MONDAY. OCTOBER 21, 2024
The Grant County Commissioner's Session was called to order at 8:30 a.m. with all Commissioners in
attendance. Commissioner Jones attended via Zoom.
8:30 a.m. —8:45 a.m. T Gaines, Admin Director of Central Services Update
• Review of items on Consent.
• Potential Walk-on Item: Developer's agreement. Contract has been approved by legal.
• Moses Lake School District —Tom attended School Board Meeting with Commissioner Jones.
• Interview scheduled for one applicant for Maintenance 4 position at the Fairgrounds.
• Leader's Conference Update — Breakout session content being created.
• Discussion was held about a previously approved purchase for security cameras.
o The quote came in $20,000.00 higher than the amount approved by the Commissioners.
o The Commissioners gave Tom approval to move forward with the purchase and
memorialize the amount change through a letter.

o Granicus purchased the SmartGov platform that is used by Development Services, Public
Works and the Health District.
o Amount due is $38,444.00
o Legal has concerns about contract language, but Development Services needs this
platform for essential duties. The request is for the BOCC to waive the legal review.
• Rentalscape — Plans to cancel their services and look for a replacement of services with
Granicus.

Pursuant to RCW 42.30.110 (1)(f) Commissioner Carter called an Executive Session to begin at
9:01 a.m. to go until 9:25 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter and Stone, Commissioner Jones via Zoom, Decorah Anderson -Cook,
Human Resources. Commissioner Carter closed the session at 9:25 a.m.

• Statistical Data — Sheriff Kriete to share 4-week statistics at future updates.
• 2025 Budget —Sheriffs Office funds and "buying ahead" items for the new jail.
o Storage of new jail items was discussed.
• Emergency Management Consent Requests —Sheriffs Office was told that legal does not need
to see the contracts until after BOCC signs it.

• Review of Consent Agenda Items
o Development Services Item 12 — Rebekah Kaylor recommended not to enter into
contract with Granicus and renegotiate. This relates to their permit solution SmartGov
and if they do not have it, they will not be able to issue building permits. Tom Gaines
recommended paying the invoice but mitigate the contract— Invoice cannot be paid
without also entering contract.
o Emergency Management Item 14—Contract was signed off by Prosecuting Attorney and
approved to move forward.
o Emergency Management Item 15 —They need budget extension before the end of the
yea r.
• Commissioner District Updates
o DS District 1—CEPTI meeting; budget meetings
o CC District 3 —Attended leadership meeting at Renew; money was placed in the 2025
budget for training
• Animal Outreach Funding
o They are short funding and is requesting more funding from the City/County. Rebekah
Kaylor gave legal advice about surplus of county property to the Animal Outreach
(computers, vehicles, etc)
• Letter of Support — Live Nation (CC): to discuss at the PAO update Tuesday.
• Museum property next to Desert Church — county property would have to placed at public
auction. Short Plat / change of the lease with the historical society? ADD TO BOCC WEEKLY

• Jacob's Well ARPA grant reduction
• Caitlin discussed Coulee Creative request for reimbursement on an invoice —to discuss at PAO
update.

Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
3:04 p.m. to go until 4:00 p.m. regarding Litigation. In attendance were Commissioners Carter
and Stone, Shane Heston, Frank Andrus, Colin Kearns, Carl Warring, and Tammy Wiersma.
Commissioner Carter closed the session at 4:00 p.m.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Mark Gregson (Gregson Short Plat No. 2) File # P 24-
0293 (preliminary P 24-0051) Final Plat Submission and Review.
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October
18, 2024 payroll.

The Commissioners Session resumed at 8:30 a.m. with all Commissioners in attendance.

p.m. to go until 1:44 p.m. regarding Negotiations. In attendance were Commissioners Carter and
Jones, Gina Saldana and Dan Seitz, Human Resources. Commissioner Carter closed the session at
1:44 p.m.
2:00 p.m. — 2:55 p.m. Commissioner's Meeting Commissioner Stone attended this meeting
via Zoom.

• Commissioners Roundtable— Miscellaneous Discussion
o CC received email from Reina for another Japanese youth exchange. Port of Moses Lake
members will be going to Japan in March.
o Emmalie brought to the BOCC's attention regarding the 2024 Museum budget, their
payroll is over budget.
o RJ LTAC meetings tomorrow.
0 11/15/24 — Budget meetings. We are not inviting any elected officials or department
heads.
o RJ-NACO breakout group Zoom meeting Thursday.

o Barb informed the BOCC that Congressman Newhouse will be at the Veteran Services

• Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve
the consent agenda as presented. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (None)
CENTRAL SERVICES
2. Approval of Contract with Joe's Tree Service (Job No. CSD2411fg) for the removal of dead and
dying trees at the Grant County Fairgrounds in the amount of $21,099.00.
COMMISSIONER'S OFFICE
3. Commissioner's September 30, 2024 Minutes for approval.
4. Resolution No. 24-102-CC rescinding Resolution No. 11-029-CC and setting the Return Check
Fee (formerly NSF verbiage) for county offices and departments and updating the resolution for
2024 and beyond. The current fee is $30.00 per returned check.
5. Request from Coulee Creative to purchase Fox13 Media Campaign in the amount of $10,000.00
to run from November through December 2024.
6. Special Occasion Liquor License for the Grant County Fairgrounds Commercial Building located
at 3953 Airway Dr. NE, Moses Lake, WA 98837 for an event taking place on February 1, 2025
from 5:00 p.m. to 11:30 p.m.

7. Reimbursement request from Renew on the American Rescue Plan Act (ARPA) in the amount of
$23,344.97 for July 2024 Suicide Prevention, and August 2024 Suicide Prevention in the amount
of $10,159.89 for a total of $33,503.86.
8. Request for the Chair to DocuSign the Community Development Block Grant Program (CDBG)
Public Service Grant Interagency Agreement No. 24-62210-005. Grant amount is $128,000.00
with a term of July 1, 2024 through June 30, 2025. (Resolution No. 24-103-CC)
9. Reimbursement request from Renew on the Community Development Block Grant (CDBG) CV2
No. 20-6221C-111 in the amount of $6,439.34 for August 2024 expenses.
10. Reimbursement request from Grant County Fire District No. 8 on the American Rescue Plan Act
(ARPA) Grant in the amount of $59,888.34, with a remaining balance of $40,111.66.
11. Request for a budget extension on Resolution No. 24-076-CC for the approved Strategic
Infrastructure Program Projects: Port District 8 Warden, $100,000.00 (SIP 2024-02); City of
Ephrata, $200,000.00 (SIP 2024-03); City of George, $200,000.00 (SIP 2024-04); McKay
Healthcare, $381,000.00 (SIP 2024-05). Total amount is $881,000.00. (The public hearing was
set for November 18, 2024 at 3:00 p.m.)
DEVELOPMENT SERVICES
12. Request to pay the annual invoice to Granicus for software services known as SmartGov. Both
Development Services and Public Works utilize this platform for their permitting and inspection
programs. Details of costs and terms in memo provided by Development Services.
ELECTIONS
13. Help America Vote Act (HAVA) Grant Amendment No. 1 Intergovernmental Grant Agreement IG-
6932-1 between the State of Washington, Office of the Secretary of State and Grant County.
Term of the contract is January 1, 2024 to June 30, 2029. Balance of Grant is $7,635.42 for
Election Security. (Resolution No. 24-104-CC)
EMERGENCY MANAGEMENT
14. Request approval for 2024 Emergency Management Performance Grant for $48,494.00.
Agreement Number E25-081. The agreement ends September 30, 2025.
15. Request for a budget extension for the 23-35 Spill Prevention, Preparedness and Response
Equipment Grant from the Washington State Department of Ecology Grant No. SPPREG-2325-
GrCoCO-00070 in the amount of $175,000.00. Emergency Management was awarded this grant
after the current budget was finalized. (The public hearing was set for November 18, 2024 at
3:15 p.m.)
FACILITIES & MAINTENANCE
16. Contract with Basin Refrigeration and Heating (Job No. FM2418) to replace FCU6 HVAC unit at
Youth Services in Ephrata. The bid from Basin is for $13,146.21 and was budgeted for
$17,500.00 in the 2024 Capital Outlay budget. This unit is at the end of life and the project will
be completed this fiscal year.
17. Contract No. FM2417 with Basin Refrigeration and Heating to replace AHU3 HVAC unit at Youth
Services in Ephrata, and request to use the remaining completed REET 1, 126 project funds to

pay the amount not budgeted. The bid from Basin with tax is $30,867.98 and was budgeted for
$17,500.00. There is $25,207.00 in unused funds from other REET 1, 126 completed projects.
PUBLIC WORKS
18. Authorization to call for bids for 2025 Crushing and Stockpiling. The 2025 crushing for road
materials quantity is 160,000 tons with an estimated cost of $1,300,000.00 to $1,700,000.00.
Bid opening is scheduled for November 19, 2024 at 1:00 p.m. at Public Works.
19. Request for hearing to declare surplus: Camera, Vertical File Clamps, Brackets and Metal Wall
Mounts. Items are being surplused due to lack of use and age and will be sold via eBay. (The
public hearing was set for November 18, 2024 at 3:30 p.m.)
20. Request for the surplus and sale of a 2007 York Rock Rake to Grant County Fairgrounds for
$1,500.00. (Resolution No. 24-105-CC)
RENEW
21. Out of State Travel request for Darci Alamos to attend the Rx and Illicit Drug Summit in
Nashville, Tennessee from April 21 through April 24, 2024. Estimated cost is $2,768.00 from
Fund 108.150.
SHERIFF'S OFFICE
22. Cooperative Memorandum of Agreement with BlueBridge Alliance to enable law enforcement
officers to assist vulnerable members of the community.
• Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon together)
• Walk-on: A motion was made by Commissioner Jones, seconded by Commissioner Stone, to
approve the walk-on as presented. The motion passed unanimously.
o Request for Rachelle Baughman of Coulee Creative to sign the contract for the My
Community Tourism Promotion App. The amount is $15,000.00.
• Adjournment
3:00 p.m. — 3:30 p.m. Open Record Public Hearing, Northland Cable Television (Vvve
Broadband) Franchise
The Commissioners held an Open Record Public Hearing to consider a franchise application from
Northland Cable dba Vyve Broadband as follows:
Dave Bren, County Engineer gave a description and review of the franchise application. This is a
50-year franchise agreement for Northland Cable, doing business as Vyve Broadband. The
franchise application used is a standard template that has been approved by the Grant County
Prosecuting Attorney's Office. The franchise agreement will cover areas in and around the Cities
of Moses Lake, Ephrata and Soap Lake, along with other sections of Grant County. Dave Derting,

Engineer Tech 4 stated that this is a renewal of service areas, as well as potential new customer
areas.
The franchise application was not uploaded to the Grant County site, only the notice of hearing.
Future applications will be posted online for the public to view prior to the hearing.
A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Jones to approve the franchise for 50 years
as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in
attendance. The hearing adjourned. (The Commissioners approved and signed the Grant
County Franchise Agreement and it was recorded with the Auditor's Office)
