1) Financial: In September 2024, Chelan provided care for 13 of our juveniles,, totaling 190 care days.
This results in an average daily population of 6.33. Based on our quarterly billing cycle, the cost for
September amounts to $32,918, which will be reflected in the quarterly invoice due in October.
For reference, in August 2023, we housed 21 juveniles for a total of 210 care days, with an average daily
population of 7.0, leading to a cost of $34,650.

The Chelan County facility is currently housing seven juveniles from Grant County, all of whom are
facing serious charges. The charges are as follows:
One juvenile is charged with Murder in the Second Degree, Assault in the First Degree, and Drive -by
Shooting.
One juvenile is charged with Unlawful Possession of a Firearm in the First Degree and Trespassing in
the Second Degree.
One juvenile is charged with Assault in the First Degree, Unlawful Possession of a Firearm in the
Second Degree, and Reckless Endangerment.
Two juveniles are each charged with Drive -by Shooting and Assault in the First Degree.
One juvenile is charged with Probation Violation (whereabouts unknown).
The most recent intake is charged with two counts of Assault in the Third Degree.
Recap: Of the six juveniles currently facing serious charges, including murder and assault with a deadly
weapon, five are from last year, and one is from the prior year:
One juvenile was disposed of on January 29, 2024, after being with us for 136 days. He was sentenced
as a juvenile to 386 weeks of confinement, with 136 days credited for time served (CFTS), until the age
of 21.
A second juvenile, sentenced as an adult, was in custody for 284 days until he turned 18. His sentencing
was 144 months.
Athird juvenile, charged as an adult, was with us for273 days until he turned 18. He remains in custody
at the Grant County Jail.
Another juvenile, also being charged as an adult, was in our care for 523 days until he turned 18 in April
of this year and is still at the Grant County Jail.
The fifth juvenile, charged as an adult, was with us for 88 days before turning 18. He also remains at the
Grant County Jail.
The last juvenile, who has been with us for 403days, is being held at Chelan County and is being charged
as a juvenile.

3) Courts:
i. OFFENDER/DIVERSION: Within the Offender Unit, there are currently 232 cases, 162 of
which fall under the category of Diversion.
ii. TRUANCY: At present, there are 138 active petitions with 133 stays in effect. During the
current school year, 1 stay has been filed, no stays have been lifted, and 1 case of
contempt of court has been filed. Additionally, 29 cases have been dismissed.
iii. DEPENDENCY: As of now, our dependency unit manages a total of 146 active cases.
Among these, 103 are assigned to staff, 40 cases are delegated to volunteers, and 3 cases
are actively monitored. The monitored cases, while still active, involve individuals with
legal representation, eliminating the necessity for a Guardian ad Litem (GAL).
4) Chelan: I am currently awaiting Chelan County's counterproposal. After Rebekah reviewed some
of my proposed revisions, I submitted the contract to them on October 81 2024.
5) Administration: We submitted our budget extension to Accounting on October 3, 2024. Once the
documents are returned! I will submit them to the board for consideration.
