attendance.

o DS District 1— WSAC Virtual Assembly — Fundhub.wa.gov for grant writing help; Pump
Storage Hydro Meeting; Monthly Tyler Tech Check -in: project end date has been
extended and KOA will not be charging extra
o RJ District 2 — Homeless meeting with Chelan/Douglas Counties, positions discussed that
they employ. 5 year plan is being discussed with Consultant. Went to Sunrise
Community facility in Ephrata; Port of Moses Lake meeting to discuss projects.
o CC District 3 — Health District Meeting discussed mobile food units — they are supposed
to be inspected annually; Komaki Youth Exchange this Friday; Opioid Abatement Council

— a commissioner is supposed to be sitting on this. Currently it is Dell Anderson, but
they need an elected official Nov 7 at gam is the next meeting. Public Works/CRAB
DocuSign sent it to Dave Bren and Cindy Carter; budget meetings schedule —
Commissioner Jones would like to see it go back to the old way.
• RJ -Moses Lake Ordinance re: Sales of Dogs on road site spots in City Limits — Is Grant County
going to follow suit? Rebekah recommended reviewing Moses Lake's ordinance and potentially
do as well.
• Facilities and Maintenance —Kevin Schmidt is submitting a walk-on item from East Side Asphalt
in the amount of $18,000.00. Urgency is due to asphalt plant closing next Monday.
• DS — received an email from Dave Dormier on how to move forward with selling a portion of
Museum property to the Church. A short plat would need to be completed. Water flowage and
grading need to be considered. Rebekah reviewed the lease to the Historical Society/Museum
(automatic renewal)
• RJ went through the list of employee anniversaries this week.
2:00 p.m. — 2:55 p.m. Public Works Update
• Parametrix Exhibit A: Amendment Nine Change No. 1— Jason Collings discussed the
amendment.
• Request to Purchase Fund 101 Vehicles only —Motor Pool Vehicle 619 may be up next for
replacement.
• (5) CRAB RAP Grants Ready to Sign —Commissioner Carter was able to sign them.

3:00 p.m. — 3:25 p.m. Commissioners Work Session (Anticipated Executive Session)
• DS - Jacob's Well ARPA request. They would like to amend their original request. Need to
communicate with several fire districts to discuss funds that have not been allocated. RJ will call
the fire districts. Can they over -allocate funds, so that all funds will be used?
• Opioid Abatement Council — who will be the county representative? A motion was made by
Commissioner Stone, seconded by Commissioner Jones, to appoint Commissioner Carter to the
Opioid Abatement Council. The motion passed, Commissioner Carter abstained from the vote.
• Church request to purchase land from the museum (parking lot). ADA compliance on the
walking path and roadway is needed. ? will talk to Dave Dormier about the potential short plat
• Museum budget was discussed. What is the endowment being used for? Hours of business and
amount of staffing was discussed.
• Animal Ordinance — sale of animals. To meet with GCAO tomorrow and will discuss.

Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at

Commissioners Carter, Stone and Jones (via Zoom), and Gina Saldana, Human Resources.

In attendance: Decorah Anderson -Cook and Gina Saldana
• Decorah acknowledged the microphones in the hearing room and how they heard whispers in
the back.
• Tyler Tech continues to be difficult.
• Tyler Terminology —Position Management will now be called Position Control.
• 3 positions have gone through PMRT: Development Services (all 3 commissioners voted their
approval to allow for overlap of retiring staff); Solid Waste (hiring temporary staff due to
medical leave); and Auditor payroll assistant (project position) (all 3 commissioners voted their
approval to continue the position for another 2 years, until Tyler Tech payroll completion.
• Risk Coordinator position —the BOCC must be on the same page. Strong leadership from the
Board will make this position successful.
• Decisions by the BOCC: memo sent out to EO/DH and also put in minutes are potential options.
2:00 p.m. — 2:55 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
o Andrey Samolovov bought property in Soap Lake, all documents were recorded at a title
company. There was a square footage discrepancy and to date, the discrepancy has not
been fixed by the Assessor's Office, even after receiving a letter from Commissioner
Stone. They are still getting taxed on the incorrect footage. Assessor's Office refuses to
work with them and recommended they get an attorney. They can't sell the building
because the documentation is incorrect. Can they resolve this issue at the county level

or do they have to get an attorney? They stated that Darryl Pheasant is spreading
rumors about them that they are criminals. Commissioner Stone requested they send
the BOCC a letter of their complaint for the county to talk to legal.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
o DS: received a phone call today re: Black Rock Road and their Owners Association.
Danny will follow up with Public Works.
o Caitlin stated she received an email from Coulee Creative: have BOCC sign contracts or
ask for approval for Rachelle to DocuSign? The BOCC stated that after their review, they
could request approval for her to DocuSign.
• Commissioners Roundtable — Miscellaneous Discussion
o Barbara Vasquez discussed the move to recording meetings and posting them to
YouTube. This will go live on 10/21/24.
o DS discussed the email received from Desert Church regarding the purchase of museum
property (parking lot). DS responded to them stating an adjustment to the Historical
Society Lease would need to be done first, along with a short plat/boundary line
adjustment and the surplus of the property and sale. If this moves forward, it will likely
be next year. Dave Dormaier stated he would be willing to do the paperwork for free.
Tom Gaines discussed the empty parking lot and the potential to just move the fence.
o DS looked at the ARPA list and funding that has not been used by applicants yet. All fire
districts have been accessing their funds. DS reached out to The Wellness Place and
requested an answer on their desire to utilize the ARPA funds awarded, as they have not
done so yet.
o DS ARPA Jacob's Well will be submitting their request soon.
o DS Code Enforcement discuss re: RV in county ROW. They will be tagging the vehicle
and attempt to contact owner.
o DS asked Tom Gaines about getting City of Ephrata signatures.
o Walk-on item from Facilities and Maintenance.
• Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Jones, seconded by Commissioner Stone, to approve 1-16, holding
item 12. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amounts of $4,,445,,974.38
and $173,009.25)

3. Request for a budget extension in the total amount of $9,320.97 to complete the Laserfiche
software implementation to automate the BOCC agenda process, utilizing Megan Gregor and
Cities Digital (CDI). (This extension will take place at the year end budget extension hearing,
not yet scheduled)
4. Special Occasion Liquor License Application for Wallenstein Theater located at 6989 College
Parkway NE, Moses Lake, WA 98837 for an event taking place on November 1, 2024 from 6:00
p.m. to 8:30 p.m.
5. Request from Coulee Creative to purchase 2,500 Tourism Bags from NBS Promos for the 2025
calendar year. Total amount of $6,589.54.
6. Request for Coulee Creative to sign Influencer Agreement between Lain Van Ogle and Grant
County to provide social media posts and other content to promote tourism in Grant County in
the amount of $5,000.00. Dates of visit will be October 26 and 27, 2024.
JUVENILE COURT & YOUTH SERVICES
7. Requesting approval to upgrade the current Rite Track System to the latest version. Estimated
total cost for this upgrade is $33,750-00. The cost is expected to be covered by Technology
Services in the beginning of the upcoming fiscal year.
8. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to sign with contractor
for Memorandum of Understanding Regarding Community Engagement Boards between Moses
Lake School District and Grant County Juvenile Court and Youth Services. Term of contract is
September 30, 2024 and will remain in effect until legislative updates are necessary or cancel by
either party.
PROSECUTING ATTORNEY
9. Appointment of Oath of Office of Special Deputy Prosecuting Attorney for Nathan Smith of
Kutak Rock, LLP of Spokane to represent and provide legal advice to the Grant County Planning
Department regarding land use matters on an as assigned basis.

10. Parametrix Exhibit A: Amendment Nine Change No. 1, clean-up of the Ephrata Landfill RI/FS
Engineering Services, from July 13, 2024 to December 31, 2024 for $336,748.36.
11. Request to purchase equipment and vehicles listed on the 101 fund budget for the 2025
equipment expense program. These items will not be delivered or invoiced until after January 1,
2025.

12. Contract design proposal for cubicles/office furniture for the Moses Lake office. Omnia Contract
No. R191803. Total amount is $34,725.80 to be paid out of Fund 108.150 (Capital Outlay).
13. Amendment No. 5 to Agreement for Provision of Services by and between Carelon Behavioral
Health, Inc. and Grant County dba Renew. Term of the contract is July 1, 2024 through June 30,
2025. New maximum budget amount is $84,004.00.

SHERIFF'S OFFICE
15. Out of State Travel request for Kyle Tucker, Chase Millard and Derek Jay to attend annual Shot
Show Expo in Las Vegas, Nevada. Departure is on January 20, 2025, to return on January 24,
2025. Corrections and Sheriff's Office budget. Estimated cost is $3,,600.00.
16. Out of State Travel request for Sergeant Seth Henkel to attend In -Custody Deaths International
Conference in Las Vegas, Nevada. Departure is on November 17, 2024, to return on November
211 2024. Estimated total cost is $2,,600.00.
Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent

• Walk-on: A motion was made by Commissioner Jones, seconded by Commissioner Stone, to
approve the walk-on as presented. The motion passed unanimously.
o Facilities and Maintenance: Request to purchase services from Eastside Asphalt to cut
out 21250 sq ft of asphalt that is above the foundation of the Wheeler Road building, re -
grade and re -pave to prevent water infiltration. Cost is $18,000.00 to be paid from the
2024 Capital Outlay.

3:00 p.m. — 3:10 p.m. Open Record Public Hearing, Public Works Surplus of Vehicles and
Equipment
The Commissioners held an Open Record Public Hearing to consider a request from Public
Works to surplus Eleven (11) Vehicles and three (3) Equipment items and the sale thereof
through publicsurplus.com.
Dave Bren, County Engineer and John Spiess, Fleet Manager, went through the listings on
www. ublicsur lus.com. Public Works will begin to include pictures of the items to be
surplused. Amendment will be made to the date listed for the Dodge Caravan, to be changed
from the listing of 2019 to 2005.
City of Ephrata is to purchase the surplused Rock Rake; Public Works is creating an Interlocal
Agreement for the sale of this item. Commissioner Stone asked about four items for surplus that
did not have a salvage value listed with it. John Spiess clarified that for one item, he didn't know
what to list for the salvage value. For the other items, he normally calculates salvage value as
10% of purchase price, but the vehicles were owned by New Hope, so he did not have those
values.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones to approve the surplus as presented. Commissioner Stone seconded

3:15 p.m. — 3:25 p.m. Open Record Public Hearing, Technology Services Surplus of
Miscellaneous Items for Disposal
The Commissioners held an Open Record Public Hearing to consider the request from
Technology Services to surplus and dispose of miscellaneous items in Technology Services
custody from Renew and Grant County Public Works. Items will be disposed of through recycling
or direct disposal through Consolidated Disposal Services, Inc. (CDSI).
Joe Carter, Assistant Director of Technology Services gave a brief summary of their request.
Technology Services (TS) has a list of items that have been transferred into their custody by
Public Works and Renew, which are taking up space.
Commissioner Stone asked if TS ever donates items to anyone. Joe replied that they can donate
items to tax -funded entities. Items are only recycled or disposed of if there were no entities that
would benefit from them. Commissioner Carter asked if the memory is removed from the items.
Joe replies that yes, all items are wiped before being sent away for recycling or direct disposal.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the surplus as presented. Commissioner Jones seconded

In attendance: Shane Heston, Acrisure Insurance
• Risk Coordinator job description was reviewed and discussed.
• Claims: Property insurance is high, then with the addition of the new jail, the rates will increase
• Shane went through all recent claims.
• Large claims were discussed.
4:30 p.m. — 5:00 p.m. S Tweedy, Grant County Animal Outreach (GCAO) Discussion
In attendance: Sara Thompson -Tweedy, Chris Hughs and Bob Hughs
Sara thanked the BOCC for all their support and the new facility.
• Operating has been a struggle this year. Donations have plummeted. The county/city
contributions are not enough to sustain the facility operations. Currently they have 67 dogs and
38 cats. They need $135,000 to balance expenses this year.
• They receive $300,000 per year from contributions. This amount is not enough to sustain their
operations. Potentially provide healthcare to their full-time employees.
