It includes the continuation and completion of workplan development, monthly reporting, and the start of development of 30% plans, specifications, and estimates for expanding the MPE system. Subtasks have also been added for project management and technical services that may not be eligible for grant reimbursement. The original Amendment Nine completion date, March 29, 2024, was extended through July 12, 2024. The initial Amendment Nine budget ($217,429.34) has not previously been increased, although subtasks have been added and budgets shifted through minor changes. Change No. I is effective July 13 through December 31, 2024. It includes budget additions for new and continuing tasks and an updated Rate Schedule. Scope by Task The Amendment Nine task structure is retained with changes, as summarized below: Task 01PM - Task Management and Administration (JO02) (Continuation, budget addition, new s u btas k) Task 01 - Operate Existing P1 MPE System (J002) (Continuation, budget addition, formal documentation of added subtasks) Task 02 - Interim Action Work Plan (IAWP) (JO02) (Continuation, budget addition) Task 03 - MPE System Expansion (J002) (Activation, budget addition, new subtask) Task 04 - Pilot Testing (Future, no change) Task 05 - Interim Action Completion Report (IACR) (Future, no change) Task 06 - Interim Action Performance Reports (IAPR) (JO02) (Activation, budget addition) Task 07 - Groundwater Monitoring Reports (GMR) (J002) (Future, no change) Task 20 - Management Reserve Fund (Future, no change) Task 30 - Grant -ineligible Services (New task) Task and subtask changes are detailed below. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 1 1 August 2024 Ephrata Landfill RI/FS Engineering Services Parametrik Scope of Work Task 0 1 PM == Task Mana"ement - _ strat ., ,. (JO02) A new subtask is added for grant -ineligible management and administration (M&A), and budget is added. g Subtask 01- Task Management and Administration (Budget replenishment) Task M&A was originally budgeted from October 13, 2023 through March 28, 2024. In April, $10,000 was transferred from this subtask to Task 01 - Operate Existing P1 MPE System J002 . C ) The shifted budget is replenished, and budget is added for M&A through December 31, 2024. Task 01 � Operate Existing P1 MPE System (JO02) Task scope and budget are added as summarized by subtask below. P1 MPE system restart, operations, monitoring, and sampling will be planned and scheduled for 2025 in a future change. Subtask 01- P1 Work Plan (PIWP) Development This subtask was originally budgeted through March 28, and supplemented in May with budget transfers from Subtask 01PM.01 and 02.01. Parametrix has developed the working draft deliverable. Budget is added to finalize the P1WP by incorporating PLP and Ecology comments. The budget addition is based on the assumption that Ecology will provide one set of consolidated, reconciled comments which can be resolved without multiple iterations. Subtask 02 - P1 MPE Seasonal Operation This subtask was initiated and partially funded through a budget transfer in April 2024. Subtask labor budget is added for possible minor system repairs and preparation through the end of 2024. Subtask 02EXP - P1 MPE Direct Costs This subtask was initiated and partially funded through a budget transfer in April 2024. Expense budget is added for possible minor system repairs and preparation through the end of 2024. Subtask 02SUBI - KRCI (New) This subtask was added and partially funded through a budget transfer in April 2024, with the retention of KRCI (local contractor) to provide minor repair and maintenance services. Budget for KRCI is added for possible minor system repairs and preparation through the end of 2024. Task 02 - Interim Action Work Plan (IAWP) (JO02) Budget is added for completion of the IAWP. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 1 2 August 2024 Ephrata Landfill RI/FS Engineering Services Parametrik Scope of Work Subtask 01- IAWP Development IAWP development started under Amendment Nine, with a focus on supporting data. In April, $40,000 of the initial IAWP labor budget was shifted to Task 01-Operate Existing P1 MPE System. Shifted funds are replenished and budget is added to complete the IAWP. Task 03 - MPE System Expansion (Oj�0`02) (Activation, new subtask) A new subtask and budget are added. Subtask 01- Develop 30% Plans, Specifications, and Estimates (New) Parametrix will develop 30% plans, specifications, and estimates1(PS&E) in parallel with the IAWP, to the extent feasible as engineering design criteria are developed. Completion of the 30% PS&E will be planned for 2025 in a future change. Task 04 � Pilot Testing (JO02) (Future) changes Subtask 01- Monthly lAPR Development Objective The objective of this subtask is to develop and deliver monthly (APRs. Approach Parametrix, with input from Mott MacDonald, will develop monthly IAPRs in accordance with AO Amendment No. 3. Parametrix will perform the following IAPR activities: ■ Obtain all field notes, reports, operations records, monitoring data, and analytical results for the prior month. ■ Report progress and adherence to the AO Amendment No. 3 scope and schedule. 1 Estimate - Engineer's opinion of probable construction cost. Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 1 3 August 2024 Ephrata Landfill RI/FS Engineering Services Parametrik Scope of Work ■ Summarize MPE performance data for liquid and vapor flows, operating vacuum, contaminant removal, well and system settings, vacuums, valve positions, counts, and similar MPE system metrics. ■ Summarize groundwater elevation and quality data from the previous month. ■ Note upcoming deliverables. Assumptions This subtask is planned and budgeted based on the following assumptions: ■ Mott MacDonald will provide groundwater monitoring data and a summary of Mott MacDonald's activities with sufficient time (i.e., by the 12th) for incorporation in the IAPR by the 15th of each month. ■ The initial budget (established in Change No. 1) covers 5 reports (May through December 2024). ■ Draft IAPRs will not be distributed for review. Deliverables The following deliverables are planned: ■ Monthly report to Ecology with copies to the PLP Group. Task 07 � Groundwater Monitoring Reports GMRIi (JO02) (Future) No changes or funding. Task 20 - Management Reserve Fund ( Future) No changes or funding. Task 30 -Grant-Ineligible Services (New) Subtask Olinel -Grant-Ineligible Services (New) This subtask is for grant -ineligible services. Parametrix and the County will endeavor to communicate in advance when services may not be grant -eligible and mutually confirm which activities fall under this task. Budget Summary This section summarizes the Amendment Nine budget, reallocations, and additions (Table 1). Budget reports are provided for new Subtasks 03.01(30% PS&E) and 06.01(IAPRs) (Table 2).
