MONDAY, NOVEMBER 4,202
The Grant County Commissioner's Session was called to order at 8:30 a.m. with Commissioners Carter
and Stone in attendance. Commissioner Jones is out and excused.
8:30 a.m. —8:45 a.m. T Gaines, Admin Director of Central Services Update
• Review of Consent Items 2, 3, 12 and 13. Items 2 and 3 were reviewed by legal and approved.
• Review of Fairgrounds work.
o Budget numbers have been provided to Mandy Kim for the ADA connector.
• B Mayo —Tom to meet with him about the LEAD conference next week.
o Tom is working on the tech for the conference but doesn't know the agenda.
o D Stone discussed his attendance.
• Moses Lake City Council — V Lombardi
• NACo — last week of course update
o Tom discussed other employees that would benefit from this course. Recommended
Elected Officials and Department Heads to attend.
• Technology Services (TS) Cypher Leadership Academy —TS employees graduating
8:45 a.m. —9:00 a.m. Development Services Weekly Update
In attendance: Chris Young, Jim Anderson -Cook
• Chris Young at conference last week.
• Granicus is paid and contract is being updated.
• Discussion about Planning Commission recommendations.
o Denial of the Solar Farm.
o Shrubsteppe —approved with conditions.
• C Carter asked for elaboration of the conditions.
• Jim listed the conditions, but they go against the WAC.
o Discussion was held clarifying the conditions with the Shrub Steppe approval

In attendance: Susan Mann, Columbia Basin Job Corps
• PowerPoint Presentation — "Training Tomorrow's Workforce for 60 Years'
• Overview of Job Corps
• D Stone asked about the Low -Income guideline — it's at the federal poverty barrier
• 236 students on campus, only 95 from Washington State.
11:00 a.m. —11:25 a.m. S Fode, New Hope Update
• Grant County Organizational Chart Clarification
o On the current chart, Kids Hope is not listed. HR to get this updated.
• Board Training Schedule
o Suzi to attend a Human Trafficking Training in 2025.
• Vehicle Registrations
o Vehicles have been moved out of the Public Works Motor Pool, so the titles need to be
changed.
Suzi asked who would sign the registrations/who signs the titles upon release? Suzi to
ask Licensing/Auditor.
• Article in the paper last week about New Hope's services.
11:30 a.m. —12:00 p.m. Opioid Abatement Fund Discussion
In attendance: Moses Lake Police Chief Dave Sands, Theresa Adkinson, Grant County Health District,
Kevin McCrae, Grant County Prosecuting Attorney, Dell Anderson, Renew, Chief Deputy Phil Coats, and
Sheriff Joe Kriete
• Discussion was held about the Opioid Abatement Council
Dell said that all the other voting members of the Council are elected officials.
Commissioners discussed their decision to appoint Dell to this Council.
Discussion was held about what the Council votes on.
• Discussion about how to spend the Opioid Abatement Funds Received
o Do the County and the City want to spend the funds together or separate?
o D Stone suggested utilizing the funds the way they use Capital Outlay — presentations
and then Commissioner's decide how to spend the funds.
o Dell said that an RFP is what is recommended.
K McCrae said to have Carelon Health Inc. create the RFP

• Review of Consent Agenda Items
• Commissioner District Updates
o District 1: No update, Commissioner Stone was out last week
o District 3: Commissioners Carter and Jones toured the new Samaritan Hospital.
o November 15, 2024 — Budget Meeting. Open meeting that anyone may attend, but the
Commissioners will not be discussing Department positions.
• City of Moses Lake —ARPA (DS)
o Moses Lake has purchased Pallet Shelters with ARPA funds. D Stone says they have
given strong indication that they do not plan on using them. D Stone said that if they
don't use the shelters, they need to give Grant County the funds back.
o Danny suggested making contingency plans for when the County receives the funds
back so they can be re -allocated right away.
2:00 p.m. — 2:30 p.m. Public Works Update
In attendance: Andy Booth, Dave Bren, John Brissey
• Public Works Update —(Booth, Brissey)
• Billing procedure —goes to Central Services, then to Public Works. Andy feels that this process is
not working very well and would like for it to be back to bills just going to Public Works at the
start of next year.
o Dave Bren opened a test Limble ticket with Facilities and has not been worked on for
four months.
o Discussion was held about bringing in more maintenance employees... Public Works feels
that they do not need to have facilities do some of their tasks ... like snow removal.
• Dave Bren presented the Public Works webpage to show the improvements that have been
made.
3:00 p.m. — 3:30 p.m. S Tweedy, Grant County Animal Outreach Discussion
In attendance: Victor Lombardi, Moses Lake City Council, Sarah Tweedy, Grant County Animal Outreach,
Tom Gaines, Admin Director of Central Services, and Mandy Kim, Chief Financial Officer.
• Mr. Lombardi gave a brief overview of their request.
• The mission is to establish a 20-year plan to handle unwanted pets.
• Ephrata, Soap Lake want GCAO to partner with them to handle their animal problems.
• Interlocal agreements for sheltering with neighboring counties for cities in the far North and
South of the county.
o This would make it so citizens wouldn't have to travel so far if they wanted to surrender
an animal
• Cost of the Shelter
o Discussion was held about an office area... building design.
• D Stone wants to check on the state contracts before moving forward

The session was continued at 8:30 a.m. with Commissioners Carter and Stone in attendance.

In attendance: Kevin McCrae, Prosecuting Attorney, and Rebekah Kaylor, Chief Deputy Prosecuting

Pursuant to RCW 42.30.110 (1)(i) Commissioner Carter called an Executive Session beginning at
8:31 a.m. to go until 8:36 a.m. regarding Litigation. In attendance were Commissioners Carter
and Stone, Kevin McCrae and Rebekah Kaylor with the Prosecuting Attorney's Office. Executive
session continued from to 8:41 a.m. Commissioner Carter closed the session at 8:41 a.m. No
decisions were made.

o Review of expenses and revenues

o Contract Termination for Deckard Technologies
Working with Granicus to get replacement module added to SmartGov.
o New Contract will be reviewed
• Planning Commission Plan
o Codification of the Re -Structure of the Planning Commission
o Planning Commission to reduce to 5 appointed positions, with two County employees as
voting members.
4-Year Term Limit. Chris asked the Board to consider compensation —stipend.
Discussion was held about the professionalism of the Commission Board.

Pursuant to RCW 42.30.140 (4)(a), Commissioner Carter called an Executive Session beginning at
1:11 p.m. to go until 1:30 p.m. regarding Negotiations. In attendance were Commissioners Carter
and Stone, Sheriff Joe Kriete via Zoom, Gina Saldana and Decorah Anderson -Cook, Human
Resources. The session was continued to 1:35 p.m. Commissioner Carter closed the session at 1:35
p.m. No decisions were made.
Pursuant to RCW 42.30.110(1)(f), Commissioner Carter called an Executive Session beginning at 1:36
p.m. to go until 1:46 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter and Stone, Gina Saldana and Decorah Anderson -Cook, Human Resources.
Commissioner Carter closed the session at 1:46 p.m. No decisions were made.
Pursuant to RCW 42.30.140 (1)(g), Commissioner Carter called an Executive Session beginning at
1:47 p.m. to go until 1:55 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter and Stone, Gina Saldana and Decorah Anderson -Cook, Human Resources.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed with two Commissioners in
attendance.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
o E-mail from Sarah Thompson Tweedy brought forward. It was decided for staff to draft
request and put it on consent for next week.
• Commissioners Roundtable— Miscellaneous Discussion
o Tom Gaines discussed conversations with SCRAPS (Spokane)
o Continued Discussion on Animal Outreach Meeting
o Toyoyama Travel Update
o May 14, 2025 Departure May 20, 2025 Return
o Plane tickets estimated at $1,000-$1,200. Commissioner Stone agreeable with
Commissioner Carter purchasing her airline ticket now.
• Consent Agenda — (Items 1 through 13) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent
agenda as presented, recognizing that item #9 is a recommendation to deny. The motion
passed with two Commissioners in attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $1,154,826.95)
CENTRAL SERVICES
2. Amendment to Clemons, Rutherford & Associates, Inc. (CRA) (Jail Architect) Professional
Services Agreement. The value of the project is higher than originally contracted. This reflects
the higher value and the firm's lower percentage (lowering from 6.84%to 5.5%).
3. Annexation and Development Agreement between the City of Ephrata and Grant County for the
Correction Facility Project (jail). This has been reviewed by Civil and by Development Services.
COMMISSIONER'S OFFICE
4. Commissioners October 14, 2024 Minutes for approval
5. Reimbursement request from Port District No. 4 Coulee City on the Strategic Infrastructure
Program (SIP) No. 2023-05 New Coulee City Medical Clinic, in the amount of $3,996.90.
6. Reimbursement request from Port District No. 4 Coulee City on the American Rescue Plan Act
(ARPA) in the amount of $100,000.00.

Reappointment letter to the Mosquito District No. 2 Board. (The BOCC re -appointed Paul
McLeod to another 2-yearterm beginning November 5, 2024 to November 4, 2026)
Out of State Travel Request for Caitlin Manell to attend the 2025 Laserfiche Empower
Conference in Las Vegas, Nevada. Dates of the event are April 14 through 17, 2025. Total
estimated amount is $1,179.39.
DEVELOPMENT SERVICES
Washington State Liquor and Cannabis Board (WSLCB) Change of Location Application from
OORI LLC 17737 591' Ave NE, Arlington, Washington to 11728 Road U SE, Warden, Washington
98857—Tier 2 Producer/ Processor. Recommended DENIED under Moratorium (Ordinance No.
24-066-CC) Section 1— Re -Location or Licensure. (Recommendation to deny application was
approved)
FAIRGROUNDS
10. Facilities Use Rental Agreement with Washington State University. Agreement extends the
expiration date from December 31, 2024 to December 31, 2029.
NEW HOPE
11. Out of State Travel Request for Alyce Barrientoz to travel to Washington DC for the National
Grant Management Association Conference, March 11 through 15, 2025. Total cost is $3,030
and fully funded in existing department budget.
TECHNOLOGY SERVICES
12. Purchase Order No. 559 to CivicPlus for annual Premium Website Headers, Hosting, Forms
Encryption, Civic Send and Custom IcIP Integration in the amount of $16,414.49 to be paid out of
fund 501.179. Final year of contract — term end date is November 19, 2025.
13. Purchase Order No. 560 to Kelley Create for budgeted QUAD replacement of MFP Copier for
Grant County Planning Department in the amount of $13,001.77 to be paid out of fund 501.179.

o Commissioner Stone voiced his thoughts on the Washington State Liquor and
Cannabis Boards denying Commissioners denial requests and hopes that this issue is
resolved with the upcoming Comprehensive Plan Amendments.
