verbiage) for county offices and departments and updating the resolution for 2024 and beyond.
The current fee is $30.00 per returned check.
5. Request from Coulee Creative to purchase Fox13 Media Campaign in the amount of $10.,000.00
to run from November through December 2024.
6. Special Occasion Liquor License for the Grant County Fairgrounds Commercial Building located
at 3953 Airway Dr. NE, Moses Lake, WA 98837 for an event taking place on February 1, 2025
from 5:00 p.m. to 11:30 p.m.
7. Reimbursement request from Renew on the American Rescue Plan Act (ARPA) in the amount of
$23344.97 for July 2024 Suicide Prevention, and August 2024 Suicide Prevention in the amount
of $10,159.89 for a total of $33,503.86.
8. Request for signature via DocuSign on the Community Development Block Grant Program
(CDBG) Public Service Grant Interagency Agreement No. 24-62210-005. Grant amount is
$128,000.00 with a term of July 1, 2024 through June 30, 2025.
9. Reimbursement request from Renew on the Community Development Block Grant (CDBG) CV2
No. 20-6221C-111 in the amount of $6,439.34 for August 2024 expenses.
10. Reimbursement request from Grant County Fire District No. 8 on the American Rescue Plan Act
(ARPA) Grant in the amount of $59,888.34, with a remaining balance of $40,.111.66.
11. Request for a budget extension on Resolution No. 24-076-CC for the approved Strategic
Infrastructure Program Projects: Port District 8 Warden, $100,000.00 (SIP 2024-02); City of
Ephrata, $200.,000.00 (SIP 2024-03); City of George, $200,000.00 (SIP 2024-04); McKay
Healthcare, $381,000.00 (SIP 2024-05). Total amount is $881,,000.00.

12. Request to pay annual invoice to Granicus for software services known as SmartGov. Both
Development Services and Public Works utilize this platform for their permitting and inspection
programs. Details of costs and term in memo provided by Development Services.

13. Help America Vote Act (HAVA) Grant Amendment No. 1 Intergovernmental Grant Agreement IG-
6932-1 between the State of Washington, Office of the Secretary of State and Grant County.
Term of the contract is January 1, 2024 to June 30, 2029. Balance of Grant is $7.,635.42 for
Election Security.
EMERGENCY MANAGEMENT
14. Request approval for 2024 Emergency Management Performance Grant for $48.,494.00.

15. Request for a budget extension for the 23-35 Spill Prevention, Preparedness and Response
Equipment Grant from the Washington State Department of Ecology Grant No. SPPREG-2325-
GrCoCO-00070 in the amount of $175,000.00. Emergency Management was awarded this grant
after the current budget was finalized.
FACILITIES & MAINTENANCE
16. Contract No. FM2418 with Basin Refrigeration and Heating to replace FCU6 HVAC unit at Youth
Services in Ephrata. The bid from Basin is for $13,,146.21 and was budgeted for $17,,500.00 in the
2024 Capital Outlay budget. This unit is at the end of life and the project will be completed this
fiscal year.
17. Contract No. FM2417 with Basin Refrigeration and Heating to replace AHU3 HVAC unit at Youth
Services in Ephrata, and request to use the remaining completed REET 1, 126 project funds to
pay the amount not budgeted. The bid from Basin with tax is $30,867.98 and was budgeted for
$17,500.00. There is $25,207.00 in unused funds from other REET 11 126 completed projects.

18. Authorization to call for bids for 2025 Crushing and Stockpiling. The 2025 crushing for road
materials quantity is 160,000 tons with an estimated cost of $1,,300,,000.00 to $1,700,000.00.
19. Request for hearing to declare surplus: Camera, Vertical File Clamps, Brackets and Metal Wall
Mounts. Items are being surplused due to lack of use and age and will be sold via eBay.
20. Request for the surplus and sale of a 2007 York Rock Rake to Grant County Fairgrounds for
$1,500.00.

21. Out of State Travel request for Darci Alamos to attend the Rx and Illicit Drug Summit in
Nashville, Tennessee from April 21 through April 24, 2024. Estimated cost is $2,768.00 from
