COMMISSIONER'S OFFICE 2. Approval of the August 12, 2024 Commissioner's Minutes 3. Held from August 20, 2024 Commissioner's Meeting. Letter to WA Tier 3 PP LLC, C Falk regarding License No. 426730 and No. 427537. The application for change of location into Grant County is denied by Commissioners due to current moratorium but approved by the Washington State Liquor and Cannabis Board (WSLCB). Letter informs the applicant that violation of Ordinance will result in formal enforcement action. 4. Reimbursement request from the City of Moses Lake on the Department of Commerce Grant, Emergency Housing Fund (EHF) Contract No. 24-46108-10 in the amount of $44,,677.93 for July expenses. 5. Reimbursement request from Renew on the Department of Commerce Community Development Block Grant (CDBG) CV2, No. 20-6221C-111 in the amount of $1,815.60 for July expenses. 6. Reimbursement request from City of Coulee City on the Strategic Infrastructure Plan (SIP) No. 2020-02 Rodeo grounds improvements, in the amount of $9,045.56. 8. Request from the City of George on the Strategic Infrastructure Plan (SIP) No. 2019-04, Well No. 3 Generator Project, to relinquish the remaining balance of grant award in the amount of $9,872.40 back to the County SIP fund. 9. Reimbursement request from Samaritan Hospital on the American Rescue Plan Act (ARPA) in the amount of $686,864.83 for June 2024 expenses. 10. Reimbursement request from Samaritan Hospital on the American Rescue Plan Act (ARPA) in the amount of $1,,092,992.56 for July 2024 expenses. 11. Pursuant to RCW 27.24.040, the Board of Law Library Trustees shall make an annual report to the legislative authority, giving the condition of their trust. 12. Proclamation recognizing Columbia Basin Allied Arts as a local arts agency under 20 U.S.C. Section 952(h). FACILITIES AND MAINTENANCE 13. Contract No. FM2411 with Eastside Asphalt, Inc. to pave the back parking lot of the Sheriff's Office located at 1274 Lowry St. in Moses Lake. The contract amount is for $42,276.00. This is an approved capital outlay project for 2024. The cost would be paid from REET 1. The budget for the project is $47,500.00. 14. Contract No. FM2414 with R&S Upholstery in the amount of $22,,571.05 to re -upholster 30 benches in the Superior Courtrooms that are stained. This is an approved capital project for 2024 to be paid from capital outlay BEET 1 funds. The budget for this project is $30,.000.00. FAIRGRnt INn-'q 15. Request for rate approval for 2025 Fairgrounds rates. JUVENILE COURT & YOUTH SERVICES 16. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to Docu-Sign with contractor for Interagency Agreement IAA25379 between Washington State Administrative Office of the Courts and Grant County Juvenile for Becca Programs and Services. Term of Contract is July 1, 2024 through June 30, 2025. 17. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to Docu-Sign the Amendment Number A Contract No. S24-31219-064 with the Department of Commerce, Office of the Crime Victims Advocacy (OCVA), Crime Victim Service Center (CVSC) Comprehensive Service Grant. The term of this contract is from July 1, 2024 to June 30, 2025. 18. Requesting permission for Suhail Palacios, Juvenil Court Administrator, to Docu-Sign with contractor for Interagency Agreement IAA25344 between Washington State Administrative Office of the Curts and Grant County Juvenile for Support of the Court -Appointed Special Advocates (CASAs)/Volunteer Guardian ad Litem Program. Local Agency Agreement Supplement Number 1 to Agreement No. LA10138 for the Westshore Drive Overlay Sidewalk, Fairway Drive to 0.25 miles south of 4-NE. Total project cost is $3.,151,445.00, with a completion date of December 31, 2028. 20. County Road Department request for reimbursable work to the Port District No. 9. Pothole and breakage of asphalt on Airport St. and Railroad St. 20 x 25 ft. The District requests this work be completed no later than October 15, 2024 and guarantees reimbursement to the County for all work done up to a maximum of $16,.120.38. 21. Motor Pool Vehicle Replacement Schedule and rate increase effective January 1, 2025. 22. Certification statement for the indirect cost allocations used in calculating the 2025 ER&R rates for solid waste. RENEW 23. Out of State Travel Request for Brooke Decubber to attend the 2024 Behavioral Health Tech Conference in Phoenix, AZ. Conference Dates are November 4 through 7, 2024.
