Dear Ms. Stockton:
The above grant was awarded to McKay Healthcare in June 2023 for Phase I Architecture and

4 n,adneennv, Site Plan approval in the amount of S400.000. The deadline for completion was

extended to December 31. 2024 in response to our May 8, 2024 request that anticipated delays
from surveying a boundary line adjustment and for completion of rezone application.
While the architecture and relevant sunreying work have been completed, the process for obtaining
a zoninor chance appears to be more time consumin 1 2 than we antic*patcd. McKay applied for a
zoning change in August 2024, work that was covered with fiords under SIP 202'. )-01 so that the
resulting project was an allowed or conditional use. The existing R-1 zone classification did not
allow either skilled nursing, assisted living or memory care facilities; thus the need for a change
in the zoning classification.
Although. the City Planner appears optimistic for approVal of our request. he has provided the
following general timeline for approval of the zoning cr chancre below.-

1) Tomorrow night (November 20, 2024), I'll share mix recommendation with council
that the McKay Rezone is consistent with the goals of the Comprehensive plan and has
public support. However. the Comprehensive- plan needs to be updated prior to it being
a change that can be adopted.

2) The Comp Plan is going through an update process over the next few months, with
a boa l"6r the Council to approve an ordinance by Ap 0?5. with an intent to adopt

the update. That update will include the proposed McKay zoning changes and any other

development regulations needed to be consistent with the comp plan.
3) After a 60 day comment._ period for Department of Commerce review., the City can
respond to any additional corrections to the update. Once those are addressed (or if
none are received) the it Council can adopt the ordinance for the Comp Plan Update
and the new zonino maps. That will set the effective date onwhich building permits
can be submitted based on the new zoning. (underscoring added) (See attached

This schedule 'is based on the City's needs and process which are beyond our control. While we
don't anticipate any problems, there is a reasonable likelihood of additional information needs
arising out of the on -going City Council and Department of Commerce 60-day review.
Accordingly, we are requesting a time extension to .emu Est 1, 2025 to complete the remaining -
work on SIP grant 2023-01.

The timeline on the rezone approval will roughly be
1) Tomorrow night, I'll share my recommendation with council that the McKay Rezone is consistent with the goals of the Comprehensive
plan and has public support. However, the Comprehensive plan needs to be updated prior to it being a change that can be adopted.
2) The Comp Plan is going through an update process over the next few months, with a goal for the Council to approve an ordinance by
April 2025, with an intent to adopt the update. That update will include the proposed McKay zoning changes and any other development
regulations needed to be consistent with the comp plan.
3) After a 60 day comment period for Department of Commerce review, the City can respond to any additional corrections to the update.
Once those are addressed (or if none are received) the City council can adopt the ordinance for the Comp Plan Update and the new zoning
maps. That will set the effective date on which building permits can be submitted based on the new zoning.
In short, it looks to be mid -June to July 2025 for the rezone to be fully adopted.

Following our public hearing last month, can you confirm the timeline for when we can expect approval of this rezone? When you
and I talked after that meeting, you mentioned other steps that need to occur, including the City of Soap Lake comprehensive plan
revision that might take us to spring 2025? Any approximate month/year of approval you can provide would be helpful for our
project scheduling and contracts with the hospital district.
