2. Commissioner's September 23, 2024 Minutes for Approval
3. Request for a budget extension in the total amount of $9,320.97 to complete the Laserfiche
software implementation to automate the BOCC agenda process, utilizing Megan Gregor and
Cities Digital (CDI)
4. Special Occasion Liquor License Application for Wallenstein Theater located at 6989 College
Parkway NE, Moses Lake, WA 98837 for an event taking place on November 1, 2024 from 6:00
p.m. to 8:30 p.m.
5. Request from Coulee Creative to purchase 2,500 Tourism Bags from NBS Promos for the 2025
calendar year. Total amount of $6,589.54.
6. Request for Coulee Creative to sign Influencer Agreement between Lain Van Ogle and Grant
County to provide social media posts and other content to promote tourism in Grant County in
the amount of $5,000.00. Dates.of visit will be October 26 and 2712024.
JUVENILE COURT & YOUTH SERVICES
7. Requesting approval to upgrade the current Rite Track System to the latest version. Estimated
total cost for this upgrade is $33,750-00. The cost is expected to be covered by Technology
Services in the beginning of the upcoming fiscal year.

8. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to sign with contractor
for Memorandum of Understanding Regarding Community Engagement Boards between Moses
Lake School District and Grant County Juvenile Court and Youth Services. Term of contract is
September 30, 2024 and will remain in effect until legislative updates necessitate or cancel by
either party.
PROSECUTING ATTORNEY
9. Appointment of Oath of Office of Special Deputy Prosecuting Attorney for Nathan Smith of
Kutak Rock, LLP of Spokane to represent and provide legal advice to the Grant County Planning
Department regarding land use matters on an as assigned basis.
PHRI IC WORKS
10. Parametrix Exhibit A: Amendment Nine Change No. 1, clean up of the Ephrata Landfill RI/FS
Engineering Services, from July 13, 2024 to December 31, 2024 for $336,748.36.
11. Request to purchase equipment and vehicles listed on the 101 budget for the 2025 equipment
expense program. These items will not be delivered or invoiced until after January 1, 2025.

12. Contract design proposal for cubicles/office furniture for the Moses Lake office. Omnia Contract
No. R191803. Total amount is $34,725.80 to be paid out of Fund 108.150 (Capital Outlay).
13. Amendment No. 5 to Agreement for Provision of Services by and between Carelon Behavioral
Health, Inc. and Grant County dba Renew. Term of the contract is July 1, 2024 through June 30,
2025. New maximum budget amount is $84.,004.00.
14. Amendment No. 26 to Carelon Facility between Carelon Behavioral Health and Grant County
dba Renew. Term of the contract is July 1, 2024 through June 30, 2025.
SHERIFF'S OFFICE
15. Out of State Travel request for Kyle Tucker, Chase Millard and Derek Jay to attend annual Shot
Show Expo in Las Vegas, Nevada. Departure is on January 20, 2025, to return on January 24,
2025. Corrections and Sheriff's Office budget. Estimated cost is $3,600-00.
16. Out of State Travel request for Sergeant Seth Henkel to attend In -Custody Deaths International
Conference in Las Vegas, Nevada. Departure is on November 17, 2024, to return on November
21, 2024. Estimated total cost is $2,600.00.

A Public Hearing will be held to consider a request from Public Works for the surplus of
miscellaneous vehicles and equipment. These items will be sold via publicsurplus.com. The list of
vehicles and equipment can be requested from the Commissioner's Office.
3:15 p.m. — 3:25 p.m. Open Record Public Hearing, Technology Services Surplus of
Miscellaneous Items for Disposal
A Public Hearing will be held to consider a request from Technology Services for the surplus of
miscellaneous inventory items in their custody from Renew and Grant County Public Works.
These items will be discarded through recycling or direct disposal through Consolidated Disposal
Services Inc. (CDSI). The list of items can be requested from the Commissioner's Office.
3:30 p.m. — 3:40 p.m. Open Record Public Hearing, Public Works Surplus of Certain County -
Owned Items
A Public Hearing will be held to consider a request from Public Works for the surplus of certain
county -owned items. These items will be sold via publicsurplus.com. The list of items can be
