SPECIAL PROVISIONS Provide the cost to furnish and deliver (inclusive of shipping) F.O.B., a Tandem 10'-20' Chipspreader meeting the specifications as described above: DATE OF OPENING BIDS Sealed bids plainly marked "Bid - Tandem 10'-20' Chipspreader"will be received at the following location before the specified time: The Grant County Public Works Office, 124 Enterprise Street, Ephrata, WA 98823. The Clock of Record shall be the Time Stamp Clock at the Grant County Public Works Office. The bid opening date for this project shall be Tuesday, January 7, 2025. The bids will be publicly opened and read in the Public Works Public Meeting Room after 9:00 A.M. AWARD OF CONTRACT No materials supply contract will be awarded. However, Grant County intends to do business with the supplier offering the lowest cost and availability. The supplier's lump sum bid will be considered along with delivery costs. The County Engineer's review of each supplier's bid will include the cost of freight and dispatching services. The work will be given to the company whose product prices along with freight and dispatch costs represent the best value to Grant County. Consideration will also be given to the following material supplier performance measurements: • Price Stability • Product Availability • Product Quality Should the selected supplier be unable to provide the Tandem 10'-20' Chipspreader as required the County Engineer will purchase it from the company with the next best value. PROSECUTION AND PROGRESS The supplier shall be capable of delivering the Tandem 10'-20' Chipspreader on a date agreed upon between Grant County and the supplier. SALES TAX The bidder shall include all applicable taxes in the proposal items. The bidder is advised that Grant County is exempt from all federal excise taxes and shall not include federal excise taxes in the price bid. State sales taxes must be charged to the County for the materials sold or provided. The successful bidder shall include state sales taxes on each invoice presented for payment. QUANTITIES The quanity for this proposal is one (1) Tandem 10'-20' Chipspreader as described in the description of work. PAYMENT Grant County pays all invoices on a weekly basis. Payment is normally mailed within two weeks from the date invoices bills are received.
