COMMISSIONER'S OFFICE 2. Invoices from Coulee Creative in the amount of $23,,074.16. 3. Lodging Tax Advisory Committee (LTAC) Grant Agreements; 2025-22 LTAC Administrative Costs, $35,000.00; 2025-23 Grant County Tourism Year -Round Promotion, $300,000; Grant County Fairgrounds — 2025-19 90's Flannel Fest, $20,000.00, 2025-20 Grant County Fair, $90.,000.00,. 2025-21 Moravida Festival, $15.,000.00; 2025-16 Ephrata Chamber of Commerce Tourism Promotion, $35,000.00. 4. Request from Grant County Animal Outreach for an increase of funds for the 2025 contract in the amount of $100,,000.00. The same request is being made to the City of Moses Lake. 5. Recommendation to award Beckwith Consulting for the Destination Marketing Organization Request for Proposals in the amount of $100,000.00 to be paid out of budgeted 2025 LTAC funds. 6. Special Occasion Liquor License for Habitat for Humanity of Greater Moses Lake for an event taking place at Big Bend Community College located at 7662 Chanute St. NE, Moses Lake, Washington 98837. Date of the event is December 7, 2024 to be held from 4:30 p.m. to 9:30 p.m. 7. Held from October29, 2024 Consent: Storage Rental Agreement with NLA Properties LLC Storage Units located at 205 West Coulee Blvd., Electric City, WA 99123 for storage of Tourism Promotion items. Term of the agreement is from signature until cancellation. Fee is $85.00 due on the first of each month. This storage unit would replace the unit in Moses Lake, Washington. 8. Reimbursement request from Royal Water District on the American Rescue Plan Act (ARPA) in the amount of $42,438.44 for expenses incurred March 2024 through September 2024. Term is March 3, 2021 through September 30, 2026. Current award amount is $72,000.00 for the transformation house. New request is $44,,000.00 for transportation services for Grant County residents who struggle with opioid use disorder or substance abuse disorder. The deadline for obligating all ARPA funds is December 31, 2024. 10. Letter of Support for the Mattawa Area Food Bank Expansion Project application for funding from the Paul Lauzier Foundation. The Mattawa Area Food Bank is requesting $97,,000.00 to fund improvements to accommodate the growth of the Food Bank. FAIRGROUNDS 11. Request for hearing to declare surplus and the sale thereof equipment that is no longer used and of little to no value to the Fairgrounds. Items will be sold via govdeals.com/wasurplus. Requesting permission for Brett Hill, Director of Public Defense, to Adobe Sign Agreement No. ICA25017 with the Washington State Office of Public Defense awarding Grant County a grant in the amount of $87.,946.50. The grant is for RCW 10.10 funds and has been received annually for several years. Term of the agreement is January 1, 2025 through December 31, 2025. RENEW 13. Contract between the Washington State Department of Corrections and Grant County dba Renew to provide Drug Offender Sentencing Alternative Assessments. Contract No. K13553, with a term of October 16, 2024 through October 15, 2025. SHERIFF'S OFFICE 14. Out of State Travel Request Amendment for Interagency Narcotics Enforcement Team (INET),, Mansford, Wentworth, Kottong, Judkins and West to travel from Spokane, Washington to Indian Wells, California from November 22, 2024 to November 26, 2024 to attend the California Narcotics Officer Association Conference. Cost Estimated ($18,,600.00) is greater than the actual costs for this request. 15. Out of State Travel Request for Sergeants Coomes, Simon, Querin and Grubb to attend the Annual Jail and Prisoner Legal Issues Conference in Las Vegas, Nevada. Departing January 19, 2025, returning January 24, 2025. This conference provides up-to-date legal issues. Estimated total per person is $2,325.00. Total trip estimated cost is $11.,700.00. 16. Out of State Travel Request for Jessica Olsen, Emergency Management Specialist to attend the 11t Responder Conference in Coeur D'Alene, Idaho. Conference dates are February 27, 2025 through February 28, 2025, and will travel to the conference the day before. Estimated cost of travel is $950.00.
