OCTOBER 28, 2024 The Grant County Commissioner's Session was called to order at 8:30 a.m. with Commissioners Carter and Jones in attendance. Commissioner Stone is out and excused this week. 8:30 a.m. —8:45 a.m. T Gaines, Admin Director of Central Services Update • Review of items on Consent: No. 16 and 28. • Discussion was held about Professional Development courses in 2025. • Offer has been extended to the Moses Lake School District —waiting for a response. • New Maintenance 4 starting at the Fairgrounds today. • Grant County Leaders Conference Update. • Tom was contacted by District Court and Accounting regarding a grant for courthouse security. Tom to follow-up. Pursuant to RCW 42.30.110 (1)(b) Commissioner Carter called an Executive Session beginning at 8:37 a.m. to go until 8:44 a.m. regarding Real Estate Acquisition. In attendance were Commissioners Carter and Jones, and Tom Gaines, Admin Director of Central Services. Commissioner Carter closed the session at 8:44 a.m. No decisions were made. 8:45 a.m. —9:00 a.m. Development Services Weekly Update In attendance: Jim Anderson -Cook Comprehensive Plan Amendment Hearing: November 12, 2024 from 1:00 p.m. — 5:00 p.m. o Review of agenda for the hearing —18 files to be presented to the Commissioners Jim recommended a stop clock to ensure the public comment is kept on track. o Proposal for changes to the appeal process for customers. 9:00 a.m. —9:25 a.m. K Eslinger, Admin Director of Organizational Services Update In attendance: Kirk Eslinger, Barbara Vasquez 0 Tyler Tech Update Page 2 of 9 Grant County Commissioners Minutes Week of October 28, 2024 o Kirk asked if the Board had decided if they wanted a meeting with the Project Manager. o Commissioner Carter suggested having this update during the Finance Update. Commissioner Jones said that he thinks that's fine if they get a structured update. • Comp. Consultant Project— Kirk asked C Carter if there was an RFP done for this? C Carter said yes, she sent them to Decorah. Update A lot of accidents in District 3 Page 3 of 9 Grant County Commissioners Minutes Week of October 28, 2024 10:30 a.m. —11:25 a.m. Budget and Finance Update AND Finance Committee Meeting (R Jones attended at 10:32 a.m.) In attendance: Darryl Pheasant, Treasurer, Carrie Heston, and Mandy Kim, Chief Financial Officer • Discussion was held about: o PACS Update o Interest rates o Revenue figures o Purchases o Taxes and Fees • Mandy discussed the Harris payments— up to date • Transfers have been processed for Grants funds • Discussion about Elections budget • Federal Audit Update —Grants Administration had a finding • Mandy Kim to ask the Health Board for updates made to the Commissioners. 11:30 a.m. —11:55 a.m. Law & Justice — New Jail 311 Fund Stakeholder In attendance: Tom Gaines, Admin Director of Central Services, Mandy Kim, Chief Financial Officer, Sheriff Joe Kriete, Chief Deputy Phil Coats, Kevin McCrae, Prosecuting Attorney, Kim Allen, County Clerk and Darryl Pheasant, Treasurer • Future —117 Fund, not 311 • Tom asked, what would the Commissioners like to focus on for this meeting in the future? o R Jones would like to know the dollar amounts, and any big things that are changing • Discussion was held about the Morgue bond funds. • Ratings presentation —to be done in the future 12:00 p.m. —12:55 p.m. R Jones, Position Management Review Team Meeting (Cancelled) 1:00 p.m. —1:55 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15-minute time limit) • Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed with 2 Commissioners in attendance. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) o Caitlin informed the BOCC of a Ribbon Cutting event in Coulee City. • Commissioners Roundtable— Miscellaneous Discussion o Caitlin informed the BOCC there are only 27 items, not 28 for approval today due to an error. o Walk-on from BOCC relating to the LTAC recommendation to include the DMO $100,000 for the cost. Commissioners stated no, it will not be. o Tom Gaines asked about the ADA path at the fairgrounds. o Tom Gaines asked about the PMRT position process. o Item 12 —Coulee Creative request to move their storage unit to Coulee City. This will be held for 2 weeks until 11/12/24. • Consent Agenda — (Items 1 through 27) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent agenda, holding item 12 until 11/11/12/24 and noting that items 17 and 18 are ONE item (combined for these minutes). The motion passed with 2 Commissioners in attendance. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (In the amount of $8,142,061.04) COMMISSIONER'S OFFICE 2. Commissioner's October 4, 2024 minutes for approval. 3. Cannabis Retailer License Application for The Green Seed, Amy Dalluge Enterprise L.L.C. located at 261 State HWY 28 West, Soap Lake, Washington 98851. 4. Interagency Agreement Contract No. K5556 between Washington State Department of Agriculture and Grant County. The purpose of the grant is to fill continued gaps in emergency food resources. Total award amount is $75,054.29, with a term of December 1, 2024 through June 30, 2025. (Resolution No. 24-106-CC) 5. Reimbursement request from Hopesource on the Consolidated Homeless Grant/Emergency Housing Fund Grant (CHG/EHF) No. 24-46108-10 for September 2024 in the amount of $26,175.30. 6. Reimbursement request from Big Bend Community College on the American Rescue Plan Act (ARPA) for the month of September 2024 in the amount of $37,621.84. 7. Reimbursement request from City of Moses Lake on the Consolidated Homeless Grant/Emergency Housing Fund Grant (CHG/EHF) No. 24-46108-10 for September 2024 expenses in the amount of $49,373.66. 8. Reimbursement request from Housing Authority of Grant County on the Consolidated Homeless Grant (CHG) No. 24-46108-10 for September 2024 expenses in the amount of $144,539.51. 9. Reimbursement request from New Hope on the Consolidated Homeless Grant/Emergency Housing Fund Grant (CHG/EHF) No. 24-16408-10 in the amount of $21,965.04 for September 2024 expenses. 10. Storage Rental Agreement with NLA Properties LLC Storage Units located at 205 West Coulee Blvd., Electric City, Washington 99123 for storage of Tourism Promotion Items. Term of the agreement is from signature until cancellation. Fee is $85.00 per month due on the first of each month. This storage unit would replace the unit in Moses Lake, Washington. (Item placed on hold until the 11/12/24 Consent Agenda) 13. Pursuit Intervention Technique (PIT) Training use agreement with Nine Mile Hill Properties LLC. to conduct an Emergency Vehicle Operator Course. Dates of training are between October 15, 2024 and December 15, 2024 and of their airport for the training is at no cost. TECHNOLOGY SERVICES 27. Out of State Travel Request for Keith Conley, Evan Little and Seth Sampson to attend the 2025 Laserfiche Empower Conference in Las Vegas, Nevada. Dates will be April 14 through 17, 2025.
