGENCY MANAGEMENT 12. Request to surplus equipment purchased with State Homeland Security Grant Funds to the Moses Lake Regional Tactical Response Team. The equipment was purchased for the team and is still in working condition. The grants that funded the equipment have now closed. (Resolution No. 24-124-CC) 13. Request to approve Washington Military Department Homeland Security Program Grant Agreement number E25-205. Grant period is from September 1, 2024 through February 28, 2027 in the amount of $112,078.00. This is a reoccurring grant. FAIRGRnlINnC. 14. Request to surplus Case 1190 Tractor, Equipment No. 101442 and cancel the request to surplus MF383 Tractor, Equipment No. 101453. Equipment No. 101442 will be added to the surplus hearing scheduled for December 10, 2024 at 3:50 p.m., and the MF383 Tractor will be removed from this list. JUVENILE 15. Interlocal Agreement between Grant County and Chelan County for Juvenile Detention Services. This agreement supersedes and completely replaces the agreement previously entered into by the parties dated January 9, 2023. Term of Contract is upon signature to December 31, 2030. Staffing Agreement with Express Employment Professionals to hire two temporary employees for Office Services —Light Administrative. The duration is three to six months at $27.50 per hour. SHERIFF'S OFFICE 18. Out of State Travel Request for Sheena Ohl and Tonya Steele to attend 2025 Laserfiche Empower Conference in Las Vegas, Nevada. Travel Dates are April 13, 2025 through April 17, 2025 Spokane to Las Vegas direct flight. Estimated cost is $3,400.00. 19. Request to pay Chase Bank for the payoff of a 2024 Subaru Impreza that was seized by Grant County Sheriff's Office.
