Palacios 1) Financial: In August 2024, we housed 22 juveniles accumulating a total of 230 days of care. This results in an average daily population of 7.42. Based on our quarterly payment schedule, the cost for this month amounts to $39,848, which will be reflected in the quarterly invoice due in October. These charges include: one juvenile charged with Assault in the First Degree, Murder in the Second Degree, and Drive -by Shooting; one charged with Assault in the Second Degree and Robbery in the First Degree; another charged with Unlawful Possession of a Firearm and Trespassing; one for probation violation; and one charged with Unlawful Possession of a Firearm. The final juvenile is facing charges for Assault 4 DV. OFFENDER/DIVERSION: Currently, all civil and criminal proceedings are conducted through WebEx, with in -person court hearings exclusively reserved for Dispositions and Trials. Within the Offender Unit, there are currently 238 cases, 157 of which fall under the category of Diversion. ii. TRUANCY: Currently, there are 146 active petitions with a total of 202 stays in effect. Throughout the current school year, 271 stays have been filed, 87 stays have been lifted, and 74 cases of contempt of court have been filed. Additionally, there are 85 extended stays, and 257 cases have been dismissed this school year. iii. DEPENDENCY: The dependency unit is conducting regular docket hearings, offering the flexibility of participation through WebEx or in person. As of now, our dependency unit manages a total of 152 active cases. Among these, 106 are assigned to staff, 40 cases are delegated to volunteers, and 6 cases are actively monitored. The monitored cases, while still active, involve individuals with legal representation, eliminating the necessity for a Guardian ad Litem (GAL). Chelan: I maintain bi-weekly meetings with Chelan County to collaboratively address any emerging issues. I have reviewed the new proposed contract for Chelan County, and after Rebekah's review, I am currently negotiating to ensure we secure the best possible deal. My focus is on saving the County money, particularly as the proposed ADP for 2026 through 2030 is significantly higher, which would increase our minimum mandatory costs. I am also addressing other contract details to ensure we do not end up paying more than necessary. 4) Administration: • Law Enforcement request. • Confinement of individuals under the age of 12within the juvenile justice system. • Juveniles presenting with mental health challenges before being placed in detention. 5) Needs of the Department: One of the programs we use for offender cases, Rite Track, requires an update as the current version is not compatible with newer web browsers. After consulting with IT, they will include the software update in their budget request for next year. I will be preparing a letter to the BOCC soon to formally request approval for this update.
