3. Cannabis Retailer License Application for The Green Seed, Amy Dalluge Enterprise L.L.C. located
at 261 State HWY 28 West, Soap Lake, Washington 98851.
4. Interagency Agreement Contract No. K5556 between Washington State Department of
Agriculture and Grant County. The purpose of the grant is to fill continued gaps in emergency
food resources. Total award amount is $75,054.29, with a term of December 11 2024 through
June 30, 2025.
5. Reimbursement request from Hopesource on the Consolidated Homeless Grant/Emergency
Housing Fund Grant (CHG/EHF) No. 24-46108-10 for September 2024 in the amount of
$26,175.30.
6. Reimbursement request from Big Bend Community College on the American Rescue Plan Act
(ARPA) for the month of September 2024 in the amount of $37,621.84.
7. Reimbursement request from City of Moses Lake on the Consolidated Homeless
Grant/Emergency Housing Fund Grant (CHG/EHF) No. 24-46108-10 for September 2024
expenses in the amount of $49,373.66.

Grant (CHG) No. 24-46108-10 for September 2024 expenses in the amount of $144,539.51.
9. Reimbursement request from New Hope on the Consolidated Homeless Grant/Emergency
Housing Fund Grant (CHG/EHF) No. 24-16408-10 in the amount of $21,965.04 for September
2024 expenses.
10. Reimbursement request from New Hope on the American Rescue Plan Act (ARPA) in the amount
of $23,236.88 for September 2024 expenses.
11. Appointment letter for the Solid Waste Advisory Committee.
12. Storage Rental Agreement with NLA Properties LLC Storage Units located at 205 West Coulee
Blvd., Electric City, Washington 99123 for storage of Tourism Promotion Items. Term of the
agreement is from signature until cancellation. Fee is $85.00 per month due on the first of each
month. This storage unit would replace the unit in Moses Lake, Washington.
13. Request to approve recommendations from the Lodging Tax Advisory Committee for 2025 Grant
County Tourism Promotion Applications for events and year-round promotion. The total amount

Quincy, Washington 98848 for Domestic Winery Privileges <250,000 Liters.

15. Cannabis Processor Application for Assumption from L&P LLC dba NERD14 Processing, Five Leaf
Enterprise LLC located at 6994 Road 10 NE Ste. T, Moses Lake, Washington 98837. DENIED
under Moratorium (Ordinance No. 24-066-CC) Section 1— Re -location or licensure.
FACILITIES AND MAINTENANCE
16. Request to approve contract with Harver Co. to apply acoustic coatings to reduce noise in Old
Courthouse public spaces. Contract amount is $182,973.78, budgeted amount is $205,000.00.
This is a budgeted project in the 2024 Capital Outlay. Project is targeted to be completed this
year.

22. Authorization to call for bids for Westshore Drive Overlay and Sidewalks. Bid opening date to be
November 26, 2024 at 1:00 p.m. Project includes new pavement and sidewalks for 2.12 miles
with an estimated cost of $2,600,00.00 to $2,900,000.00.

the Moses Lake Office. Omnia Contract No. R191803. Total including sales tax is $34,725.80 paid

24. Agreement between Eleos Health Inc. and Grant County dba Renew to implement and deploy
Eleos, including configuration and training. Effective October 29, 2024.
25. Out of State Travel Request for Dell Anderson to attend the Baldrige Performance Excellence
Program and Quest for Excellence Conference in Los Angeles, California from January 22 and 23,
2025 and Baltimore, Maryland from March 29 through April 2, 2025. Estimated cost is $3,976.72
from Fund 108.150.
26. Out of State Travel Request for Juan Padilla to attend Manager Skills Workshop in Escondido,
California from January 23 to 24, 2025. Estimated cost is $1,630.68 from Fund 108.150.
SHERIFF'S OFFICE
27. Pursuit Intervention Technique (PIT) Training use agreement with Nine Mile Hill Properties LLC.
Dates of training are between October 15, 2024 and December 15, 2024. Use of the airport for
